There we go. All right. Okay. There we go. All right. Okay. All right. We're gonna call. All right. We're gonna call. Mean to order. We're gonna do a Mean to order. We're gonna do a roll call vote because we have roll call vote because we have one member remote, so we'll one member remote, so we'll just, uh, start down at the just, uh, start down at the end. Uh, Lee. end. Uh, Lee. Lee McCoy here. Lee McCoy here. Perfect. Perfect. Ben Glazer here. Ben Glazer here. Rosie Kennedy here. Rosie Kennedy here. Tom. Go ahead. Tom. Go ahead. Tom Meyers here. Tom Meyers here. In here. All right, so first In here. All right, so first thing on the agenda is thing on the agenda is obviously we had our last event obviously we had our last event was election. So we welcome Lee was election. So we welcome Lee to the board. So to the board. So congratulations. congratulations. On a. On a., on a good, uh, a good race. , on a good, uh, a good race. And, uh, appreciate you And, uh, appreciate you volunteering. And and we're volunteering. And and we're looking forward to having you looking forward to having you on the board. So we start with, on the board. So we start with, uh, nominating new positions uh, nominating new positions for the board. So out of the for the board. So out of the five people on the board, there five people on the board, there are three positions. There's a are three positions. There's a there's the chair, there's the there's the chair, there's the vice chair, and there's the vice chair, and there's the clerk. Um, so typically what clerk. Um, so typically what would happen is I think we would happen is I think we would start with the chair and would start with the chair and work our way down. So, um, so, work our way down. So, um, so, you know, basically we can you know, basically we can either have a discussion so we either have a discussion so we can nominate, we can have a can nominate, we can have a discussion or but um, but I discussion or but um, but I will wait for somebody to start will wait for somebody to start a discussion or make a a discussion or make a nomination. nomination. Nominate Bill Olson as a repeat Nominate Bill Olson as a repeat chair. chair. Have a. Have a. Second, second. Second, second. Any further further discussion? Any further further discussion? I think you did a great job I think you did a great job last year, Bill, and I'm happy last year, Bill, and I'm happy to endorse you again. to endorse you again. Yeah, I'd echo what Rosie said. Yeah, I'd echo what Rosie said. I think, um, you know, I think, um, you know, navigated some very challenging navigated some very challenging waters, like over the course of waters, like over the course of the year and, um, it was clear, the year and, um, it was clear, kind of just like through your kind of just like through your leadership over the course of leadership over the course of the year as well. Um, things, the year as well. Um, things, you know, continued to you know, continued to stabilize, uh, while still stabilize, uh, while still having kind of rigorous debate having kind of rigorous debate following good process. And I following good process. And I really appreciated your style really appreciated your style of leadership over the course of leadership over the course of the year. Some, uh, very of the year. Some, uh, very happy to second your happy to second your nomination. nomination. Thank you. Tom, anything on Thank you. Tom, anything on your end? your end? Yeah, I'll just add I support Yeah, I'll just add I support that 100%. Uh, appreciate you that 100%. Uh, appreciate you stepping up to serve as chair stepping up to serve as chair again. Um, you're really again. Um, you're really appreciate the way you run appreciate the way you run meetings. It's efficient. Um, meetings. It's efficient. Um, you know, give everyone an you know, give everyone an opportunity to speak and really opportunity to speak and really make sure that, you know, we're make sure that, you know, we're moving the the agenda forward. moving the the agenda forward. So I think you do a great job So I think you do a great job at it. And, uh, happy to at it. And, uh, happy to support your nomination for support your nomination for chair. chair. Lee. Lee. It sounds like you have a lot It sounds like you have a lot of support here. That's a good of support here. That's a good sign. sign. Definitely. No. Yeah. I'm Definitely. No. Yeah. I'm honored to be a nominee again. honored to be a nominee again. I mean, like I said, I consider I mean, like I said, I consider us all equals on the board, so us all equals on the board, so I think we all work really well I think we all work really well together. So my goal the next together. So my goal the next year is just continue to work year is just continue to work well together. I think we've well together. I think we've done a lot of things with done a lot of things with unanimous consent on items, so unanimous consent on items, so I look forward to sort of, um, I look forward to sort of, um, bringing us all together and bringing us all together and working together as working together as collaborators on this next collaborators on this next year. So, um, I accept the year. So, um, I accept the nomination. I think we can move nomination. I think we can move to a vote. I will do a roll to a vote. I will do a roll call vote, and we'll start in call vote, and we'll start in the same order for the rest of the same order for the rest of the meeting. So we'll start the meeting. So we'll start with Lee. with Lee. Lee McCoy. I. Lee McCoy. I. Ben Kaluza, I. Ben Kaluza, I. Rosie Kennedy, I. Rosie Kennedy, I. John Myers, I. John Myers, I. What do I you can. What do I you can. Vote for William Olson I so all Vote for William Olson I so all right thank you. Um now we go right thank you. Um now we go to, uh, vice chair. Um, I had to, uh, vice chair. Um, I had made a recommendation to made a recommendation to individual board members about individual board members about supporting some individual supporting some individual candidates. And, uh, and I know candidates. And, uh, and I know I just want to have a quick I just want to have a quick session. So I supported Rosie session. So I supported Rosie on this, um, position because on this, um, position because of the hard work over the last of the hard work over the last year. I know it's a tough year. I know it's a tough position because I know that position because I know that there's a lot of people who there's a lot of people who worked really hard. And, uh, worked really hard. And, uh, and it's important because when and it's important because when I'm out here and I'm not I'm out here and I'm not available, which is that often available, which is that often we need someone to, uh, guide we need someone to, uh, guide the ship. So, um, um, I know the ship. So, um, um, I know we're gonna have some different we're gonna have some different opinions here, so only a little opinions here, so only a little discussion. I think at the end discussion. I think at the end of the day, we're all going to of the day, we're all going to be happy with with the board be happy with with the board and and work together as a and and work together as a board. But I just want to make board. But I just want to make clear that I had supported clear that I had supported Rosie for this position, but Rosie for this position, but I'm not sure if we're going to I'm not sure if we're going to have full support as I look for have full support as I look for other, uh, comments on that. other, uh, comments on that. Thank you very. Thank you very. Um, I've arrived here today Um, I've arrived here today with the intent to nominate Tom with the intent to nominate Tom Myers, um, for the position. I Myers, um, for the position. I think that he's shown a lot of think that he's shown a lot of growth and, and leadership as growth and, and leadership as well. Um, he's had a very well. Um, he's had a very steady hand. Uh, he's shown a steady hand. Uh, he's shown a very adept ability to take in a very adept ability to take in a lot of information and multiple lot of information and multiple points of view, as well as to points of view, as well as to then ground us back in a place then ground us back in a place where, you know, we're where, you know, we're discussing, uh, the facts and discussing, uh, the facts and kind of like bringing a very kind of like bringing a very well rounded, formed opinion. well rounded, formed opinion. So he's been really great at So he's been really great at kind of summarizing these kind of summarizing these large, complex issues. And I large, complex issues. And I think that looking at how the think that looking at how the town has been recently, uh, town has been recently, uh, voting on some key issues at voting on some key issues at the all range of special town the all range of special town meetings and then followed by meetings and then followed by the annual meeting and the the annual meeting and the elections. I think he's very elections. I think he's very aligned to the direction of aligned to the direction of travel from constituents and travel from constituents and what they're looking for in what they're looking for in this new, newly elected board. this new, newly elected board. So that was kind of my So that was kind of my intention, here today. intention, here today. Uh, Tom, I'll let you go next. Uh, Tom, I'll let you go next. Yeah. No, I appreciate that, Yeah. No, I appreciate that, Ben. And thank you. And, you Ben. And thank you. And, you know, I'd be happy to accept know, I'd be happy to accept the nomination if that was the the nomination if that was the will of the board. Um, you will of the board. Um, you know, as far as any other know, as far as any other candidates I know for your candidates I know for your recommendation, I know you had recommendation, I know you had supported, um, as Rosie, as supported, um, as Rosie, as vice chair. Uh, I've worked vice chair. Uh, I've worked with Rosie a lot, and she puts with Rosie a lot, and she puts a lot of hard work into this a lot of hard work into this board. Um, she is very, uh, board. Um, she is very, uh, willing to listen to willing to listen to constituents and put her constituents and put her efforts in. And, you know, I efforts in. And, you know, I think she has great opinions. think she has great opinions. Um, I think she, you know, is Um, I think she, you know, is willing to challenge others on willing to challenge others on their, their opinion. So I their, their opinion. So I think she's done a great job in think she's done a great job in the in the position that she's the in the position that she's been in the select board. Um, been in the select board. Um, my only, you know, hesitancy my only, you know, hesitancy around a leadership role around around a leadership role around Rosie is that sometimes I think Rosie is that sometimes I think when we're on, uh, topics that when we're on, uh, topics that are controversial or there's, are controversial or there's, um, you know, mixed opinions um, you know, mixed opinions on, I think that we have to on, I think that we have to make sure that as leaders, make sure that as leaders, we're giving, you know, all of we're giving, you know, all of the factual information and not the factual information and not misrepresenting or anything. misrepresenting or anything. And I think there's been And I think there's been situations where that has situations where that has happened. Um, and, you know, happened. Um, and, you know, gotten, you know, feedback from gotten, you know, feedback from the public around that. So I the public around that. So I just think that, you know, from just think that, you know, from my view as a leadership role on my view as a leadership role on the board, I think we have to the board, I think we have to be coming forward with be coming forward with straightforward, factual bases straightforward, factual bases and not sort of misleading in and not sort of misleading in any way. So I think that would any way. So I think that would be my only hesitancy on that be my only hesitancy on that front. front. Should I respond? Should I respond? Yeah. I mean, you could speak. Yeah. I mean, you could speak. Yes. Go ahead. Yes. Go ahead. So, um, when I present a view, So, um, when I present a view, I presented with, um, I presented with, um, well-researched data and I'm well-researched data and I'm sorry that you feel that, um, I sorry that you feel that, um, I don't do that. So, um, you're don't do that. So, um, you're entitled to your opinion, and entitled to your opinion, and I. And I respect it. I perhaps I. And I respect it. I perhaps feel feel differently. And I've feel feel differently. And I've always respected, um, my fellow always respected, um, my fellow colleagues on the board, and colleagues on the board, and I've always accepted what the I've always accepted what the board has decided. Um, just board has decided. Um, just because I don't always agree because I don't always agree with the particular view with the particular view doesn't mean I don't accept it. doesn't mean I don't accept it. And I think, um, throughout the And I think, um, throughout the past year, I have shown that I past year, I have shown that I do accept board views. And so, do accept board views. And so, um, I think that I have done um, I think that I have done yeoman's work on this board yeoman's work on this board for, for the past two years. I for, for the past two years. I enjoy working for the town for, enjoy working for the town for, for the board. I'm always the for the board. I'm always the first one to step up and take first one to step up and take on the hard projects, and I on the hard projects, and I would very much be, uh, willing would very much be, uh, willing to consider doing that, no to consider doing that, no matter which role I am. matter which role I am. Ultimately, um, delegated. Ultimately, um, delegated. Okay, I'll just ask you a Okay, I'll just ask you a couple of questions. Not couple of questions. Not knowing the answers. Um, Rosie, knowing the answers. Um, Rosie, how long have you been on the how long have you been on the select board? select board? Um, so this time two years. And Um, so this time two years. And prior to that, three years and prior to that, three years and I've taken on some pretty big I've taken on some pretty big projects, the Gordon Conwell, projects, the Gordon Conwell, um, project, which was a very um, project, which was a very tough negotiation. In the end, tough negotiation. In the end, it came out that everybody was it came out that everybody was very happy with the resolution, very happy with the resolution, and town meeting was like, Holy and town meeting was like, Holy mackerel! I think I attended mackerel! I think I attended from the hospital, and I was from the hospital, and I was thrilled that we were able to thrilled that we were able to come together. But it didn't come together. But it didn't come without earnest come without earnest negotiations, and my goal was negotiations, and my goal was to negotiate for the town at at to negotiate for the town at at every turn. And then, um, so every turn. And then, um, so that went very well. And then, that went very well. And then, um, of late, the patent um, of late, the patent homestead proposed sale. I've homestead proposed sale. I've been in, I've been involved been in, I've been involved with the task force again, with the task force again, stepped right up. Um, have stepped right up. Um, have worked really hard on that, worked really hard on that, have talked to everybody have talked to everybody involved. And I feel that I've involved. And I feel that I've talked to everybody involved talked to everybody involved and worked very hard to make and worked very hard to make this happen as well. And I this happen as well. And I would continue to do that. would continue to do that. Okay. And have you held any of Okay. And have you held any of the leadership roles? the leadership roles? Um, vice chair okay. And I have Um, vice chair okay. And I have also and this past year I was also and this past year I was um, I've been clerk and I think um, I've been clerk and I think hopefully Joe will attest. So hopefully Joe will attest. So to those minutes being turned to those minutes being turned in. in. Uh. Uh. And I've attended all the And I've attended all the meetings. I'm very dedicated meetings. I'm very dedicated to, to the town and to this to, to the town and to this board. And I think the only board. And I think the only meeting I missed was when I was meeting I missed was when I was very, very acutely ill. I'm a very, very acutely ill. I'm a 100% turnout person who works 100% turnout person who works hard. So thank you. hard. So thank you. And quickly, Tom, how long have And quickly, Tom, how long have you been on the board? you been on the board? Yeah, so I'm in my second term. Yeah, so I'm in my second term. Uh, this is going into my fifth Uh, this is going into my fifth year. I believe it would be. year. I believe it would be. Uh, so I previous roles I've Uh, so I previous roles I've held on the board are just, uh, held on the board are just, uh, a secretary position or a secretary position or treasurer secretary position. treasurer secretary position. Um, some of the big, uh, work Um, some of the big, uh, work initiatives that I've been initiatives that I've been involved in, I've been a part involved in, I've been a part of the school building of the school building committee, uh, and pushing that committee, uh, and pushing that work forward and making sure work forward and making sure that we, you know, um, brought that we, you know, um, brought a viable option to the public a viable option to the public to vote on, to move and to vote on, to move and potentially consolidate the potentially consolidate the elementary schools. So that was elementary schools. So that was a multi year effort working a multi year effort working with the school committee and a with the school committee and a number of different boards. Um, number of different boards. Um, I've also worked very closely I've also worked very closely with the Conservation with the Conservation Commission and supporting the, Commission and supporting the, the re development of their the re development of their regulations and bringing those regulations and bringing those forward to town meeting. Uh, I forward to town meeting. Uh, I do a lot of work with the uh, do a lot of work with the uh, climate action team, most climate action team, most notably recently bringing the notably recently bringing the change in zoning laws to the change in zoning laws to the town meeting, which wasn't town meeting, which wasn't successful, but ultimately successful, but ultimately something that the town I think something that the town I think could support in a later could support in a later iteration. Um, you know, just iteration. Um, you know, just not quite ready yet. Um, but not quite ready yet. Um, but yeah, I mean, this again, this yeah, I mean, this again, this is my second term and my going is my second term and my going into my fifth year here at the into my fifth year here at the board. board. Um, so I think. It's a tough Um, so I think. It's a tough decision because I do know that decision because I do