00:01:50,900 Yes, can you hear me? We’ve got Julia. Oh OK, testing. No, it’s not working. Uh, testing, can you guys hear me? OK, can you hear me? Julia, can you hear us? I can hear you. OK, perfect. Alright, we all ready? You have an hourish look today. OK, uh, good evening. Good evening, ladies and gentlemen. 00:02:31,100 Good evening. All right, at this. At at this can you guys hear me? OK, at this moment I called to order the meeting of the Hamilton Wenham Regional School Committee, and I invite you to join us in the Pledge of Allegiance. allegiance to the flag of the United States of America. 00:02:55,600 In the Republic, which is saying a nation under God, invisible liberty and justice. He OK, um. But we get started just a reminder that this meeting is, um, being recorded and live streamed on, uh, HWAM on YouTube. Um, and also to let everyone know that we do have a um member of the committee who is remote this evening. 00:03:30,270 Um, Julia Campbell is on the screen on Zoom, um, that means that our votes will need to be a roll call vote. Um, We can’t, we’ll start off with an opportunity for citizens’ comments, um. Just, uh This is just to remind you, this is an opportunity, um, for citizens to come before the committee and to offer your thoughts. 00:03:58,530 It’s an opportunity for you to be heard. It’s an opportunity for Uh, the committee to listen. Um, we really genuinely appreciate. People that are willing to write to us an email, people that are willing to come, people that are willing to share their opinions, and we value that. 00:04:21,100 Um I ask that any citizen who wishes to speak would, if you’re in the room, would, um, approach the podium and when you do so, um, when it’s your turn, um, I ask that you provide your name and your, uh, spell your name so that we can get it correct in the minutes. Um, and I ask that you keep your comments to 3 minutes. 00:04:38,970 Um And I will ask for someone on the committee to be a timer. I get it. Right, David Fluto will be our timer and he’ll just let you know when you’ve got about 30 seconds left, so you can start wrapping up. 00:04:56,730 Um All right, so if there are any citizens in the room that would like to make a citizen’s comment, please go ahead and approach the podium. Good evening. My name is Jeff Austin, uh, from Hamilton, speaking as a resident. Uh, good evening, members of the school committee super superintendent and members of the public. 00:05:18,070 The approach taken by the superintendent school committee in school building committee in managing the elementary school project has unfortunately done a disservice to our community. From the beginning, there’s not been a sufficient effort made to involve and engage the public in a meaningful way, especially given the significant size, long-term impact and financial implications of this project. 00:05:34,100 The site options presented to the public appear to offer choice, but in reality, the statement of interest submitted by the to the MSPA. Had already defined the scope as consolidation, leaving renovation off the table from the start. 00:05:55,170 The the education plan developed by the district further reinforced this limited path by focusing only on consolidation attributes without thoughtfully considering renovation alternatives. It was only after the consolidation analysis was complete that two separate community polls were conducted, both clearly indicating the residents’ preferred renovations, the existing neighborhood schools over consolidation. 00:06:15,730 Despite this clear feedback, the community, the community is proceeded, I’m sorry, the committees proceeded to submit a consolidation plan to the state. One, the community had already signaled they would not support. Continuing to allocate funds toward advancing and promoting a project that lacks public back and raises serious concerns about responsible use of taxpayer money. 00:06:35,100 The choice to invest in marketing materials designed to persuade the public that there is only one viable option framing the the decision as now or never is troubling. It has been suggested that renovation is not an option supported by the MSBA, but in fact it is the education plan submitted that limited the project to consolidation. 00:06:54,470 Claims that renovation would cost the same as new construction are also premature given that a thorough, unbiased renovation and analysis has not been pursued. Additionally, using construction inflation figures selected to cast doubt on renovation feasibility is misleading as those same inflation factors apply equally to new construction. Finally, portraying the MSBA process is one that could take nearly a decade to revisit, oversimplifies the reality. 00:07:16,630 Other communities have demonstrated that revised plans, particularly those that reflect community input can gain approval in well under 2 years. The manner in which this project has been managed has also resulted in unnecessary division within our community, something that could have been avoided with more transparent, inclusive, and open-minded process. Thank you. Thank you. Or other comments in the room, please approach the podium. 00:07:42,270 Good evening. My name is Stephanie Andrews. I’m a Hamilton resident. I am here speaking tonight on behalf of Building Bright Futures in Hamilton 1. I’m the chair of that committee, um, where political action committee, and we’re focused on passing the resolution for the new elementary school. 