know that Rosie is very dedicated to her Rosie is very dedicated to her position and the work that she position and the work that she does for the for the town. Um, does for the for the town. Um, I am inclined, however, to go I am inclined, however, to go with Tom and giving him an with Tom and giving him an opportunity to try the position opportunity to try the position of vice chair, since he's not of vice chair, since he's not had that before. Before, um, so had that before. Before, um, so where do we go from here? where do we go from here? All right. This is where we go All right. This is where we go from here. So, um, so I'll, from here. So, um, so I'll, I'll just sort of preface, you I'll just sort of preface, you know, sort of I'll sort of know, sort of I'll sort of restate because I start, I want restate because I start, I want to finish it. But, you know, my to finish it. But, you know, my intention is when I came to me intention is when I came to me was to support Rosie. Um, but I was to support Rosie. Um, but I want to be clear, I think, you want to be clear, I think, you know, I would support anybody know, I would support anybody who wants to do and does a good who wants to do and does a good job, right? I mean, I think we job, right? I mean, I think we all work together, and I expect all work together, and I expect us all to work really closely us all to work really closely together over the last year together over the last year like we did, like I stated. So like we did, like I stated. So with that being said, the the with that being said, the the way the process works is that way the process works is that someone has to make a someone has to make a nomination, someone has to nomination, someone has to second the nomination, then we second the nomination, then we vote the first person. If that vote the first person. If that person gets three I's, that person gets three I's, that person wins and we close the person wins and we close the vote. I personally think it's vote. I personally think it's two. Then we have to nominate a two. Then we have to nominate a second person. So that's kind second person. So that's kind of the way the process works. of the way the process works. You have to pick first person You have to pick first person and go through the site. So I and go through the site. So I would say this point ready for would say this point ready for someone to nominate someone. someone to nominate someone. I would like to nominate Tom I would like to nominate Tom Myers for vice chair. Myers for vice chair. Do I have a second second. All Do I have a second second. All right. So we'll do a roll call right. So we'll do a roll call vote in the same order okay. vote in the same order okay. So. So. Uh, Lee McCoy, I. Uh, Lee McCoy, I. Bend the I. Bend the I. Rosie Kennedy, I. Rosie Kennedy, I. Tom Iris. Tom Iris. I. I. I appreciate that it's I appreciate that it's unanimous. So thank you. Um. unanimous. So thank you. Um. All right, so now we're the All right, so now we're the last one is the clerk, which is last one is the clerk, which is also a very important role in also a very important role in the board. Right. the board. Right. So very important role, very So very important role, very important. important. So we'll have a discussion I'm So we'll have a discussion I'm not sure. We haven't I haven't not sure. We haven't I haven't talked to anybody about people talked to anybody about people who want to do it or don't want who want to do it or don't want to do it. So I'll start with to do it. So I'll start with Rosie and see if Rosie you'd Rosie and see if Rosie you'd like to do it again. like to do it again. Um. Um. Well, I don't know if there Well, I don't know if there would be somebody else who would be somebody else who would like to work diligently would like to work diligently doing doing the minutes. I doing doing the minutes. I mean, I'm happy to do it again. mean, I'm happy to do it again. Um, whatever. Whatever, um, Um, whatever. Whatever, um, helps the board the most. helps the board the most. Okay. Okay. Um. then go ahead. I mean, I'm Um. then go ahead. I mean, I'm happy to help out and pitch in. happy to help out and pitch in. I also know that Rosemary has I also know that Rosemary has done a fantastic job with it as done a fantastic job with it as well, so she's willing to well, so she's willing to continue that effort. Um, I'm continue that effort. Um, I'm happy to have Rosemary happy to have Rosemary continue. Also happy to support continue. Also happy to support if if that's desired. if if that's desired. Please. Please. Go ahead. Go ahead. I would be happy to support I would be happy to support anyone that's willing to take anyone that's willing to take it off. I do not I'm not it off. I do not I'm not interested in doing it at this interested in doing it at this point. I want to see how this, point. I want to see how this, uh, the board functions and uh, the board functions and just be able to focus on just be able to focus on issues. issues. And Tom. And Tom. Uh, yeah, I mean, I'm happy to Uh, yeah, I mean, I'm happy to support anyone that's willing support anyone that's willing and able to do the role. I know and able to do the role. I know Rosie's done a great job with Rosie's done a great job with it. I know Ben is entering his it. I know Ben is entering his second year, and you know, second year, and you know, whether he's ready to, you whether he's ready to, you know, sort of take on a new know, sort of take on a new role as sort of sort of up to role as sort of sort of up to him if he's wants to give it him if he's wants to give it another year to see or if he another year to see or if he feels like he's ready to step feels like he's ready to step into a position. But again, I'm into a position. But again, I'm happy to support either, um, happy to support either, um, anyone that's able to to take anyone that's able to to take on the role. on the role. Does it want to make a motion? Does it want to make a motion? It's not. I will make a motion. It's not. I will make a motion. I make a motion to, uh, to I make a motion to, uh, to recommend and nominate Rosie. recommend and nominate Rosie. Continue as clerk for the next Continue as clerk for the next year. I'll have a second. year. I'll have a second. A second. A second. Uh, roll call vote. Start with Uh, roll call vote. Start with you. you. Lee. Lee. Lee McCoy. I. Lee McCoy. I. Ben, I. Ben, I. Rosie Kennedy, I. Rosie Kennedy, I. Ben, Amy. Ben, Amy. Tom. Tom. Tom Myers. Tom Myers. I I okay. I I okay. Thank you. Thank you. All right. All right. Important business. Important business. Thank you for good discussion. Thank you for good discussion. And I look forward to a good And I look forward to a good year. I think we didn't have on year. I think we didn't have on the agenda is the, um, this the agenda is the, um, this board's committee. So we'll do board's committee. So we'll do that next time. that next time. On committee openings. Wait. On committee openings. Wait. No, no, for us to do our boards No, no, for us to do our boards and committees assignments. and committees assignments. Oh, no. No, we do that. We Oh, no. Any to three minutes to speak. Any topic. topic. Yes. Hi. Yes. Hi. My name is Mitch Wondolowski. My name is Mitch Wondolowski. Um, I live at nine, eight, Um, I live at nine, eight, eight Bay road. I've been here, eight Bay road. I've been here, actually. We moved here 11, 12 actually. We moved here 11, 12 years ago, and I'm basically years ago, and I'm basically interested in proposal at 957 interested in proposal at 957 Bay road. I was at the last CBA Bay road. I was at the last CBA meeting and I am a real estate meeting and I am a real estate agent, so I've had some agent, so I've had some experience with eight boards. experience with eight boards. Yeah, basically they're my. Yeah, basically they're my. Um, sorry. Just one second. Um, sorry. Just one second. Basically, my understanding Basically, my understanding that the CBA boards are trying that the CBA boards are trying to make decisions that will to make decisions that will really rock the community the really rock the community the least amount. That's been what least amount. That's been what I've been communicated. And I've been communicated. And I've talked with boards down in I've talked with boards down in the, you know, the vineyard and the, you know, the vineyard and and also in Marblehead and, you and also in Marblehead and, you know, other places in Essex know, other places in Essex County. The thing is, is that I County. The thing is, is that I went to the CBA meeting, you went to the CBA meeting, you know, the last one that they know, the last one that they had and the gentleman who had and the gentleman who purchased the property and purchased the property and brought his attorney and began brought his attorney and began talking about establishing a talking about establishing a baseline. All right. And the baseline. All right. And the baseline being that, you know, baseline being that, you know, it's a full operational service it's a full operational service station, I my question is, I station, I my question is, I thought this would be a slam thought this would be a slam dunk. All right. My question dunk. All right. My question is, you know, I'm not an is, you know, I'm not an attorney. But the thing is, is attorney. But the thing is, is that can you really establish that can you really establish sort of precedence beyond ten sort of precedence beyond ten years? All right. Nothing's years? All right. Nothing's happened there. It's a happened there. It's a residential district. If you residential district. If you look around and drive through look around and drive through it, that's all you see. And now it, that's all you see. And now this gentleman wants to only do this gentleman wants to only do he not only wants to have the he not only wants to have the right to do what was there eons right to do what was there eons ago, but he wants to expand the ago, but he wants to expand the the use of it in three the use of it in three different areas too. So we're different areas too. So we're going to end up with a mini going to end up with a mini mall there. So I just I thought mall there. So I just I thought it was a slam dunk. And we're it was a slam dunk. And we're going to we're going to the going to we're going to the neighborhood is actually neighborhood is actually agitated. And if the CBA agitated. And if the CBA continues this way, we're going continues this way, we're going to become a little bit more to become a little bit more verbal. You know, within the verbal. You know, within the town. But I just wanted to let town. But I just wanted to let you guys be aware because I'm you guys be aware because I'm not seeing anything happen. So not seeing anything happen. So that's it. that's it. Thank you. Thank you. Welcome. Welcome. Yeah. Some of us can get up and Yeah. Some of us can get up and speak, but, um, we just want to speak, but, um, we just want to clear. And I'm not going to clear. And I'm not going to answer your question. answer your question. But just. But just. Absolutely. There's a basic Absolutely. There's a basic sort of summary up, up here. Is sort of summary up, up here. Is that the CBA is independent that the CBA is independent board of the Select board. board of the Select board. The way I. The way I. Understand, I want the public Understand, I want the public to know. You're right. to know. You're right. No. No. No. No. No no. No no. Although I, I totally. Although I, I totally. Get that. Yeah. So although Get that. Yeah. So although we're here we're not we we're here we're not we unfortunately can't debate the unfortunately can't debate the issue why it works. But we want issue why it works. But we want to hear the comments. We want to hear the comments. We want your comments to go out there. your comments to go out there. Should be aware. Should be aware. Of what's going on. We want to Of what's going on. We want to be aware of it and hear the be aware of it and hear the opinions. So thank you for opinions. So thank you for coming. And then there's also coming. And then there's also keep in mind it will go in keep in mind it will go in front of the plan. Whatever the front of the plan. Whatever the CBA decides, it may or may not. CBA decides, it may or may not. Then go to the planning board. Then go to the planning board. Know to so well. Know to so well. I'm just you know, I'm I'm I'm just you know, I'm I'm hoping that it's going to take hoping that it's going to take its full course. All right. And its full course. All right. And I'm just, you know, alerting I'm just, you know, alerting you folks to the the you folks to the the neighborhood is prepared to neighborhood is prepared to actually fight this. All right. actually fight this. All right. You know, it's incorrect. It You know, it's incorrect. It really is incorrect use for really is incorrect use for what is there today and has what is there today and has been there for over a decade. been there for over a decade. In my own personal experience. In my own personal experience. So, you know, like I say, when So, you know, like I say, when I went to the CBA board and I I went to the CBA board and I thought it would be a slam dunk thought it would be a slam dunk type of thing, it's not, you type of thing, it's not, you know, and so there is an issue know, and so there is an issue here. here. No, thank you for speaking. And No, thank you for speaking. And we welcome you to keep speaking we welcome you to keep speaking on the topic. on the topic. And just to make a quick And just to make a quick comment, I am the Select board comment, I am the Select board liaison to the CBA. So I have liaison to the CBA. So I have been following this issue. been following this issue. Okay. Okay. Very good. Thank Okay. Okay. Very good. Thank you. you. Hi. Oops. Hi. It's my first Hi. Oops. Hi. It's my first zoning board meeting and I want zoning board meeting and I want to. My name is Christy Heath to. Um, I'm like I said, I'm here about the 957 said, I'm here about the 957 Bay road application currently Bay road application currently before the CBA. I understand before the CBA. I understand that the Zeba is independent, that the Zeba is independent, and I'm not asking, um, the and I'm not asking, um, the select board to weigh in on the select board to weigh in on the merits. My request is narrower. merits. My request is narrower. I, I just want to please I, I just want to please encourage or please have you encourage or please have you encourage the zoning board, the encourage the zoning board, the CBA to make full use of town CBA to make full use of town council before reaching a final council before reaching a final decision. This is not a routine decision. This is not a routine application. It involves the application. It involves the following A proposed change to following A proposed change to a pre-existing nonconforming a pre-existing nonconforming use from over 70 years ago, use from over 70 years ago, before there were two schools before there were two schools built less than half a mile built less than half a mile away. Um, disputed away. Um, disputed interpretations of Hamilton. interpretations of Hamilton. Section 5.2 of the zoning lone Section 5.2 of the zoning lone lot zoning bylaws. Um. It's lot zoning bylaws. Um. It's also questions about the also questions about the correct baseline for correct baseline for comparison, which Mitch was comparison, which Mitch was talking about and the potential talking about and the potential for a long term precedent for for a long term precedent for other nonconforming properties other nonconforming properties that could be set with this that could be set with this decision. Um, I also want to decision. Um, I also want to bring up the 2024 Hamilton bring up the 2024 Hamilton Master Plan points commercial Master Plan points commercial growth toward downtown and growth toward downtown and designated business areas. That designated business areas. That makes that makes a proposed makes that makes a proposed expansion of commercial use on expansion of commercial use on a residentially zoned Bay road a residentially zoned Bay road parcel, especially important to parcel, especially important to review very carefully. Many review very carefully. Many neighbors, myself included, are neighbors, myself included, are very concerned about the very concerned about the character of the neighborhood, character of the neighborhood, the traffic and safety. I'm the traffic and safety. I'm especially concerned about. especially concerned about. We've had major accidents there We've had major accidents there that have been a first that have been a first responder on and it's it's responder on and it's it's awful. It my daughter is awful. It my daughter is traumatized over it. Um, this traumatized over it. Um, this I'm concerned about the scale I'm concerned about the scale of the proposal. It's way of the proposal. It's way beyond what it was originally beyond what it was originally intended for in 1950, intended for in 1950, something. And, um, whether the something. And, um, whether the project goes beyond what has project goes beyond what has actually existed on the site, actually existed on the site, which I think it does, we which I think it does, we respect the zoning board's respect the zoning board's independence. But we're independence. But we're concerned that traffic and concerned that traffic and safety on Bay road are not safety on Bay road are not getting enough weight in this getting enough weight in this issue. We ask the select board issue. We ask the select board to stress that any change at to stress that any change at 957 Bay road must be closely 957 Bay road must be closely evaluated for its impact on evaluated for its impact on turning movements. Driveway turning movements. Driveway conflicts, pedestrian safety, conflicts, pedestrian safety, and that these safety risks and that these safety risks risks should be front and risks should be front and center in the zoning board's center in the zoning board's deliberations. The CBA should deliberations. The CBA should be supported and focusing on be supported and focusing on the applicable bylaws. The the applicable bylaws. The record evidence Hamilton's record evidence Hamilton's master plan framework and clear master plan framework and clear written findings. We're all written findings. We're all very concerned about. very concerned about. That. That. Um, the board should not be Um, the board should not be forced. The zoning board should forced. The zoning board should not be forced to rely mainly on not be forced to rely mainly on the applicant's legal framing the applicant's legal framing or on arguments about financial or on arguments about financial viability. They've talked about viability. They've talked about the feasibility of it or an the feasibility of it or an hypothetical worse alternatives hypothetical worse alternatives or tax benefits. Because I thought they were just asking I thought they were just asking to use the signboard. Um, but to use the signboard. Um, but they are also asking for, uh, a they are also asking for, uh, a code red call, and we've never code red call, and we've never done that before, so I thought done that before, so I thought in re-evaluating that today, I in re-evaluating that today, I thought the board should thought the board should discuss that as opposed because discuss that as opposed because you've never used a code red you've never used a code red for a non town, uh, for a non town, uh, governmental use before. governmental use before. I just wanted, um, to answer any questions you um, to answer any questions you have. We have this big, big have. We have this big, big food drive coming up on May food drive coming up on May 9th. Um, and I know it's it's 9th. Um, and I know it's it's actually, um, nationwide. It's actually, um, nationwide. It's the stamp out hunger, food the stamp out hunger, food drive. And so, um, we typically drive. And so, um, we typically other organizations, Beverly other organizations, Beverly bootstraps, open doors bootstraps, open doors citizens, and they have their citizens, and they have their towns help promote this event. towns help promote this event. It's when the postal carriers It's when the postal carriers go, um, pick up, uh, food that go, um, pick up, uh, food that people leave out by their people leave out by their mailbox. Um, so we're just mailbox. Um, so we're just hoping to raise awareness about hoping to raise awareness about the food drive, whether that the food drive, whether that could be through one of the could be through one of the digital signs or, you know, a digital signs or, you know, a robocall. Um, again, I know, um, robocall. Um, again, I know, um, other neighboring towns do other neighboring towns do this, so I, we thought we this, so I, we thought we should ask Hamilton, um, where should ask Hamilton, um, where they used to send out bags. So they used to send out bags. So every resident really knew that every resident really knew that it was happening. But they it was happening. But they don't do that anymore with the don't do that anymore with the plastic bag band. Um, so last plastic bag band. Um, so last year, we really didn't get much year, we really didn't get much from the food drive. Um, our from the food drive. Um, our demand is up higher than ever. demand is up higher than ever. We've had over 150 people in We've had over 150 people in the past week. We, um, 40% of the past week. We, um, 40% of our 1000 clients are Hamilton our 1000 clients are Hamilton residents. So just looking to residents. So just looking to stock our shelves and hopefully stock our shelves and hopefully get a lot of food on May 9th. get a lot of food on May 9th. So any support you can offer So any support you can offer would be appreciated. would be appreciated. Thank you. Ali. No, we I once Thank you. Ali. No, we I once again applaud your efforts and again applaud your efforts and we will be here to support, um, we will be here to support, um, what you guys need to be what you guys need to be successful, especially because successful, especially because you support Hamilton as well. you support Hamilton as well. Um, from the specific question, Um, from the specific question, I love people like to stretch I love people like to stretch stretch things and think stretch things and think outside the box. Um, for my outside the box. Um, for my opinion. And we'll vote on it opinion. And we'll vote on it for my opinion. I think we'll for my opinion. I think we'll I'd be willing to support it I'd be willing to support it however we can in terms of the however we can in terms of the sign board, in terms of social sign board, in terms of social media sites, in terms of the media sites, in terms of the town website. Um, I like to town website. Um, I like to reserve our automated system reserve our automated system for emergencies and things of for emergencies and things of that nature because it becomes that nature because it becomes if people get too many of them, if people get too many of them, it becomes it becomes less it becomes it becomes less effective. So I'm in favor of effective. So I'm in favor of everything you want to do, but everything you want to do, but I think we have to reserve our, I think we have to reserve our, our automated, uh, phone our automated, uh, phone service for sort of town service for sort of town emergencies and things that, emergencies and things that, that because I want people to that because I want people to sort of think, oh, this is sort of think, oh, this is another thing that I don't need another thing that I don't need to pay attention to. So that's to pay attention to. So that's my only thing. I think it's my only thing. I think it's great that you're asking, but I great that you're asking, but I think we can maybe substitute think we can maybe substitute it with social media and town it with social media and town website type information. But, website type information. But, um, but that's my opinion. But um, but that's my opinion. But I welcome the the will of the I welcome the the will of the board to give their thoughts as board to give their thoughts as well. well. So Rosie. So Rosie. Yeah, I agree with you Yeah, I agree with you wholeheartedly. I think it's a wholeheartedly. I think it's a it's a wonderfully worthy cause it's a wonderfully worthy cause and I have no issue using the and I have no issue using the sign board or social media. But sign board or social media. But I like you, Bill, feel that, I like you, Bill, feel that, um, we should save the reverse um, we should save the reverse 911 for for true, um, urgent 911 for for true, um, urgent town town matters. town town matters. Uh, Tom? Uh, Tom? Yeah, I was just going to ask a Yeah, I was just going to ask a question. Maybe. I don't know question. Maybe. I don't know if this is Bill. Maybe it's if this is Bill. Maybe it's Joe. Um, because I know we Joe. Um, because I know we have, like, some language on have, like, some language on our website or the town website our website or the town website about code Red alerts. Is about code Red alerts. Is there, like, a specific policy there, like, a specific policy that we have about when that that we have about when that should be used? And I and I should be used? And I and I asked because I know we asked because I know we generally reserve it for generally reserve it for emergencies. I do know there is emergencies. I do know there is like a general notifications like a general notifications that you can send. And I'm just that you can send. And I'm just curious, like what falls into curious, like what falls into those buckets versus the those buckets versus the emergency. emergency. Yeah. Yeah. The um, and if there's a formal The um, and if there's a formal policy on. policy on. It, there isn't. There isn't It, there isn't. There isn't that I know of a formal written that I know of a formal written policy that the Selectboard has policy that the Selectboard has adopted. We have adopted, we adopted. We have adopted, we have been utilizing an informal have been utilizing an informal policy of reserving code red policy of reserving code red usage for town, um, events usage for town, um, events only. Typically those have only. Typically those have almost exclusively, almost almost exclusively, almost exclusively been related to exclusively been related to town emergencies, but they the town emergencies, but they the board has endorsed once or board has endorsed once or twice the use for in the use of twice the use for in the use of code Red to let people know code Red to let people know about important upcoming town about important upcoming town meetings. I think we used it meetings. I think we used it twice last year for two of the twice last year for two of the special time meetings related special time meetings related to the different folks that to the different folks that were going on, because we want were going on, because we want to make sure people knew the to make sure people knew the date, but those in the seven date, but those in the seven years I've been here, those are years I've been here, those are the only two times that we used the only two times that we used it for nonemergency use. Um, it for nonemergency use. Um, that's comes as recommended by that's comes as recommended by both of our chiefs, um, in that both of our chiefs, um, in that if you use code red too often if you use code red too often for things that aren't for things that aren't emergencies, people will stop emergencies, people will stop paying attention to the code paying attention to the code rates. So we tend to use them rates. So we tend to use them like this. You know, water is like this. You know, water is out, there's a water main out, there's a water main break. We're on it. We let break. We're on it. We let people know that's an emergency people know that's an emergency that affects their ability to, that affects their ability to, you know, use their home you know, use their home properly. properly. Yeah. That's helpful. Yeah. I Yeah. That's helpful. Yeah. I was just curious what those was just curious what those general buckets were. I think general buckets were. I think those make sense. Like those make sense. Like emergency obviously. And I emergency obviously. And I think general, you know, um, think general, you know, um, town related events. I think town related events. I think that makes sense. And I, I that makes sense. And I, I agree with your, your position agree with your, your position of, you know, not over of, you know, not over utilizing it. Um, my only utilizing it. Um, my only thought is, um, if we do sort thought is, um, if we do sort of want to document that in of want to document that in some sort of formal policy, some sort of formal policy, just so that makes these just so that makes these decisions a little bit easier, decisions a little bit easier, easier. We can think about easier. We can think about that. Um, and applying that to that. Um, and applying that to sort of this a chord, ask, um, sort of this a chord, ask, um, obviously it's not a town obviously it's not a town entity that's requesting it, entity that's requesting it, and we don't want to get into and we don't want to get into the business of, you know, non the business of, you know, non town entities requesting the town entities requesting the use of that because that could use of that because that could get out of hand quickly. But get out of hand quickly. But then on the other side of it, I then on the other side of it, I know Ali spoke to you know I know Ali spoke to you know I think it was one 1 in 12 think it was one 1 in 12 residents in Hamilton are residents in Hamilton are utilizing the Accord's utilizing the Accord's services. So it is does have a services. So it is does have a direct impact on Hamilton. So direct impact on Hamilton. So maybe there's some flexibility maybe there's some flexibility we offer in a policy where, you we offer in a policy where, you know, if there's a, you know, know, if there's a, you know, direct impact on Hamilton direct impact on Hamilton residents or something like residents or something like that. I'm just sort of, you that. I'm just sort of, you know, floating some ideas of know, floating some ideas of something we could think about something we could think about in the future. But I do, um, in the future. But I do, um, understand that the current understand that the current policy and how it exists. So policy and how it exists. So that's that's helpful. Thanks that's that's helpful. Thanks for that information. for that information. Did you. Did you. Want to call anybody. Want to call anybody. Else? Else? I don't think I have a lot else I don't think I have a lot else to add to the discussion. I to add to the discussion. I think a lot of, uh, good points think a lot of, uh, good points and have been made. I think it and have been made. I think it is important to reserve it for is important to reserve it for emergencies in town uses. I emergencies in town uses. I know, um, you know, I care a know, um, you know, I care a lot about the Accord Food lot about the Accord Food Pantry. I'm very glad that Pantry. I'm very glad that they're here today to talk they're here today to talk about their upcoming food drive about their upcoming food drive on on May 9th. And I think the on on May 9th. And I think the details that are in the packet details that are in the packet as well, I think we should as well, I think we should speak to that here today. Um, speak to that here today. Um, around, you know, that people around, you know, that people if you leave the food out, um, if you leave the food out, um, in bags presumably that the in bags presumably that the post office will will collect post office will will collect it as well, you know. So I it as well, you know. So I think just making sure that think just making sure that everyone at home knows that everyone at home knows that that's an option of not needing that's an option of not needing to go buy and deliver food. If to go buy and deliver food. If you have things that are you have things that are non-perishable, um, and you non-perishable, um, and you leave them out on May 9th, leave them out on May 9th, they'll be picked up and they'll be picked up and brought back to the food brought back to the food pantry. So, um, I think the pantry. So, um, I think the thank Ali for coming in tonight thank Ali for coming in tonight to let us know about this to let us know about this opportunity to help support our opportunity to help support our food bank. Um, and we're very food bank. Um, and we're very happy to have you here in town happy to have you here in town and, and helping out our and, and helping out our community. community. Thank you. I just I, I'm sort Real quick. I just I, I'm sort of torn in this situation of torn in this situation because I do feel like we have because I do feel like we have a real issue in this town of a real issue in this town of getting information from that's getting information from that's happening in our boards and happening in our boards and such, out to the people. Um, such, out to the people. Um, and I'm torn only because I and I'm torn only because I agree that the there's agree that the there's definitely a balance here to definitely a balance here to strike with, with the code red strike with, with the code red situation and whether anyways, situation and whether anyways, I think we should be looking I think we should be looking for opportunities to, to to for opportunities to, to to help fix that situation. help fix that situation. Whether whether that's having a Whether whether that's having a different way of, of sending different way of, of sending out those sorts of messages to out those sorts of messages to people. people. We put money in the budget for We put money in the budget for Joe this year to improve that. Joe this year to improve that. So. So. Okay, good. Okay, good. You're on. You're on. Why we. Why we. I was just telling Lee, I think this just telling Lee, I think this is going to be my, uh, this is going to be my, uh, this summer will be my 15th year. summer will be my 15th year. Yeah. 15th year, which is crazy Yeah. 15th year, which is crazy to think about. Yeah. Really is to think about. Yeah. Really is crazy to think about. Um. Oh, crazy to think about. Um. Oh, thank you, thank you. Um, so I thank you, thank you. Um, so I did just, you know, for for a did just, you know, for for a quick update, just sort of, uh, quick update, just sort of, uh, let you guys know of a couple let you guys know of a couple really cool projects that we really cool projects that we have going on over at Patton have going on over at Patton Park. Um, so about, uh, about a Park. Um, so about, uh, about a month and a half ago, I was I month and a half ago, I was I got a phone call from, uh, got a phone call from, uh, from, uh, one Ramos, who is. I from, uh, one Ramos, who is. I had to take notes down to make had to take notes down to make sure I got this right. Who is sure I got this right. Who is the commander of the Abrams the commander of the Abrams company? Fourth Battalion of company? Fourth Battalion of the United States Brotherhood the United States Brotherhood of Tankers. Um, so he happened of Tankers. Um, so he happened to be at the park. He came down to be at the park. He came down to my office and we talked for to my office and we talked for about a half hour. Uh, and about a half hour. Uh, and what, his company does is they, what, his company does is they, uh, their mission, uh, is uh, their mission, uh, is really to restore public more really to restore public more memorials within their area of memorials within their area of operations. And that this operations. And that this particular group, their area of particular group, their area of operations happens to be in New operations happens to be in New England. And part of that, uh, England. And part of that, uh, they do a lot of restoration of they do a lot of restoration of tanks. So they've done about 20 tanks. So they've done about 20 tanks. Uh, and one had let me tanks. Uh, and one had let me know that the tank at Patton know that the tank at Patton Park was really on their radar Park was really on their radar for a long time. Um, so kind of for a long time. Um, so kind of after that initial after that initial conversation, um, you know, we conversation, um, you know, we kind of going back and forth kind of going back and forth through email. Um, it did have. through email. Um, it did have. Yeah, they had sent some Yeah, they had sent some really, really cool pictures really, really cool pictures to, um, so we just last this to, um, so we just last this past Wednesday, we had a great past Wednesday, we had a great zoom meeting. Uh, it was with zoom meeting. Uh, it was with one, uh, in Chuck Neely from, one, uh, in Chuck Neely from, uh, from the, uh, Abrams uh, from the, uh, Abrams Company, who is, like, super Company, who is, like, super knowledgeable about tanks. Uh, knowledgeable about tanks. Uh, v Cabrini, who was our veterans v Cabrini, who was our veterans agent, as well as Peter Gwin, agent, as well as Peter Gwin, who, uh, is a rep from the who, uh, is a rep from the Legion, as well as does the Legion, as well as does the military service day, uh, down military service day, uh, down at Patton. So, um, you know, at Patton. So, um, you know, Chuck was able to provide us Chuck was able to provide us with some great information, with some great information, uh, knows, you know, exactly uh, knows, you know, exactly the history of the tank, the the history of the tank, the exact colors that should be exact colors that should be used. Um, so we're really used. Um, so we're really excited to to kick this project excited to to kick this project off. Uh, one thinks that, you off. Uh, one thinks that, you know, his company, uh, you know, his company, uh, you know, might be able to get it know, might be able to get it to come in as early as, uh, to come in as early as, uh, early June, which would be early June, which would be really great. So, uh, really really great. So, uh, really cool project. I learned a lot cool project. I learned a lot in the zoom meeting. Uh, not in the zoom meeting. Uh, not exactly my area of expertise, exactly my area of expertise, but, uh, really cool. And I but, uh, really cool. And I think we're really kind of think we're really kind of excited to get that project excited to get that project going, and it's really going, and it's really