00:08:01,000 I’m here tonight to thank the superintendent and the school committee for the open and transparent process that brought us to this point. Your hard work, but the Students of this community, or these two communities in the forefront, and you took into consideration the thoughts of our teachers as well. 00:08:21,730 So I’d like to thank you for that process, and I hope that together we can build bright futures for our students. Thank you. Thank you. Hi, my name is Michelle Horgan, 141 School Street in Hamilton. 00:08:43,170 Um, I just want to echo what this young woman said before me, just to thank the administration and the school committee for putting our communities in the position we are in right now. And that is moving our education forward for what is best for our students, um, as a resident of Hamilton for 31 years and a parent of 4 graduates of the district, um. We know that public education is the foundation of our society. 00:09:03,370 Um, and having been a former member of, um, school committee, um, as David Plio often says, you don’t know what it. It takes to make sausage until you’re in the sausage factory, um, and I do appreciate the hard work that was done behind the scenes, um. 00:09:23,170 I do feel that it has been transparent, um, change is hard, um, and it will be difficult, but the end result will be what what is needed in this community. So again, I appreciate all your hard work and effort and keep, keep the pedal to the metal, please. Thank you. Thank you. Uh, Mr. 00:09:41,870 Tracy, do we have anyone on Zoom who’d like to offer a public comment? We have several people. I’m just trying to message some of them to see if they’re here to. Speak Um. While we’re waiting to see what we have on Zoom. Is there anyone else in the room here that wants to offer a public comment? Hi, I’m sorry, I didn’t realize it. OK. um, Mr. 00:10:17,270 Chasey, I think why don’t we do one more here in the room and then we’ll go to Zoom, OK, go ahead. I don’t mind waiting for Zoom if you want. OK I’m all good. Brook Road. 00:10:32,600 Um, I received this in the mail and actually was very happy to receive it because I did not know about. The, uh, school renovation that happened in Peabody, and I am 100% for excellence in education, 100%, and that does not matter. What kind of building you’re in. It matters, the teachers that you have. And the programs that you have. And that does really not have to do with the building. 00:10:58,100 Except in, you know, just organizing it well. Um, so I just really wanted to say I echo, well. Jeff Austin here who spoke first. Um I really don’t think that you have listened to the public. I think you have invited us to speak. But you have not dealt with those issues. 00:11:22,170 Um, my husband stood up here, one of the meetings and. Asked about the details of The renovation studies and he was told to go look at the website. He could not find them. At that time. So it’s been very difficult actually to get the facts and To have studies done. Echoing no from the residents. 00:11:44,100 A demographic study which you asked for to the tune of thousands of dollars. And then to have that presented, no, and then have you wait till the end of the meeting. After the evaluation was superintendent. To vote no. I mean to vote yes in spite of the public. Its response I think that’s an error. 00:12:09,270 I think it is disregarding what the public has to say. And I actually think that renovation can work. Based on this study that was done. And accomplished in Peabody. So I really encourage us to. Continue and look at that, um. Thank you very much. Thank you. and Zoom would like to speak. Yeah No, OK. 00:12:41,230 Um, right. Anyone else in the room would like to speak? OK, um, at this point we’ll close public comments, um, and, um, I’m not sure how well those people, but, uh, will just let those people on Zoom know that, um, really the best way to view the meeting is actually on the HWAM. 00:12:59,730 Um Uh, YouTube, if they, if they’re wanting to watch the rest of the meeting. Um Thank you to all of you. Um, all right, next on the agenda, um, we are going to, uh, I’m gonna ask David Polio to read a portion of the school committee protocols, uh, as elected members of the Hamilton and 00:13:25,600 Regional School Committee, we, including the superintendent, except the high honor and trust that has been placed in us to ensure that the students of the district receive the best education possible. To that end, we hereby com uh commit to the following in the conduct of our business. Excuse me, number 11. 00:13:44,700 Uh, a school committee meeting is a business meeting that is held in public, not a public meeting. The committee will make every effort to ensure meetings are effective and efficient. Thank you. Uh, Amy is gonna read a portion of our um school committee mission statement. 00:14:07,730 The Hamilton Wyndham Regional School District school committee’s mission is to ensure our schools create graduates with a passion for lifelong learning together with the critical skills needed to maximize their potential. The Hamilton Wyham Regional School Committee will lead and inspire a district that attracts and retains high quality educators by acknowledging and respecting their expertise and professionalism. Thank you. 00:14:32,900 Um, next up, um, pleased to say that we have a report from our student representative, uh, Evie Bernard. Thank you. um, hi everyone, I’m the junior class president at the high school, and today I just wanted to give a quick update on about what our schools have been up to in the district. 00:14:56,330 So to start with Hamilton Wenham High School, um, the, there was a blood drive hosted on March 12th, and there were a total of 30 volunteers, um, DECA members competed at the state’s competition and we had 12, um, groups qualify for the international competition, um, As we’re speaking, our school is participating in a March Madness spirit week. 00:15:22,370 There are 4 teams, um, each named after colleges and we’ve played pickleball, Family Feel Family Feud and we’ve had a pep rally, um, done trivia, and tomorrow we have a senior staff basketball game. And we had multiple students um compete at the greater, um, Boston Regional History Day competition, um. 00:15:52,370 And in 6 groups will advance to the Massachusetts State History Day contest. Um, I’m not gonna talk too much about the high school sports because I know Mr. Jenny will do Mr. 00:16:20,700 Jenny Waldo will do a better job at summarizing them, but we had very, very successful winter season, um, girls and boys basketball each, um, Competed in the tournament, uh, the girls ski team were was North Shore ski league champs and cheer went to the regional championships. And we had spring sports start on Monday. 00:16:46,800 Um, moving on to the middle school, um, the 8th graders are planning their Washington DC trip, uh, the National Junior Honor Society hosted a fundraiser raffle, and in order to buy raffle ticket, um, they had to bring in school supplies donations, and they are all preparing for the MCAS in April. 00:17:13,000 For Winthrop school for the 100th day of school, they hosted a food drive and collected a total of 351 pounds of food for the accord food or food pantry, and, um, they had an open house on March 18th. And Um, their family music mornings start on March 21st, um, and they perform the songs that they’ve been learning in their music classes. For Cutler’s school, they had a bash the trash assembly, which is an organization that creates musical instruments from recycled materials. Um, they also had a learn the ropes. 00:17:41,270 Learn the ropes, jump rope assembly on March 17, and also had an open house on March 15th. And then lastly for Bucher. Um, they had a book fair, um, last week and 2nd grade art classes have been practicing their origami skills. Thank you. Thank you, Evie, um. 00:18:11,270 Do any members have questions for Abby? Um, I Not really a question, but I am just really, I’m always impressed with the Decca, um, group, um, but I think you said 12 going on to the international competition, yeah, it’s a big you know where the competition is. 00:18:37,270 I believe it’s in, I knew a couple of years ago I was in Orlando, but I might be in California this year. It’s in Florida, yeah, very cool. Thank you, um, I do want to just say thank you very much for that report. 00:18:53,870 It gives us Um, it, it’s just great to hear it right from a student and I loved hearing about all the different things going on, especially you really put some color into the elementary school ones like the, um, you know, the Bash the trap sounds really intriguing, so thank you very much for that. Thank you. um. So, um, thank you. um, and Evi you are um Welcome to stay. 00:19:15,170 You’re also, um, Welcome to Hangout a couple of minutes until we, um, have a moment to recognize some of our student athletes and, um, you also welcome to head out if you have places to be, which you might totally up to you um. Thank you for that. Um, Next up is the consent agenda. 00:19:35,530 Does anyone have any items that they would like to have held from the consent agenda. Nope. OK. Um, David. I moved the Hamilton Regional School Committee. Uh, approve tonight’s consent agenda as presented in tonight’s meeting agenda. Second, Second by Amy Kumburger, um. we need to do a roll call, uh, Julia. Yes. 00:20:09,900 David Palito David Franco, Amy, yes, and Dana is a yes, and that is unanimous of the 5 members present. and the motion passes. All right Next up. We are fortunate enough to have, um, quite a few student athletes here. Um, Mr. Tracy, are you gonna? an introduction or are we sure I’m gonna introduce our athletic director Craig Genualdo to come up and he will take it from here. Thank you, Mr. 00:20:39,630 Tracy, members of the school committee, um, I will not be playing in the teacher student basketball game because as you’ll find out, we’re really good. Uh, the students are really good and I’ll be keeping score because I don’t want Sasha to send one of my shots back into the 3rd row. 00:20:54,470 Uh, I also take exception with the fact that I’ll be better than Evi will be at speaking. She’s incredible. So with that said, um, Coming off of what was a bit of a chaotic but highly successful fall, um, We had incredible success in all areas of the athletic department this year, um, First of all, participation was through the 00:21:14,070 roof, uh, it’s the highest participation in the winter we’ve had. Uh, since about 2016 2017% wise, and I think a lot of that is, um, with, in the winter, a lot of the sports are very specialized, right? The, uh, so, you know, if you play basketball, you play basketball. 00:21:31,270 If you ski, you ski. If you’re a gymnast, you do gymnastics. If you’re a swimmer, you swim. It’s very specialized, um, and we’ve been able to partner, uh, with some other schools in the area both as guests and as hosts, uh, and we thank you for your support of that, um, 00:21:47,270 that’s a credit. That’s a critical need in our schools these days, um, just to make sure we have viable teams we’re able to do that in a few cases. 