obviously it's, um, you know, a obviously it's, um, you know, a well-known part of the park. well-known part of the park. Um, you know, I think you talk Um, you know, I think you talk to anybody and, you know, a lot to anybody and, you know, a lot of it when you talk about of it when you talk about Patton Park, they talk about Patton Park, they talk about the tank. So, um, really cool. the tank. So, um, really cool. And, uh, you know, really And, uh, you know, really excited that that one ended up excited that that one ended up reaching out. And, uh, give us reaching out. And, uh, give us a call. The it's all grant a call. The it's all grant funded. They get funding funded. They get funding through the Massachusetts through the Massachusetts state, uh, historic Records state, uh, historic Records advisory Board. Uh, so it's all advisory Board. Uh, so it's all grant funded and, uh, you know, grant funded and, uh, you know, a really cool project that that a really cool project that that we're really excited about. The we're really excited about. The other project that we have other project that we have going on down at, uh, Patton going on down at, uh, Patton Park is the gazebo renovation. Park is the gazebo renovation. Um, so, as you know, you guys Um, so, as you know, you guys might be aware, um, a few years might be aware, um, a few years ago, we've been sort of working ago, we've been sort of working on the the master plan for a on the the master plan for a while now, but a few years ago while now, but a few years ago or last year, we had $100,000 or last year, we had $100,000 of Arpa fund, uh, was set aside of Arpa fund, uh, was set aside for the master plan. Uh, we for the master plan. Uh, we used or we have used about half used or we have used about half that money, um, to do design that money, um, to do design and engineering for both the, and engineering for both the, uh, sort of the, the physical uh, sort of the, the physical layout of the park as well as layout of the park as well as the gazebo. Um, this past town the gazebo. Um, this past town meeting, we were successful in meeting, we were successful in appropriating some capital appropriating some capital funds around, um, so really, we funds around, um, so really, we are, you know, you know, the are, you know, you know, the the drawings and stuff are in the drawings and stuff are in your packet, but we are ready your packet, but we are ready to go with the renovation of to go with the renovation of the gazebo. Uh, we're eyeing in the gazebo. Uh, we're eyeing in our architects think that the our architects think that the late fall, uh, is, is late fall, uh, is, is achievable to start the achievable to start the project. Obviously, we have the project. Obviously, we have the concerts in the park and all concerts in the park and all sorts of things happening this sorts of things happening this summer. Uh, but really, you summer. Uh, but really, you know, a lot of the, the behind know, a lot of the, the behind the scenes, the background work the scenes, the background work has been done. Uh, it really is has been done. Uh, it really is just kind of waiting for, you just kind of waiting for, you know, the time to be right, to know, the time to be right, to go out, to bid and get the go out, to bid and get the project done. But the project project done. But the project really focuses on the roof. Uh, really focuses on the roof. Uh, it focuses heavily on the Ada it focuses heavily on the Ada accessible ramp to make the accessible ramp to make the ramp Ada accessible, uh, as ramp Ada accessible, uh, as well as, uh, doing some, uh, well as, uh, doing some, uh, real work with the electrical. real work with the electrical. Right now, our electrical Right now, our electrical outlets are on the post. We're outlets are on the post. We're going to put them in the going to put them in the ground, uh, as well as lighting ground, uh, as well as lighting up underneath as well. So kind up underneath as well. So kind of roof electrical, uh, in the of roof electrical, uh, in the Ada, accessible ramp and Ada, accessible ramp and walkway, uh, really kind of the walkway, uh, really kind of the key parts of that, as well as key parts of that, as well as the post and the rails. So I the post and the rails. So I don't know if anyone had any don't know if anyone had any questions. questions. On any of that. I have a quick On any of that. I have a quick question. question. What on the restoration of the What on the restoration of the tank, are they just stripping tank, are they just stripping it and repainting it? What it and repainting it? What kind. kind. Of work? Yeah, yeah. Of work? Yeah, yeah. So we need to, um, we're So we need to, um, we're responsible for power washing. responsible for power washing. Um, so they'll just go in and Um, so they'll just go in and they just repaint. I mean, I they just repaint. I mean, I can get you the specific can get you the specific answer. I'm not exactly, but. answer. I'm not exactly, but. Yeah, but but I mean, I know Yeah, but but I mean, I know that it's, you know, they're, that it's, you know, they're, um, they want to make sure that um, they want to make sure that it's kind of painted in that it's kind of painted in that the color that it, you know, the color that it, you know, was originally designed. was originally designed. To be. To be. Yeah. Yeah, exactly. Yeah. Yeah, exactly. I had a question on that tank I had a question on that tank as well too. So I'm the master, as well too. So I'm the master, and I'm not suggesting this. and I'm not suggesting this. I'm just asking for comment on I'm just asking for comment on it. Right. So as part of the it. Right. So as part of the master plan, though, they look master plan, though, they look at the fields and they thought at the fields and they thought that by moving the tank, it that by moving the tank, it would make the fields more, would make the fields more, more appropriate for the more appropriate for the recreation in the fields and recreation in the fields and the softball and the baseball. the softball and the baseball. And where did that end up? Are And where did that end up? Are we? Does it matter if we do the we? Does it matter if we do the what if we do the restoration what if we do the restoration now and then a couple years now and then a couple years decide, oh, we're going to move decide, oh, we're going to move the tank over ten feet to make the tank over ten feet to make the field work better. Like, is the field work better. Like, is that part of the thought that part of the thought process? Is it irrelevant and process? Is it irrelevant and independent of each other? independent of each other? Yeah, I think it's. Yeah, I think it's. Probably irrelevant and Probably irrelevant and independent of each other. I independent of each other. I think that, you know, with the think that, you know, with the the moving of the kind of the the moving of the kind of the diamond, it's just such a major diamond, it's just such a major project and so costly that I, project and so costly that I, you know, I'm, I'm not exactly you know, I'm, I'm not exactly sure. Um, you know, if that was sure. Um, you know, if that was going to be if that would be going to be if that would be something that would, we'd be something that would, we'd be able to get done in the next, able to get done in the next, you know, five, ten, 15 years, you know, five, ten, 15 years, I think long term. Um, you I think long term. Um, you know, we would be great because know, we would be great because it would the, that baseball it would the, that baseball diamond, I mean, if anyone's diamond, I mean, if anyone's familiar with it, the right familiar with it, the right field is basically the road. field is basically the road. Um, so, you know, I do think Um, so, you know, I do think there is, you know, some work there is, you know, some work that could be done there. But I that could be done there. But I do think that, you know, I do think that, you know, I mean, whether or not the tank mean, whether or not the tank is refurbished, I don't know if is refurbished, I don't know if it really impacts our ability it really impacts our ability to move it. If we needed to. to move it. If we needed to. For government. And then I For government. And then I started one more question. started one more question. Okay. Not good. Um, the Okay. Not good. Um, the renovation, the gazebo, was renovation, the gazebo, was there a, like, life span? Like there a, like, life span? Like this renovation is going to get this renovation is going to get us another ten years. 20 years? us another ten years. 20 years? Do they give you any sort of Do they give you any sort of estimate. estimate. On how so? I mean, right now, On how so? I mean, right now, uh, I believe the gazebo. I uh, I believe the gazebo. I should have went down there and should have went down there and checked the the, uh, the checked the the, uh, the plaque, but I think it's 25 plaque, but I think it's 25 years now. Right now. So we're years now. Right now. So we're hoping, you know, that it would hoping, you know, that it would get another at least 20, 20 to get another at least 20, 20 to 25. Um, you know, with the work 25. Um, you know, with the work that's being done. So. that's being done. So. Okay. Okay. Thank you. Thank you. Go ahead. Rosie. Go ahead. Rosie. Um, okay. Thanks, Sean. Um, my Um, okay. Thanks, Sean. Um, my first question is, when are the first question is, when are the senior swims this year. senior swims this year. So we senior swims are So we senior swims are Wednesday mornings. Wednesday mornings. I had everything. I had everything. Prepared for you, Rosie. Don't Prepared for you, Rosie. Don't worry. I knew you were going to worry. I knew you were going to ask. Uh, Wednesday morning, ask. Uh, Wednesday morning, Sunday evenings and Saturday Sunday evenings and Saturday mornings. And on Wednesday mornings. And on Wednesday mornings and Sunday evenings. I mornings and Sunday evenings. I think we're going to add a free think we're going to add a free water exercise component to it. water exercise component to it. Oh. Oh. I knew you were gonna ask. I knew you were gonna ask. I knew you. I knew you. Have to understand how long Have to understand how long we've been discussing this. we've been discussing this. Thank you. Sean. you're very Thank you. Sean. you're very welcome. On behalf of the welcome. On behalf of the seniors, and as a member of the seniors, and as a member of the CoA Board of directors, that is CoA Board of directors, that is fantastic. Um, so I don't have fantastic. Um, so I don't have questions. I just wanted to questions. I just wanted to make a couple of comments. Um, make a couple of comments. Um, the first comment is regarding the first comment is regarding the patent tank and thinking the patent tank and thinking about moving it. It's not just about moving it. It's not just the tank, it's the whole World the tank, it's the whole World War two memorial. That is the War two memorial. That is the flagpole and the plaque and and flagpole and the plaque and and all of that is is part of the all of that is is part of the whole package. So I think it's whole package. So I think it's important if we do think about important if we do think about moving it, think about the moving it, think about the impact. Um, the patent family impact. Um, the patent family definitely chose that spot. And definitely chose that spot. And so and, and I know you're so and, and I know you're saying this is not something saying this is not something you're thinking about right you're thinking about right now. Um, and then secondly, um, now. Um, and then secondly, um, so somebody who's been very so somebody who's been very involved in, in this is Peter involved in, in this is Peter Gwinn, who, um, also is Gwinn, who, um, also is responsible for the military responsible for the military service day, and he said that service day, and he said that the people, the Brotherhood of the people, the Brotherhood of tankers, um, had contacted him. tankers, um, had contacted him. And then they also outlined And then they also outlined particular colors, particular particular colors, particular shades of that green that were, shades of that green that were, um, relevant to World War Two um, relevant to World War Two tanks, which I thought was very tanks, which I thought was very interesting. And also that the interesting. And also that the USA Brotherhood of Tankers, USA Brotherhood of Tankers, it's consistent. It consists of it's consistent. It consists of veteran researchers, engineers, veteran researchers, engineers, mechanics and craftsmen that mechanics and craftsmen that restore their historic tank restore their historic tank operational examples and static operational examples and static military tank displays. So, um, military tank displays. So, um, my comment is, I think this is my comment is, I think this is a very fitting, um, project to a very fitting, um, project to do to to respect the patent do to to respect the patent legacy. Um, the other part of legacy. Um, the other part of that is, if you think about it, that is, if you think about it, where we're generals, right? where we're generals, right? There's there's so much There's there's so much intertwined between our history intertwined between our history and the patent family history. and the patent family history. So I'm very proud to be able to So I'm very proud to be able to support this endeavor. support this endeavor. Yeah. Yeah. And like I said, I mean, this And like I said, I mean, this is something that, um, you is something that, um, you know, just from talking to, uh, know, just from talking to, uh, to Juan was, you know, they've to Juan was, you know, they've been this is kind of a project been this is kind of a project that's really been high on that's really been high on their list for a long time now. their list for a long time now. Then, you know, to have the Then, you know, to have the opportunity for them to do it. opportunity for them to do it. I think they're really excited I think they're really excited about it as well. about it as well. As the for the gazebo, has it As the for the gazebo, has it been assessed structurally as been assessed structurally as well? Um, for the main. well? Um, for the main. Yeah. So. Right. We we actually Yeah. So. Right. We we actually part of the, um, part of the part of the, um, part of the project is, you know, they sort project is, you know, they sort of came in and, you know, kind of came in and, you know, kind of did a little review on it. of did a little review on it. We do have to check it for We do have to check it for asbestos too. So we're kind of asbestos too. So we're kind of going through that process as going through that process as well before we kind of go out well before we kind of go out to. to. Bid with it. It's only 25 years Bid with it. It's only 25 years old. There shouldn't. old. There shouldn't. Have. Have. Been part of, I guess, part of Been part of, I guess, part of the the construction processes. the the construction processes. They need to check it for They need to check it for asbestos. Yeah. Which we don't asbestos. Yeah. Which we don't think there is any. just in think there is any. just in case. Yeah. case. Yeah. Just in case somebody was Just in case somebody was somebody. somebody. Going out of their way to break Going out of their way to break the law 25 years ago. the law 25 years ago. Makes you pull permits. Makes you pull permits. Yeah, yeah. Yeah, yeah. That's an innocuous looking That's an innocuous looking little gazebo. little gazebo. That's good. That's good. But but yeah, we did some work But but yeah, we did some work to the, uh, the flooring, the. to the, uh, the flooring, the. So the the floor is brand new So the the floor is brand new or brand new is, you know, or brand new is, you know, probably about 5 to 6 years probably about 5 to 6 years old. The entire floor. Yeah. old. The entire floor. Yeah. So that's. So that's. And that's, that's like track And that's, that's like track decking or something. decking or something. So positive plastic. So positive plastic. Wood sort of stuff. And then Wood sort of stuff. And then our are they refinishing it or our are they refinishing it or are they scraping priming are they scraping priming painting like. painting like. So yeah scraping priming and So yeah scraping priming and painting. And then uh, you know, painting. And then uh, you know, the work to the uh, you know, the work to the uh, you know, the, the, the railing and kind the, the, the railing and kind of the, the top of it, but of the, the top of it, but yeah. yeah. Yeah, I saw on the plans, I Yeah, I saw on the plans, I didn't read all the notes very didn't read all the notes very close. I saw like a blue dashed close. I saw like a blue dashed line kind of going around like line kind of going around like the drip edge of the gazebo. Do the drip edge of the gazebo. Do you know what was? you know what was? No, but I can find that. Yeah. No, but I can find that. Yeah. I can find. That's right, I can find. That's right, that's right. Yeah. I just. that's right. Yeah. I just. Wasn't sure if they were Wasn't sure if they were putting gutters up or if they putting gutters up or if they were putting in a new drip edge were putting in a new drip edge or what the. or what the. Anyway. Anyway. In the weeds. Let it go. In the weeds. Let it go. I'm done. Yeah, but I can find I'm done. Yeah, but I can find that out. that out. I mean, I think the idea, you I mean, I think the idea, you know, we're not adding anything know, we're not adding anything new to it. It's gonna be new to it. It's gonna be consistent to. Yeah, just, you consistent to. Yeah, just, you know, we just want it to be know, we just want it to be sturdier and look newer. sturdier and look newer. Yeah. Yep. That's great. Yeah. Yep. That's great. Anybody else? Anybody else? I think going the other thing I I think going the other thing I had just, uh, other programs had just, uh, other programs this summer, but what's the this summer, but what's the what's the summer camp already? what's the summer camp already? Fall. What's the deal. Fall. What's the deal. With that. Yeah. So we've. With that. Yeah. So we've. We're still taking some We're still taking some registrations. We have some registrations. We have some openings still for some of our openings still for some of our younger kids and our summer younger kids and our summer camp, um, you know, just, you camp, um, you know, just, you know, the the pool cover is know, the the pool cover is coming off, and I think three coming off, and I think three weeks. Uh, so we'll be down weeks. Uh, so we'll be down there, but, um, you know, so there, but, um, you know, so we're we're ready to go. We're we're we're ready to go. We're fully staffed. All of our staff fully staffed. All of our staff hiring is is we've taken care hiring is is we've taken care of, which is really great of, which is really great before April vacation. So fully before April vacation. So fully staffed and ready to go. And staffed and ready to go. And now just kind of working on a now just kind of working on a lot of the details for the lot of the details for the summer. But, um, yeah, we're summer. But, um, yeah, we're excited. excited. The kids will be signed up this The kids will be signed up this summer. summer. Uh, yeah. Uh, yeah. We usually typically average We usually typically average between like 180 and 200 a day. between like 180 and 200 a day. So you know, it will. That's So you know, it will. That's sort of kind of the average sort of kind of the average depending on the calendar is a depending on the calendar is a little weird this year. Um, little weird this year. Um, with the 4th of July being on a with the 4th of July being on a Saturday. So it kind of, you Saturday. So it kind of, you know, the week before, the week know, the week before, the week after, it makes it a little after, it makes it a little tricky. So those weeks are a tricky. So those weeks are a little bit lower. But after we little bit lower. But after we get through that, um, you know, get through that, um, you know, we're, we're pretty full we're, we're pretty full through the rest of the weeks. through the rest of the weeks. Excellent. Excellent. A quick question, that's not A quick question, that's not how many of the people that you how many of the people that you hire the, um, for the camp are hire the, um, for the camp are Hamilton kids. Hamilton kids. Ooh. Um. Ooh. Um. Yeah. 85%. Probably 80 to 85%. Yeah. 85%. Probably 80 to 85%. I would say on a given given I would say on a given given season. season. Yeah. Yeah. Can I ask a follow up to that? Can I ask a follow up to that? What percentage are returning? What percentage are returning? Uh. so I'd say this year we Uh. so I'd say this year we actually probably had about 85 actually probably had about 85 to 80% or 80 to 85% return at to 80% or 80 to 85% return at the pool. Uh, which, you know, the pool. Uh, which, you know, typically we tend to see a typically we tend to see a little more turnover with the little more turnover with the pool out with the pool staff, pool out with the pool staff, uh, camp staff, we have we had uh, camp staff, we have we had almost, uh, we didn't hire a almost, uh, we didn't hire a lot of camp staff last year. So lot of camp staff last year. So this year was a little bit of a this year was a little bit of a more of a turnaround or a more of a turnaround or a turnover with camp staff. Just turnover with camp staff. Just as kids get older, they, um, as kids get older, they, um, you know, internships, things, you know, internships, things, things of that. So, you know, things of that. So, you know, I'd say probably 70% of camp I'd say probably 70% of camp staff is returning 80, 85% of staff is returning 80, 85% of the pool staff. the pool staff. So you think about that 70% and So you think about that 70% and 80, 85%. It's it really shows 80, 85%. It's it really shows how connected the employees, how connected the employees, the summer employees are to the the summer employees are to the programs. And I think that's programs. And I think that's great for continuity for the great for continuity for the kids that are coming up and kids that are coming up and growing up through those growing up through those programs. So I again compliment programs. So I again compliment Sean on on his leadership down Sean on on his leadership down there and able to bring back there and able to bring back the same staff. the same staff. Yeah. Yeah. It's really great. My yeah, my It's really great. My yeah, my son, I live in Salisbury, so my son, I live in Salisbury, so my son plays Triton basketball. So son plays Triton basketball. So we'll, you know, have away we'll, you know, have away games over at Hamilton. Wait a games over at Hamilton. Wait a minute just to see kids and minute just to see kids and then you know, see some of the then you know, see some of the counselors and the kids that counselors and the kids that are playing basketball run up are playing basketball run up to the counselors to like to go to the counselors to like to go talk to them or they see them talk to them or they see them all over the place. So it is all over the place. So it is really a it's a it's a cool really a it's a it's a cool thing. It really is. thing. It really is. Uh, you don't get in front of Uh, you don't get in front of us very often because you're us very often because you're busy, but you appreciate. But, busy, but you appreciate. But, uh, since you're in France now, uh, since you're in France now, I mean, so you got your budget I mean, so you got your budget approved this month. We've got approved this month. We've got another year to work on next another year to work on next year's budget. What? What's one year's budget. What? What's one thing you would ask for first? thing you would ask for first? Start thinking about putting Start thinking about putting your budget for next year. your budget for next year. Yeah. So I think. Yeah. So I think. We'd like to continue, you We'd like to continue, you know, pushing forward with the know, pushing forward with the master plan. Right. Like we master plan. Right. Like we know we have the the gazebo know we have the the gazebo portion of it done or you know, portion of it done or you know, we're hopefully have that done. we're hopefully have that done. But we really also wanted to But we really also wanted to focus focus on the drainage and focus focus on the drainage and the accessible pathways. So the accessible pathways. So with the funding that we have with the funding that we have in place and with the Arpa in place and with the Arpa funding that was previously funding that was previously approved, we do think that this approved, we do think that this project, this gazebo project project, this gazebo project won't necessarily deplete that, won't necessarily deplete that, you know, deplete all those you know, deplete all those funds. Um, so then taking a funds. Um, so then taking a step back and again, we have step back and again, we have all the drawings and all the all the drawings and all the details on the gazebo on excuse details on the gazebo on excuse me, on the drainage and the me, on the drainage and the accessible pathways. So I think accessible pathways. So I think kind of moving forward with kind of moving forward with that and then connecting that, that and then connecting that, um, you know, with the gazebo um, you know, with the gazebo project would be great. Um, and project would be great. Um, and then I think, you know, after then I think, you know, after that you can start looking at, that you can start looking at, you know, your, your fixtures, you know, your, your fixtures, whether it's, you know, more whether it's, you know, more shade areas or picnic tables or shade areas or picnic tables or benches. So, um, but really the benches. So, um, but really the accessibility aspect, accessibility aspect, especially now with the, um, especially now with the, um, you know, we're going to be you know, we're going to be working with the, the handicap working with the, the handicap ramp would be really great down ramp would be really great down there. there. Yeah. Yeah. Um, yeah. Um, yeah. For thinking about, uh, next For thinking about, uh, next year, uh, this past winter. year, uh, this past winter. Yeah. I know that the, the pond Yeah. I know that the, the pond got a lot of action, kind of got a lot of action, kind of from, uh, skaters and hockey from, uh, skaters and hockey players and things like that. players and things like that. So if you were looking for So if you were looking for ideas about, um, next year's ideas about, um, next year's budget, I might suggest kind of budget, I might suggest kind of thinking about, like, snow thinking about, like, snow blowers or pumps or things like blowers or pumps or things like that to allow it because it got that to allow it because it got so, so much snow too. But being so, so much snow too. But being able to clear that ice and able to clear that ice and making it usable in a cold making it usable in a cold winter really boosts, like kind winter really boosts, like kind of getting people outside. of getting people outside. I'm going to urge you not to do I'm going to urge you not to do that, that whole conversation. that, that whole conversation. For hours. For hours. I just plug an idea. I just plug an idea. Like, I mean, liability becomes Like, I mean, liability becomes a concern if we if we start to a concern if we if we start to do things to, to actively as a do things to, to actively as a town, clear the lake and make town, clear the lake and make it rain and then something goes it rain and then something goes wrong when we're going to be wrong when we're going to be liable. Uh. liable. Uh. Here's past. Here's past. All right. We could take a All right. We could take a pass. We can take a passive pass. We can take a passive stance where if people go out stance where if people go out there, fine. We're not going to there, fine. We're not going to arrest them for it or anything. arrest them for it or anything. But if we actively prepare But if we actively prepare that, then we have to. Then we that, then we have to. Then we have liability. We have to make have liability. We have to make sure nothing. sure nothing. All right. All right. Well. Well. Because I had felt the same Because I had felt the same way. way. That you did. That you did. And I was shut. And I was shut. Down. Down. I'm nothing if not consistent. I'm nothing if not consistent. Uh, that's true. And it was Uh, that's true. And it was lovingly shot. lovingly shot. Down, but nonetheless. Down, but nonetheless. Anybody else? Rashawn. All Anybody else? Rashawn. All right. Thanks. right. Thanks. Awesome. Thanks, guys. Awesome. Thanks, guys. Appreciate it. Appreciate it. Appreciate it. Thank you Sean. Appreciate it. Thank you Sean. Thanks. Thanks. Sean. Sean. All right. Next item on the All right. Next item on the agenda is execute purchase and agenda is execute purchase and sale agreement for the sale of sale agreement for the sale of the cell tower lease. That's a the cell tower lease. That's a 577 Bay road. 577 Bay road. So the lease is in your. The So the lease is in your. The draft lease is in your, uh, draft lease is in your, uh, sale. Uh, sorry. Pens is in sale. Uh, sorry. Pens is in your, uh, packet. Is is a draft your, uh, packet. Is is a draft motion. Lee Smith from Cape motion. Lee Smith from Cape Law, who has been working on Law, who has been working on this for us since December. I this for us since December. I appreciate his perseverance. appreciate his perseverance. Um, is here to answer any Um, is here to answer any questions you may have. questions you may have. Good evening. Good evening. Good evening. So what is the Good evening. So what is the goal? Um, is the goal tonight goal? Um, is the goal tonight to close the issue or to start to close the issue or to start talking about the issue? talking about the issue? So I think the motion here So I think the motion here calls for the Selectboard to calls for the Selectboard to vote to authorize the sale, um, vote to authorize the sale, um, to, uh, blue Sky, as has been to, uh, blue Sky, as has been previously determined by the previously determined by the previous vote of the board. And previous vote of the board. And to authorize myself to execute to authorize myself to execute the documents as you have in the documents as you have in front of you, um, so that we front of you, um, so that we can finalize that sale and can finalize that sale and we'll get ourselves a nice, uh, we'll get ourselves a nice, uh, a bit of money into the town's a bit of money into the town's bank accounts for bank accounts for infrastructure. infrastructure. And what areas? I mean, I've And what areas? I mean, I've never negotiated this type of never negotiated this type of contract before. So what are contract before. So what are the areas of risk or concern the areas of risk or concern that you spend time that you spend time negotiating? That we should be negotiating? That we should be aware of any terms that we aware of any terms that we should be aware of? should be aware of? I'll leave that to our legal I'll leave that to our legal counsel, Sean Lee. Lee. counsel, Sean Lee. Lee. Sure, sure. Sure, sure. Thanks. So. It's it's somewhat Thanks. So. It's it's somewhat unique. Might be an unique. Might be an exaggeration, but exaggeration, but unconventional. I'll say so. unconventional. I'll say so. We're not selling the land We're not selling the land that's below the tower. When that's below the tower. When you've done in years past, is you've done in years past, is lease the ground. Lease where lease the ground. Lease where the tower cell tower sits. the tower cell tower sits. That's leased to, um. What the That's leased to, um. What the predecessor company. Now it's predecessor company. Now it's Everest. It was, um, Varsity Everest. It was, um, Varsity Wireless. So you leased out to Wireless. So you leased out to them? Um, they're responsible them? Um, they're responsible for putting up the tower, doing for putting up the tower, doing all the equipment, some leasing all the equipment, some leasing it out or leasing it out to it out or leasing it out to cell phone carriers or other cell phone carriers or other telecommunications providers. telecommunications providers. Um, and here there was a Um, and here there was a proposal. So that was like a, I proposal. So that was like a, I believe it was a 20 year lease believe it was a 20 year lease with some extension terms with some extension terms available. So here you're doing available. So here you're doing essentially a buyout of that essentially a buyout of that entire lease. And in exchange, entire lease. And in exchange, you're getting a lump sum you're getting a lump sum payment. And then the purchaser payment. And then the purchaser of just the lease will assume of just the lease will assume all responsibility for things all responsibility for things that go along with the lease. that go along with the lease. So they they step into the So they they step into the shoes of the town, has the shoes of the town, has the landlord and the town landlord and the town essentially steps out of that. essentially steps out of that. And just collects the money. And just collects the money. And then just the only thing And then just the only thing you really have to worry about you really have to worry about is, um, preserving your rights, is, um, preserving your rights, which is already in the which is already in the documentation. But, um, there's documentation. But, um, there's access easements and utility access easements and utility easements and things of that easements and things of that nature. So you just basically nature. So you just basically want to keep an eye on it and want to keep an eye on it and make sure things are, um, make sure things are, um, proceeding as, as intended. proceeding as, as intended. So the. So the. Rather than receiving, I'll Rather than receiving, I'll just make up a number $35,000 a just make up a number $35,000 a year, you can receive a lump year, you can receive a lump sum payment of up to $680,000. sum payment of up to $680,000. And and that'll be that. And and that'll be that. So the terms of the original So the terms of the original lease didn't necessarily lease didn't necessarily change. It just were change. It just were incorporated into this. So we incorporated into this. So we didn't we didn't give up any didn't we didn't give up any terms or conditions. We terms or conditions. We basically just added to them. basically just added to them. So the one substantive um, term So the one substantive um, term of it wasn't even actually the of it wasn't even actually the lease itself at the year lease itself at the year December special town meeting, December special town meeting, you authorized an extension, you authorized an extension, the right to extend that lease. the right to extend that lease. Yes. For additional terms of Yes. For additional terms of two five year extensions each. two five year extensions each. And the reason for that was And the reason for that was because it made it more because it made it more marketable and attractive to marketable and attractive to the purchasers of that lease, the purchasers of that lease, but that has not been but that has not been memorialized in, um, the memorialized in, um, the current lease itself. That's current lease itself. That's something that the purchaser something that the purchaser can deal with directly with can deal with directly with the, um, the current tenant. the, um, the current tenant. And if the if this contract is And if the if this contract is with blue Sky, correct? Yes. with blue Sky, correct? Yes. And a blue sky goes out of And a blue sky goes out of business or sells before the business or sells before the lease is up. What is what is lease is up. What is what is this document? Uh, what are the this document? Uh, what are the rights of Hamilton in this rights of Hamilton in this document? If they decide to document? If they decide to either go out of business or either go out of business or sell. sell. I think I'd have to go back and I think I'd have to go back and look at the specific language. look at the specific language. But I my assumption is that it But I my assumption is that it would terminate and revert back would terminate and revert back to the to the town. But I can I to the to the town. But I can I don't have that answer in my don't have that answer in my fingertips, but I can I can fingertips, but I can I can follow up with you on that. follow up with you on that. I guess, you know, if it's like I guess, you know, if it's like this, this contract is this, this contract is transferable with a new owner transferable with a new owner of blue Sky or not. I don't of blue Sky or not. I don't know if that language is. I know if that language is. I couldn't find it in here, but couldn't find it in here, but if it's transferable language. if it's transferable language. Verbal. Verbal. Yeah. Yeah. Effective termination 10.2. Effective termination 10.2. That many cell phone companies That many cell phone companies change names. And sell all the change names. And sell all the time. time. Right. Right. So for example, um, you entered So for example, um, you entered into the original lease with into the original lease with Varsity Wireless and they were Varsity Wireless and they were acquired by a company called acquired by a company called Everest. And my understanding Everest. And my understanding is that the Everest company is is that the Everest company is now beginning their work on a now beginning their work on a second tower behind the public second tower behind the public safety center. safety center. Yep. Yep. Yeah. That's my only concern, Yeah. That's my only concern, really, is this the is the really, is this the is the worst case scenario? What worst case scenario? What happens if there's. a what happens if there's. a what happens if there's some legal happens if there's some legal disagreement between a tenant disagreement between a tenant and blue Sky or the new owner and blue Sky or the new owner and how how does it how does and how how does it how does the town have to resolve those the town have to resolve those situations? And does it get in situations? And does it get in the middle of. the middle of. Situations? Situations? That's really my only concern That's really my only concern is the lease. Everything goes is the lease. Everything goes perfectly. The lease, the terms perfectly. The lease, the terms of the lease and everything is of the lease and everything is perfectly fine. But I just perfectly fine. But I just worry about how does it protect worry about how does it protect this contract, protect us in a this contract, protect us in a worst case scenario, and what worst case scenario, and what that worst case scenario. that worst case scenario. Might be. Might be. So I'm just thinking it So I'm just thinking it through, um, as we're speaking. through, um, as we're speaking. So the town has collected all So the town has collected all its money in advance over the its money in advance over the let's just call it a 30 year let's just call it a 30 year term. So you're out of that term. So you're out of that business. And what would remain business. And what would remain is okay if let's just pretend is okay if let's just pretend no cell phone cell tower no cell phone cell tower company wanted to operate there company wanted to operate there anymore, they would be required anymore, they would be required to remove all the equipment, to remove all the equipment, equipment from there and equipment from there and restore the site. That's what restore the site. That's what would happen. would happen. And we don't know. And we're And we don't know. And we're never responsible for giving never responsible for giving any money back. Correct. They any money back. Correct. They they can't terminate early and they can't terminate early and get money back. Correct? get money back. Correct? Correct. Correct. Okay. Okay. Um. Um. Um. I can I just ask a question Um. I can I just ask a question here about the term of this? I here about the term of this? I know we extended through town know we extended through town meeting the possibility of meeting the possibility of extending the lease, but this extending the lease, but this lease, this agreement that lease, this agreement that we're signing is for the, um, we're signing is for the, um, is for the term of how many is for the term of how many years. years. I believe? Well, it's pursuant I believe? Well, it's pursuant to the current terms of the to the current terms of the lease with varsity, which I lease with varsity, which I want to say is a total term of want to say is a total term of 20 years. And then the December 20 years. And then the December special town meeting enabled special town meeting enabled two additional five year two additional five year extensions. extensions. Right. Right. But but those extensions are But but those extensions are all the responsibility of all the responsibility of negotiating between the buyer negotiating between the buyer of the current lease and the of the current lease and the lessee. So varsity successor lessee. So varsity successor being Everest. being Everest. Okay. Okay. Okay. Okay. Uh, just one question for me. Uh, just one question for me. Uh, Lee. So just in regards to Uh, Lee. So just in regards to the due diligence process, uh, the due diligence process, uh, out in uh, section 4.6, so are out in uh, section 4.6, so are we anticipating any risk there we anticipating any risk there with them, you know, being with them, you know, being unsatisfied with anything upon unsatisfied with anything upon their inspection? And if they their inspection? And if they are, do we expect that they are, do we expect that they could come back with a lower could come back with a lower proposal or any sort of like proposal or any sort of like mitigation efforts or what are mitigation efforts or what are we is that just sort of I know we is that just sort of I know it's sort of standard language, it's sort of standard language, but do we think there's any but do we think there's any risk there with that? risk there with that? My understanding is that they My understanding is that they are completely finished. Uh, are completely finished. Uh, this has been going on for for this has been going on for for quite a while. They decided quite a while. They decided just because of how long it was just because of how long it was dragging out, that they would dragging out, that they would proceed at risk and pursuing proceed at risk and pursuing their due diligence, which their due diligence, which would be, for example, um, would be, for example, um, title environmental survey, title environmental survey, making sure all the they have making sure all the they have all the rights they need to all the rights they need to operate and the way they, they operate and the way they, they need to. So I was the last need to. So I was the last piece was the survey we got piece was the survey we got that last week. Um, so we're that last week. Um, so we're discussing closing, um, perhaps discussing closing, um, perhaps as soon as next week. So it's a as soon as next week. So it's a little unusual and that the little unusual and that the purchase and sale agreement purchase and sale agreement hasn't been signed yet, but hasn't been signed yet, but it's not unheard of that it's not unheard of that sometimes. I mean, we'll sometimes. I mean, we'll probably sign it in advance, probably sign it in advance, but it's not unheard of that but it's not unheard of that the NCE gets back also actually the NCE gets back also actually signed at the closing. If just signed at the closing. If just the way the the timing of the the way the the timing of the whole transaction works out. So whole transaction works out. So I'm not anticipating any I'm not anticipating any issues. issues. Okay. Okay. Thank you. You're welcome. Thank you. You're welcome. And the the drawings that were And the the drawings that were submitted that show the the submitted that show the the various easements, are those various easements, are those just a documentation of what's just a documentation of what's in all the existing titles or. in all the existing titles or. So the survey that I provided So the survey that I provided to Joe last week, that's the to Joe last week, that's the actual survey that the actual survey that the purchaser of the lease had purchaser of the lease had prepared. And Joe helped me prepared. And Joe helped me out. I don't know if anyone on out. I don't know if anyone on the town side had a chance to the town side had a chance to just compare that to what we just compare that to what we had in, uh, in hand from had in, uh, in hand from varsity. varsity. Yeah. Um, Tim, Tim, Tim assured Yeah. Um, Tim, Tim, Tim assured me that the, uh. What what you me that the, uh. What what you showed me, what you sent to me showed me, what you sent to me last week was. What is the the last week was. What is the the operating, uh, environment out operating, uh, environment out there with regards to access to there with regards to access to the site and everything and the the site and everything and the the easements for the power and the easements for the power and everything else was. All right. everything else was. All right. Is that all in that area? That Is that all in that area? That shaded area? That was great. shaded area? That was great. Essentially. Yeah. Just Essentially. Yeah. Just curious. Kind of. It looked curious. Kind of. It looked like it was the the buyers like it was the the buyers survey. So I wanted to make survey. So I wanted to make sure that it matched up with sure that it matched up with our, our records. Um, which it our, our records. Um, which it sounds like it does. Yeah. sounds like it does. Yeah. So did anything in the so Joe So did anything in the so Joe says you've been working this says you've been working this for a while. Did they do you, for a while. Did they do you, do you want to give us a quick do you want to give us a quick summary of any, um, summary of any, um, negotiations you had? And was negotiations you had? And was it just a paperwork back and it just a paperwork back and forth, or were there any forth, or were there any negotiations and change of and negotiations and change of and changing any of the terms that changing any of the terms that you can give a quick summary you can give a quick summary of, or was it was it time just of, or was it was it time just the process of just paperwork the process of just paperwork back and forth? back and forth? So I will say that I you know, So I will say that I you know, I think the buyer and company I think the buyer and company is similar to them are probably is similar to them are probably more used to dealing with other more used to dealing with other commercial cell tower commercial cell tower operators, landowners and, and operators, landowners and, and lessors of cell tower sites. So lessors of cell tower sites. So this one was, I think, maybe a this one was, I think, maybe a little different than what they little different than what they were used to in terms of were used to in terms of dealing with the municipality. dealing with the municipality. So, you know, they'll send over So, you know, they'll send over a form and, you know, I get a form and, you know, I get stuck kind of modifying it to stuck kind of modifying it to make sure that the town's make sure that the town's municipal interests are municipal interests are protected. And for example, so protected. And for example, so there's the purchase and sale there's the purchase and sale agreement. That's the basic agreement. That's the basic outline of the deal. And then outline of the deal. And then referenced in there is the referenced in there is the actual assignment and actual assignment and assumption agreement. And assumption agreement. And that's the operative closing that's the operative closing document if you will. So I had document if you will. So I had to go back and add in a lot of to go back and add in a lot of language there that just made language there that just made sure that the town was sure that the town was reserving all, all the rights reserving all, all the rights that it needs to protect its that it needs to protect its property to assure that property to assure that everyone it's clear that the everyone it's clear that the town continues to be the owner town continues to be the owner of the site upon which the of the site upon which the tower is constructed. Um, that tower is constructed. Um, that if you look at the current if you look at the current lease with varsity, the town is lease with varsity, the town is the lessor. Varsity is the the lessor. Varsity is the lessee. And just with that lessee. And just with that language, um, you know, language, um, you know, originally it just says, all originally it just says, all right, um, blue Sky will just right, um, blue Sky will just step into the shoes and be the step into the shoes and be the lessor for every, every term lessor for every, every term that says lessor in the lease. that says lessor in the lease. And that didn't really fit. So And that didn't really fit. So just one clean example is it just one clean example is it refers to the lessor. And, uh, refers to the lessor. And, uh, reference to the town's bylaws. reference to the town's bylaws. So obviously the purchaser, So obviously the purchaser, they're not their bylaws. So they're not their bylaws. So just had to go through that just had to go through that carefully and, and pull out and carefully and, and pull out and make, uh, be very specific that make, uh, be very specific that in any instance where the in any instance where the dictate that the town still dictate that the town still retains the rights it needs to retains the rights it needs to be the landowner to operate as be the landowner to operate as a municipality, things of that a municipality, things of that nature. Um, so that that was nature. Um, so that that was probably the most, um. Um, probably the most, um. Um, specific, if you will. Um, part specific, if you will. Um, part of the of it wasn't even really of the of it wasn't even really negotiation might be an negotiation might be an exaggeration. I made a exaggeration. I made a proposal. They agreed. proposal. They agreed. To it. To it. But that that was, um, how we But that that was, um, how we call the the biggest, the call the the biggest, the heaviest left, if you will, heaviest left, if you will, just to make sure the town's just to make sure the town's rights were protected in that rights were protected in that respect. respect. I will leave. Thank you. And, I will leave. Thank you. And, uh, the firm for looking out uh, the firm for looking out for our best interests. Um, any for our best interests. Um, any other questions for having other questions for having that? I will make the motion. that? I will make the motion. So I'm going to say, do I have So I'm going to say, do I have a do I have a motion? a do I have a motion? Yeah. Have somebody read that. Yeah. Have somebody read that. So you have the motion, the So you have the motion, the right language. right language. I'll read it. And then you can I'll read it. And then you can just move it. just move it. Okay. Okay. Do I have a motion. Sorry to Do I have a motion. Sorry to move that. The Selectboard vote move that. Rosie Kennedy, I. Rosie Kennedy, I. Tom Myers, I. Tom Myers, I. Wayne Wilson. Wayne Wilson. I. I. Okay. Okay. All right Joe this is your All right Joe this is your favorite part of the meeting. favorite part of the meeting. Is this annual goal setting and Is this annual goal setting and selectboard workshop meeting. selectboard workshop meeting. Yeah. So annually we have a Yeah. So annually we have a goal setting and workshop goal setting and workshop meeting. We've done it as early meeting. We've done it as early as July, as June in the in the as July, as June in the in the past, I think last year, we past, I think last year, we didn't do it till August. Of didn't do it till August. Of course, last year we had a lot course, last year we had a lot going on. Um, so I think we had going on. Um, so I think we had two special time meetings two special time meetings before we did goal setting for before we did goal setting for the year. So I'm hoping to not the year. So I'm hoping to not let it leak all the way into let it leak all the way into August again. But I did include August again. But I did include for you, uh, unfortunately, it for you, uh, unfortunately, it didn't translate well because I didn't translate well because I think it came across as a. think it came across as a. It's kind. It's kind. Of but readable. You get the Of but readable. You get the sense of what the goals were sense of what the goals were last year. I think that, and I last year. I think that, and I gave you three months of gave you three months of calendars to look at June, July calendars to look at June, July and August. Um, we don't have and August. Um, we don't have to pick a date today, but if to pick a date today, but if the members could start to, the members could start to, like, circle around when you'd like, circle around when you'd like to do this. I also thought like to do this. I also thought that to mix it up a little this that to mix it up a little this year, I might try to, um, year, I might try to, um, incorporate some of our goal incorporate some of our goal setting into the way we deal setting into the way we deal with our or interact with our with our or interact with our department department heads as department department heads as well. So I thought that if we well. So I thought that if we can pick a time where the the can pick a time where the the whole board is available for, whole board is available for, you know, 2 to 3 hours, that you know, 2 to 3 hours, that could be on a Saturday morning, could be on a Saturday morning, or if you all wanted to leave or if you all wanted to leave work early on a Wednesday. And work early on a Wednesday. And we wanted to go from 3 to 6 to we wanted to go from 3 to 6 to 3 to 7, we could have the 3 to 7, we could have the department heads come in and do department heads come in and do a little bit of like what Sean a little bit of like what Sean did here. Uh, I think when Bill did here. Uh, I think when Bill asked the question to, what asked the question to, what would you want to try to have would you want to try to have for next year? And then that for next year? And then that could be part of our could be part of our conversation then that'll help conversation then that'll help lead us into the fall. When we lead us into the fall. When we start talking about budgets start talking about budgets again. Um, the more ways we can again. Um, the more ways we can do that with the department do that with the department heads and then show the town heads and then show the town we're doing that, um, these we're doing that, um, these meetings get taped, they get meetings get taped, they get broadcast on cam gives us broadcast on cam gives us opportunities to show the opportunities to show the community that it isn't all community that it isn't all being done behind the scenes. being done behind the scenes. And the back room, um, the And the back room, um, the we're actually getting the we're actually getting the input from our department heads input from our department heads and our boards and committees and our boards and committees before we start to work on the before we start to work on the budget. So, uh. budget. So, uh. I like that idea. I like that idea. Just a great. Just a great. Idea just means you all need to Idea just means you all need to have, like a four hour. have, like a four hour. Block of time for us. Block of time for us. It's like everybody's got a It's like everybody's got a different schedules. different schedules. So. So. Yeah, I mean, I'll throw a date Yeah, I mean, I'll throw a date out there and then we can talk out there and then we can talk about it and throw it out about it and throw it out there. But May's shot for me, there. But May's shot for me, July is not a great idea. So July is not a great idea. So June is probably a good month. June is probably a good month. Yeah. Um, I'm thinking that I'm Yeah. Um, I'm thinking that I'm okay given, like, a Monday. I okay given, like, a Monday. I mean, I know I'm here for mean, I know I'm here for Monday meeting, so I'm okay Monday meeting, so I'm okay coming, like, starting, like coming, like, starting, like like you said, 3:00 and just like you said, 3:00 and just and just go and do it like, 3 and just go and do it like, 3 to 6, and then we'll just roll to 6, and then we'll just roll into our meeting afterwards. into our meeting afterwards. Because I don't typically Because I don't typically schedule things for the Mondays schedule things for the Mondays that I. We have a meeting. So that I. We have a meeting. So I'm typically free on this I'm typically free on this Monday. So Joe, what do you Monday. So Joe, what do you know what Mondays in June. know what Mondays in June. Mondays and June you currently Mondays and June you currently have uh, Monday, June 1st and have uh, Monday, June 1st and Monday, June. Um. 1515 as Monday, June. Um. 1515 as you're schedule meetings, it is you're schedule meetings, it is a month with five Mondays. So a month with five Mondays. So you could always do the 29th as you could always do the 29th as well. If you wanted. well. If you wanted. To do. To do. You could add that meeting. You could add that meeting. So thoughts on the first the So thoughts on the first the 15th of the 29th, do people 15th of the 29th, do people have. have. My preference since I'm still My preference since I'm still catching. catching. Up, so. Up, so. To speak, with many things To speak, with many things going on in my life? Um, I going on in my life? Um, I would I would opt for either would I would opt for either the 15th or the 29th. the 15th or the 29th. I think the 15th, at least I think the 15th, at least according to my calendar, is according to my calendar, is the last day of school. Um, so the last day of school. Um, so that may impact folks that may that may impact folks that may be having things planned on the be having things planned on the last day of school with last day of school with children. children. Yes, the 29th is the. Yes, the 29th is the. One that early this year. Wow. One that early this year. Wow. That's good. That's good. I don't know if that's changed I don't know if that's changed recently with like I mean, I recently with like I mean, I haven't marked on my Google haven't marked on my Google calendar, but it could have calendar, but it could have changed. So maybe we want to changed. So maybe we want to verify that. verify that. Um, pushed to the 18th, but, Um, pushed to the 18th, but, uh, but we should check. But, uh, but we should check. But, uh, the 29th would work great uh, the 29th would work great for me, but I can do either the for me, but I can do either the other days as well. other days as well. I'm good for anything in June I'm good for anything in June on the. As long as the Monday on the. As long as the Monday works with people's work works with people's work schedules, I can do something schedules, I can do something similar. similar. So. So. All right, so, Joe. All right, so, Joe. Let's. Let's. Um. Um. Finalize next Monday whether Finalize next Monday whether it's going to be the 15th of it's going to be the 15th of the 29th. the 29th. Okay. Okay. You can talk to your department You can talk to your department heads to see if it works for heads to see if it works for them. Yep. Gives them two them. Yep. Gives them two options and then we'll double options and then we'll double check if the 15th is the day check if the 15th is the day that we're taking our kids out that we're taking our kids out for ice cream and not coming for ice cream and not coming to. to. A meeting. Never mind. A meeting. Never mind. Yeah. I mean, if we have a Yeah. I mean, if we have a choice between the 15th and the choice between the 15th and the 29th and there's a possibility 29th and there's a possibility that's the last day of school. that's the last day of school. Um, the thought of doing a Um, the thought of doing a three hour meeting for. three hour meeting for. Budget. Budget. Oh, so planning. And then a 2 Oh, so planning. And then a 2 or 3 hours select board. or 3 hours select board. Meeting agenda right here. Yes. Meeting agenda right here. Yes. Okay. Okay. We never have a light agenda. We never have a light agenda. But anyhow. But anyhow. I'm just. I'm just. I thought we were gonna have a I thought we were gonna have a light agenda next week until we light agenda next week until we started writing down things started writing down things that we're going to talk about that we're going to talk about next week. And all of a sudden next week. And all of a sudden it's starting to get full. it's starting to get full. So. So. So. So. And it seems like there's some And it seems like there's some flexibility for people. flexibility for people. So do we have to? Does it have So do we have to? Does it have to be a meeting like they have to be a meeting like they have to be? to be? Uh so the. Uh so the., the. , the. In order for you all to meet In order for you all to meet together, we have to advertise together, we have to advertise it. But we always advertise it it. But we always advertise it as a workshop, which means that as a workshop, which means that we take minutes, but we don't we take minutes, but we don't take any votes. We announce up take any votes. We announce up front there will no, no votes front there will no, no votes will be taken. It's an will be taken. It's an opportunity to ask questions, opportunity to ask questions, share information, and then share information, and then you'll take votes about what you'll take votes about what the goals are at a at a future the goals are at a at a future meeting. Um, we've done that meeting. Um, we've done that consistently over the last consistently over the last seven years. Um, it allows us seven years. Um, it allows us to, you know, we don't have to, you know, we don't have public comment during that public comment during that period just for the board to period just for the board to focus on what you want to kind focus on what you want to kind of, uh, come to consensus on of, uh, come to consensus on focusing on for the next year focusing on for the next year what you want to focus me on what you want to focus me on for the next year. Um, and so I for the next year. Um, and so I think this would be a good think this would be a good opportunity to introduce our opportunity to introduce our department heads to that department heads to that process and get them involved process and get them involved in it a little bit and let you in it a little bit and let you hear directly from them all at hear directly from them all at once, because it does get, you once, because it does get, you know, you hear from maybe the know, you hear from maybe the police chief will say something police chief will say something in November. And then the fire in November. And then the fire chief will say something in chief will say something in January, and then you're there January, and then you're there in September and October, and in September and October, and we're starting to make budget we're starting to make budget decisions. You're trying to decisions. You're trying to remember all the things you remember all the things you heard. This happened. Oh, heard. This happened. Oh, sorry. We have everything sorry. We have everything together. People will be able together. People will be able to offer you ideas of things to offer you ideas of things that they would, would do if that they would, would do if they had the opportunity. And they had the opportunity. And then we can kind of as a board, then we can kind of as a board, you can kind of way what, what you can kind of way what, what your priorities are and that your priorities are and that and that group of. and that group of. Requests. Okay. Yeah. Requests. Okay. Yeah. All right. All right. So last day of school is the So last day of school is the 18th okay. 18th okay. So interfere okay. So interfere okay. Sorry students. Sorry students. Yes. Yes. Sorry. All those snow. Sorry. All those snow. Days they get out of 1115 Days they get out of 1115 though. So it's not a real. though. So it's not a real. it's not a real. it's not a real. School thing. Not at all. School thing. Not at all. Um, yeah. I mean, I think I Um, yeah. I mean, I think I agree with Rosie, if we're agree with Rosie, if we're going to do it on a Monday, the going to do it on a Monday, the concept would be would have a concept would be would have a shorter, um. Shorter day. But shorter, um. Shorter day. But but I think it's a, it's a good but I think it's a, it's a good to get the department has to get the department has involved because I think that involved because I think that it's important. And you also it's important. And you also look at our list from last look at our list from last year. Believe it or not, we year. Believe it or not, we almost checked everything. almost checked everything. Off the. Off the. Box. Box. Right. Right. So so we're doing good. So we So so we're doing good. So we wanted to really take some wanted to really take some thought to make sure we're, we thought to make sure we're, we put things on there that we can put things on there that we can really tackle next year because really tackle next year because we have we have the capacity we have we have the capacity now. So all right. So Joe, next now. So all right. So Joe, next week we'll. week we'll. Finalize that. Finalize that. Next week. Yeah. All right. Next week. Yeah. All right. All right. And then. All right. And then. Uh. Uh. Discuss a date set if possible, Discuss a date set if possible, especially on meeting in the especially on meeting in the fall. fall. Yeah. So this was um, again you Yeah. So this was um, again you have a letter or an email have a letter or an email rather from, uh, town clerk rather from, uh, town clerk Karen Gale. Um, I'm not going Karen Gale. Um, I'm not going to say it this year because to say it this year because I've been saying it each year I've been saying it each year for the last three or 4 or 5 for the last three or 4 or 5 years. But every time I say. years. But every time I say. It. It. Every time I say it, something Every time I say it, something comes up and makes me a liar. comes up and makes me a liar. So I'm not going to say it. But So I'm not going to say it. But in the event that we need a in the event that we need a special time meeting, we think special time meeting, we think it would be good for you guys it would be good for you guys to kind of circle around a date to kind of circle around a date and get that identified. It and get that identified. It allows a couple things. It allows a couple things. It allows the town clerk to better allows the town clerk to better plan. And as you can see from plan. And as you can see from the note that she sent, we have the note that she sent, we have a state primary election in a state primary election in September, and we have the September, and we have the state um, general election in state um, general election in November. Uh, there's a lot of November. Uh, there's a lot of work that goes into those for work that goes into those for her and her staff and the poll her and her staff and the poll workers, and we also, as staff workers, and we also, as staff have to then turn around and we have to then turn around and we we back into the meeting. we back into the meeting. Whatever date you set, we have Whatever date you set, we have to, like, roll back all the to, like, roll back all the things that we have to do when things that we have to do when we start to produce the we start to produce the warrant. When you start to warrant. When you start to close the warrant, when we close the warrant, when we advertise the warrant, all that advertise the warrant, all that stuff has to get planned. All stuff has to get planned. All that work, all those dates have that work, all those dates have to get planned. So if you can to get planned. So if you can identify a date now that in the identify a date now that in the event that we need a town event that we need a town meeting in the fall, you can meeting in the fall, you can tell us the date either today tell us the date either today or Monday, and then we can do or Monday, and then we can do the planning in case it's the planning in case it's needed. And then. needed. And then. So, Joe, if I said, what are So, Joe, if I said, what are the last. five five dates as the last. five five dates as Tom being the fall, would you Tom being the fall, would you know that those October, those. know that those October, those. We've been all over the map. We've been all over the map. We have that. Okay. We have that. Okay. Um, we've done uh, we've done Um, we've done uh, we've done September, October, November September, October, November and December, um, in my tenure and December, um, in my tenure here. So I would urge us not to here. So I would urge us not to do December again. And, um. do December again. And, um. You know. You know. Not to December. Not to December. You said. You said. Not to December. Yeah. Um, I Not to December. Yeah. Um, I think that, uh, you know, Karen think that, uh, you know, Karen notes in her email some dates notes in her email some dates that are good for, for her and that are good for, for her and her staff. So Saturday, her staff. So Saturday, September 26th is a good date. September 26th is a good date. Saturday, October 3rd is a good Saturday, October 3rd is a good date. Um, and then she said any date. Um, and then she said any dates after November 7th? I dates after November 7th? I would add that any dates after would add that any dates after November 7th, but before November 7th, but before December, I would like, like us December, I would like, like us to stay away from. That's a to stay away from. That's a lot. At that time of year, lot. At that time of year, we're trying to set the tax we're trying to set the tax rate. We're trying to, um, you rate. We're trying to, um, you know, finalize water bills and, know, finalize water bills and, you know, to have staff also you know, to have staff also focused on on a special town focused on on a special town meeting. It'd be easier for meeting. It'd be easier for everybody if we could get it everybody if we could get it done a little earlier. done a little earlier. Than that. Than that. I like to Saturday, October 3rd I like to Saturday, October 3rd date. Does anybody think that's date. Does anybody think that's a good date? a good date? I could do that one. I could do that one. Yeah. Yeah. I think it's too soon, but I I think it's too soon, but I don't know. don't know. We don't even have anything on We don't even have anything on the agenda yet. the agenda yet. And it's and it's six months And it's and it's six months after the annual. So that kind after the annual. So that kind of makes it's like. of makes it's like. Ah like. Ah like. It's halfway around the year. It's halfway around the year. Where that kind of sort of. Where that kind of sort of. Makes. Makes. It sounds like Karen was giving It sounds like Karen was giving us sort of hints. us sort of hints. My. My. My two choices were my I mean, My two choices were my I mean, I October 3rd was up there. My I October 3rd was up there. My choice was October 3rd or choice was October 3rd or November 14th. November 14th. Are. Are. But I'm fine with October 3rd. But I'm fine with October 3rd. It's a. It's a. I know it's a when um they they I know it's a when um they they did their most recent, uh, did their most recent, uh, annual town meeting on a annual town meeting on a weeknight. Yeah. I know we've weeknight. Yeah. I know we've historically done ours on, on historically done ours on, on Saturdays. Saturdays. Days. Days. And we had did we do week days. And we had did we do week days. This past year. We did. This past year. We did. We. We. Did one. Did one. Um well we did a couple. Um well we did a couple. We did. We did. The one, the one for Gordon The one, the one for Gordon Conwell in December was on was Conwell in December was on was on. because it's kind of like on. because it's kind of like the one that the one for three the one that the one for three A was on a weeknight. A was on a weeknight. So so it seems like as well, if So so it seems like as well, if it's a single item type of it's a single item type of agenda that for our town agenda that for our town anyway, it's not versus the anyway, it's not versus the annual town meeting where it's annual town meeting where it's big, it's long, and we're big, it's long, and we're trying to get it all done in trying to get it all done in one meeting. Right. But we've one meeting. Right. But we've made allowances as well to do made allowances as well to do it on weeknights when it's more it on weeknights when it's more single agenda item meetings. single agenda item meetings. All right. Was there any All right. Was there any appetite for that? Um, in terms appetite for that? Um, in terms of not having to do it on a of not having to do it on a Saturday? Saturday? Well, I would I would just say Well, I would I would just say that we have a lot of older that we have a lot of older residents who really complain a residents who really complain a lot about evening meetings. Um, lot about evening meetings. Um, it was very distressing to it was very distressing to watch seniors come to all the watch seniors come to all the special, all the special town special, all the special town meetings in the evenings meetings in the evenings attached to their walkers and attached to their walkers and their canes. And I thought it their canes. And I thought it was an unfair. And I really was an unfair. And I really would like to see it be on a would like to see it be on a Saturday morning for for the Saturday morning for for the sake of residents who sake of residents who continuously, um, attend town continuously, um, attend town meetings. meetings. So that's. So that's. Just my thought. Just my thought. Um. Um. I mean, the, the, the ones that I mean, the, the, the ones that we had during the week, we did we had during the week, we did try to get the school on board try to get the school on board with canceling all activities with canceling all activities for those days, which was not for those days, which was not easy to do. So it was a easy to do. So it was a struggle to sort. struggle to sort. Of. Of. Sort of not have conflicts Sort of not have conflicts because we wanted to get because we wanted to get people. So we kind of goes both people. So we kind of goes both ways. Had something with just ways. Had something with just short meeting at 9:00 on a short meeting at 9:00 on a Saturday morning. You don't Saturday morning. You don't miss a lot of field time miss a lot of field time because a lot of things don't. because a lot of things don't. There's not a lot of games at There's not a lot of games at nine. But if you if the meeting nine. But if you if the meeting goes till noon, you're going to goes till noon, you're going to start missing field time. So if start missing field time. So if it's a single if it's just I it's a single if it's just I could argue if it's a single could argue if it's a single item, vote 9:00 in the morning item, vote 9:00 in the morning on Saturday is probably even on Saturday is probably even better because it's over by better because it's over by 930, 10:00. 930, 10:00. And and Joe will be very brief And and Joe will be very brief in his, um, articles for the in his, um, articles for the warrant. And I won't talk too warrant. And I won't talk too much. much. But I. But I. Thought we did a good job just Thought we did a good job just with annual this year. I think with annual this year. I think we only had a total of like 20 we only had a total of like 20 total articles, and we took total articles, and we took care of half a dozen of those care of half a dozen of those in a consent motion. So I think in a consent motion. So I think we only needed. 16 votes or we only needed. 16 votes or something to get through town something to get through town meeting. It was crazy. meeting. It was crazy. So I think what I think we So I think what I think we decide tonight, but because decide tonight, but because we're meeting next. we're meeting next. Monday. Monday. Let's, um, let's talk about a Let's, um, let's talk about a little bit more and let's go little bit more and let's go away and come back with some away and come back with some ideas. But Tom go ahead. Yeah, ideas. But Tom go ahead. Yeah, yeah. yeah. I just had like a crazy idea. I I just had like a crazy idea. I mean, I know I understand mean, I know I understand Rosie's point about the Rosie's point about the seniors, and I know we got some seniors, and I know we got some pushback about the evening pushback about the evening hours. And I know on the hours. And I know on the alternative side, we got alternative side, we got pushback on the Saturday pushback on the Saturday mornings for those that have mornings for those that have kids in sports. And so I think kids in sports. And so I think it's tough to find that it's tough to find that balance, um, of like, what is balance, um, of like, what is the right time? Is it crazy to the right time? Is it crazy to even think about a Sunday, like even think about a Sunday, like where there's less sport where there's less sport options? I mean, it's Sunday. options? I mean, it's Sunday. Uh, I not okay ask given, but Uh, I not okay ask given, but I'm just wondering, is it have I'm just wondering, is it have we ever considered that, um, we ever considered that, um, less sports, uh, happen on less sports, uh, happen on Sunday? More usually Saturday? Sunday? More usually Saturday? Um, you know, you could do it Um, you know, you could do it in the morning. Such. You know, in the morning. Such. You know, but, um, I don't know if that's but, um, I don't know if that's unheard of or not even worth unheard of or not even worth exploring, but just try to find exploring, but just try to find a middle ground to try to meet a middle ground to try to meet everyone's needs. everyone's needs. I, I. I, I. Mean. Mean. About an 8 a.m. start on About an 8 a.m. start on Saturday. Is anybody up for. Saturday. Is anybody up for. That? That? I think that would be I on I think that would be I on behalf of Tom Clark, I would behalf of Tom Clark, I would say she's got to get there. She say she's got to get there. She gets there at least an hour, gets there at least an hour, hour and a half before we get hour and a half before we get started. She's got to get started. She's got to get everything set up. She's got to everything set up. She's got to get her poll workers there. So get her poll workers there. So if you're going to start a if you're going to start a meeting at 8:00, then you're meeting at 8:00, then you're asking the poll workers to get asking the poll workers to get there at 7:00 so we can open there at 7:00 so we can open the doors and start checking the doors and start checking people in. You know, I they're people in. You know, I they're they get paid a little bit, but they get paid a little bit, but it's not like they're this is a it's not like they're this is a professional job for them. I professional job for them. I think it's a little bit asking think it's a little bit asking much to expect people to get up much to expect people to get up and be at the. and be at the. About Sunday. 7 a.m.. I would. About Sunday. 7 a.m.. I would. I'll look into it. I mean, um, I'll look into it. I mean, um, I've never heard of a special I've never heard of a special time meeting or any kind of a time meeting or any kind of a government meeting on a Sunday. government meeting on a Sunday. Yeah, um, uh. Yeah, um, uh. Just crazy idea. Just trying to Just crazy idea. Just trying to find something, right? I mean, find something, right? I mean, I know we get pushback from I know we get pushback from both sides of the pie here of, both sides of the pie here of, you know, evenings don't work you know, evenings don't work and Saturday mornings don't and Saturday mornings don't work. And each side has a very work. And each side has a very valid reason why those you know valid reason why those you know are are not okay. And are are not okay. And obviously, we want to promote obviously, we want to promote the best turnout possible. Um, the best turnout possible. Um, but yeah, just throwing out but yeah, just throwing out ideas out. ideas out. So I. So I. Do think that what we've seen Do think that what we've seen here in the last couple of here in the last couple of years is that turnout is driven years is that turnout is driven by what's on the agenda, not by what's on the agenda, not what night of the not what day what night of the not what day or night of the week it is. I or night of the week it is. I understand Rosie's point. I understand Rosie's point. I understand Rosie's point about understand Rosie's point about how it taxes certain people, how it taxes certain people, and I agree with that. But, um, and I agree with that. But, um, if if it's an important enough if if it's an important enough topic that we're putting on a topic that we're putting on a special time meeting, we're special time meeting, we're probably going to get enough of probably going to get enough of a turnout to have the meeting a turnout to have the meeting and come to a decision. As a and come to a decision. As a community, we I know years ago, community, we I know years ago, before I got here, the town before I got here, the town wrestled with, uh, quorums. And wrestled with, uh, quorums. And you voted to change your you voted to change your quantum of, uh, quorum to make quantum of, uh, quorum to make a meeting official. We have a meeting official. We have been nowhere near that low been nowhere near that low number in the seven and a half number in the seven and a half years I've been here. Uh, the years I've been here. Uh, the lowest I think we've ever had lowest I think we've ever had was 150, which is double what was 150, which is double what our quorum is. And in the last our quorum is. And in the last couple of years, it's been well couple of years, it's been well above that. above that. So does. So does. One of them have a date? One of them have a date? Now, when I'm typically has not Now, when I'm typically has not done a lot of special time done a lot of special time meetings the last couple of meetings the last couple of years, they've done them really years, they've done them really for the first time. The first for the first time. The first five years I was here, they five years I was here, they never had a. never had a. Special time. Special time. You had to guess for anything You had to guess for anything that you could see possibly that you could see possibly coming up, because I can't coming up, because I can't think of anything right now. think of anything right now. Well, see, I don't I don't want Well, see, I don't I don't want to speculate because the last to speculate because the last four years I've been trying to four years I've been trying to say that we're not gonna have a say that we're not gonna have a special time meeting. Every special time meeting. Every time I sit here in April or May time I sit here in April or May and say, hey, we don't need and say, hey, we don't need anything by August. I've got 4 anything by August. I've got 4 or 5 things staring me in the or 5 things staring me in the face going, oh my God. face going, oh my God. I never nothing on you. I never nothing on you. As of right now, I have nothing As of right now, I have nothing on the radar and. on the radar and. I'm better. I'm better. Off scheduling it earlier. So Off scheduling it earlier. So if it does need to be pushed, if it does need to be pushed, we can push it. we can push it. It's because if it doesn't make It's because if it doesn't make it, then we don't have. it, then we don't have. One. Maybe it's maybe October. One. Maybe it's maybe October. Maybe Sarah, October 3rd is a Maybe Sarah, October 3rd is a good day to go with. If it good day to go with. If it doesn't get on there, then we doesn't get on there, then we don't have it. We wait till. don't have it. We wait till. Could we think about an 830 Could we think about an 830 meeting or is that just forget meeting or is that just forget about it? 9:00 that's it. about it? 9:00 that's it. So I've already said what I had So I've already said what I had to say about the start of the to say about the start of the meeting. But ultimately it's up meeting. But ultimately it's up to the board. You can start the to the board. You can start the meeting at 830. meeting at 830. You're coming. You're coming. At nine. So let's. At nine. So let's. I don't I do think that you'll I don't I do think that you'll hear some pushback from our hear some pushback from our clerk and I you know, I clerk and I you know, I understand why she would do understand why she would do that. And I've already that. And I've already expressed that. So yeah. But it expressed that. So yeah. But it is the board's decision to call is the board's decision to call a special town meeting and to a special town meeting and to formulate the warrant. And then formulate the warrant. And then the moderator runs it, and the the moderator runs it, and the clerk manages all the record of clerk manages all the record of it. it. So why don't you ask. So why don't you ask. Three headed. Three headed. Monster out next Monday about, Monster out next Monday about, you know, what time earliest you know, what time earliest thought would be appropriate to thought would be appropriate to what she says. what she says. Just. Just. And we'll. And we'll. Have coffee. Have coffee. And then, um, and then we'll, And then, um, and then we'll, uh, and then we'll vote next uh, and then we'll vote next week on look at our calendars. week on look at our calendars. I don't think I what it is, but I don't think I what it is, but I think we've got ober three is I think we've got ober three is probably the earliest and I probably the earliest and I think November 14th, probably think November 14th, probably the latest. And I think that a the latest. And I think that a Saturday is probably still a Saturday is probably still a better early and Saturday better early and Saturday because once again, we it's not because once again, we it's not going to be like the concept is going to be like the concept is this meeting is would it would this meeting is would it would be for 1 or 2. It's not going be for 1 or 2. It's not going to be a three hour meeting. to be a three hour meeting. That's not the point of this That's not the point of this meeting. meeting. And we'll hold you. And we'll hold you. To that so that the kids. To that so that the kids. Can get to. Can get to. Their games. All right. Their games. All right. Yeah. Yeah. All right. All right. The last time I could find a The last time I could find a Sunday town meeting was early Sunday town meeting was early colonial period. colonial period. Saved us a chance. Saved us a chance. If we really want to dive way If we really want to dive way back to old times. back to old times. The newspaper will make the The newspaper will make the papers. papers. Yeah. Yeah. All right. Um. All right. New All right. Um. All right. New business. Um, so new business. business. Um, so new business. We're going to talk until next We're going to talk until next week. We're going to talk about week. We're going to talk about the annual goal setting, where the annual goal setting, where we're going to decide between we're going to decide between the 15th and the 29th, and the 15th and the 29th, and we're going to talk about the we're going to talk about the town meeting, where they're town meeting, where they're going to be sometime between going to be sometime between the 3rd of October. And so the 3rd of October. And so we'll talk about that next we'll talk about that next time. Um, all right. Here. It's time. Um, all right. Here. It's at 830 is fine. at 830 is fine. I love I. I love I. Love you. Love you. Karen. All right. Karen. All right. Um. Um. So we'll talk about that next So we'll talk about that next time. Um, two things I wanted time. Um, two things I wanted to put out there for this year, to put out there for this year, not necessarily for next week, not necessarily for next week, but to put it out there this but to put it out there this year is number one. Is that, year is number one. Is that, um, policy writing we've been um, policy writing we've been talking about doing? I think we talking about doing? I think we should take a, I think look at should take a, I think look at all the stuff we knocked off all the stuff we knocked off this list. I think we have some this list. I think we have some time now. We should probably time now. We should probably talk about policy writing. So talk about policy writing. So next time, maybe we should talk next time, maybe we should talk about, oh, good. about, oh, good. The exciting stuff. The exciting stuff. Yeah. All the policies. And we Yeah. All the policies. And we have people out in the have people out in the community who've been willing community who've been willing to help help us with that, do to help help us with that, do some of the work in the some of the work in the background and bring it to us. background and bring it to us. So with policies what not. So I So with policies what not. So I think we should talk about what think we should talk about what pot, whether it's signed pot, whether it's signed signage, banners, you know, signage, banners, you know, patent park use of public patent park use of public spaces. spaces. And stuff. And stuff. That is. That is. Signed with such a. Signed with such a. Facility, use such a yes, all Facility, use such a yes, all this stuff. Uh, so that's one this stuff. Uh, so that's one thing I'd like to talk about. thing I'd like to talk about. Number two is, um, we've been Number two is, um, we've been really busy this year with our really busy this year with our own stuff, our own, our own own stuff, our own, our own board, and I think we've board, and I think we've haven't had put enough haven't had put enough attention to what other boards attention to what other boards are doing. And I think I'd like are doing. And I think I'd like to get back to us giving a to get back to us giving a better update on the liaison better update on the liaison positions of what other and positions of what other and then inviting other boards to then inviting other boards to come and have joint meetings. come and have joint meetings. We didn't do that enough. So I We didn't do that enough. So I think that is is a is one I'd think that is is a is one I'd like to do as well to, um, and like to do as well to, um, and the third one is, um, I know we the third one is, um, I know we had we have joint meetings when had we have joint meetings when we have, you know, a five board we have, you know, a five board or the five board meeting. But or the five board meeting. But I'm trying to think about I'm trying to think about another way to maybe do. another way to maybe do. You do joint meetings usually You do joint meetings usually with CPC in July. Oh, you want with CPC in July. Oh, you want to do with one? to do with one? Yeah. Earlier than just way Yeah. Earlier than just way earlier than just the budget. I earlier than just the budget. I mean they recently, you know, mean they recently, you know, have approved, uh, traffic have approved, uh, traffic change. Right. It's going to change. Right. It's going to affect all of us. But we were affect all of us. But we were only part of that process, nor only part of that process, nor we were allowed to be because we were allowed to be because we went. It would have been we went. It would have been good to know what they were good to know what they were talking about, what they're talking about, what they're going through. We don't. So going through. We don't. So it'd be good to get an update it'd be good to get an update from them and have a joint me from them and have a joint me to find out what things they're to find out what things they're working on that may affect us, working on that may affect us, and maybe we can't necessarily and maybe we can't necessarily vote on, but it'd be good to vote on, but it'd be good to know what they are. So we have know what they are. So we have thoughts. I didn't know there thoughts. I didn't know there that was a vote within the, uh, that was a vote within the, uh, to vote on that. I know that to vote on that. I know that was going to be their vote to was going to be their vote to vote either. vote either. As far as I understood, the As far as I understood, the state had taken over that state had taken over that process seven years ago, and I process seven years ago, and I had no idea that they had to had no idea that they had to vote on it until they did it. vote on it until they did it. Oh, okay. Oh, okay. Those kind of things I'm just Those kind of things I'm just thinking about in terms of thinking about in terms of communication, collaboration communication, collaboration and, uh, getting more and, uh, getting more information out there. information out there. But that's good. But that's good. Go ahead. Rosie, anything else Go ahead. Rosie, anything else you want to talk about next you want to talk about next week or in the coming weeks and week or in the coming weeks and months? months? Just something that I had, um, Just something that I had, um, come up with in terms of the come up with in terms of the rededication of our town hall. rededication of our town hall. I think it's, um, I want it to I think it's, um, I want it to be a celebration for the whole be a celebration for the whole town. And to that end, I town. And to that end, I thought that during the time thought that during the time when we're celebrating the when we're celebrating the ribbon cutting and the ribbon cutting and the dedication of the, um, elevator dedication of the, um, elevator edition for for J. Um, that I'd edition for for J. Um, that I'd like to organize, um, an art like to organize, um, an art exhibition, and I have exhibition, and I have contacted Eric Tracy, who contacted Eric Tracy, who thinks it's a good idea. And, thinks it's a good idea. And, um, and I've contacted Melinda um, and I've contacted Melinda Vining, our co director, who Vining, our co director, who thinks it's a good idea. What thinks it's a good idea. What I'd like to do is do an art I'd like to do is do an art exhibition during the time of exhibition during the time of the grand reopening in the new the grand reopening in the new memorial room. If we can make memorial room. If we can make space, I would have to talk space, I would have to talk with, um, Sean about that. And with, um, Sean about that. And our town manager, but making, our town manager, but making, um, making an area where we um, making an area where we could, um, exhibit, um, high could, um, exhibit, um, high school art, um, senior art, and school art, um, senior art, and then senior citizen art. I know then senior citizen art. I know that there are some great that there are some great artists in both of those artists in both of those entities, and I thought it entities, and I thought it would just add to the would just add to the celebratory nature. celebratory nature. So get people there. So get people there. Yeah. Yeah. And be a draw to get people And be a draw to get people there. there. Well, of course, because. Well, of course, because. Right. Because I think. Right. Because I think. It's really exciting. And we'll It's really exciting. And we'll have technologies and things. have technologies and things. Like that. That's great. Like that. That's great. Yeah. So that's what I was Yeah. So that's what I was thinking about and would like thinking about and would like to do. to do. That's great. That's great. It's not a good idea to me.