00:21:59,630 And that’s a real credit not only to the coaches who kind of foster that environment, some of which are here tonight, but also to the student athletes whether they’re going to another school and assimilating it to that school’s culture or welcoming other schools into ours, there’s never an us and them mentality, and I think that partnership and that commitment by the young student athletes we have here today, uh, 00:22:16,270 really brings a a lot of the success that we’ve had, uh, whether it’s doing community service activities, uh, whether it’s in the classroom with our academics, whether it’s how we, uh, comport ourselves and our sport on, uh, game days, um, on the fields and in the pools and on the slopes, um, and like I 00:22:34,870 said, the participation was through the roof. We are gonna recognize here tonight some incredibly special. uh, both individual and group efforts, um, I say this all the time as a parent of a young man who’s a sophomore at a different high school in our league who works very, very hard and he’s a 00:22:51,000 valuable member to his team. Uh, he, I don’t know if he’s gonna be sitting up here at the school committee meeting at his, in, um, our town. Um, that doesn’t take away from what he did. 00:23:08,170 And so what impresses me most about you is the way you represent your teammates, um, similar to, you know, accepting other schools into our school and our co-ops, you, whenever there’s a freshman or a 9th grader in some cases an 8th grade waiver, you always welcome them and you make them feel a part of what you’re doing. 00:23:22,370 Show them the ropes and hopefully that’s how we build tradition when the older student athletes in our schools kind of help the younger ones and so as much as anything we’re gonna say, I’m incredibly impressed with all of you for that as well, um. 00:23:38,870 We’ll start with boys’ basketball, uh, who had a 15 win regular season, including some incredible home wins against Georgetown who just won the Division 5 state championship, um, as well as a home win against Manchester, made the state tournament packed house, great game lost to an excellent cathedral high school team, um, down on the wire. 00:23:56,100 Cal first team All-Star was AB Labelle and our three captains were AB Labelle, Liam O’Bannon, Cole Scanlon, all three of them are at baseball practice right now, um, so we congratulate them first year coach Nicky DiMarino, a 2. 17 graduate I believe in a me in a junior on the 2015 undefeated, uh, state title team, um, he’s come back to coach. 00:24:15,870 We always love our alumni coming back to help, and he did a great job as did all those young men on that team. Uh, the next team, several of which were here tonight, um, had an incredible year. They won the Cape Ann League, the, uh, the girls basketball teams, the first time they’ve won the league since 2018. 00:24:33,330 Um, they had an incredible core of seniors that had played together for a number of years. They were all captains, Marin Cassidy, Sadie Gamber, Sasha Makhoganov was here and Annie Moynihan. Sasha and Annie were first team All-Stars and Sasha was the league MVP. 00:24:49,330 It’s the first league MVP we’ve had since I’ve been here, even when we won the league, um, several years ago we didn’t have that in incredible talent to watch, incredible teammates, she was. Very, very sick during the state tournament and still got it out, um, an incredible performance and helped us in immeasurable ways. Her and her teammates were amazing. 00:25:05,630 And one of the reasons they were able to come together and gel so well was Mark Hale, who’s in the back row here, uh, it’s about. 7th year with us, maybe 6th, 8th, uh, sorry, it’s not a math class, um, he has been an incredible steady hand for our kids and um, you know, it, it’s a very competitive basketball 00:25:25,800 league, uh, sometimes some of the other coaches say naughty words, but Mark never does. He’s a good guy, and he’s an incredible coach with our kids, so yeah, so, uh, to all the girls basketball players, congratulations are really, um, thankful for you. And again, I won’t be playing tomorrow because of them, um. 00:25:43,470 We have, we have, uh, our chair team who has a special place in my heart, uh, oftentimes, you know, they’re a basketball games cheering on our teams, but rarely do they get to go and compete and do their own thing and with Coach Piquette, who’s a math teacher at the high school, that’s always something 00:25:59,000 we stress from day one with her was, look, you guys work your tails off and go compete like heck at um your events. I was fortunate enough to be at a couple to watch, uh, the team including captains Emily Little. 00:26:15,870 and Merin Webster, uh, Marin’s here and we’re incredibly grateful for her. They made the regionals for the 2nd year in a row. It’s the first time in at least 15 years that we’ve gone back to back, and they lost a lot of seniors last year, so the incredible senior leadership of Marin and Emily, um. 00:26:30,970 You know, to take in the new cheerleaders and maybe have to relearn trust among themselves. I wouldn’t, I, I channel my mother, uh, at your events. I watched like this. I get very nervous, um, and it’s fun to go up before and see them all excited and see him right after. So I’m gonna miss that next year. 00:26:45,170 I’m gonna miss seeing you, but, um, they had an incredible year as well. Uh, the next team would like to include here, uh, our gymnastics team, uh, as a team they qualified for the MIA North sectionals. I don’t recall as a team us going to the sectionals in a We’ve had individuals kind of qualify. 00:27:02,370 Um, they just keep getting better and better and better. Uh, we compete in another league because the Cape in league doesn’t have it, and they kind of kicked us up to the big league because we kept winning the small one. 00:27:14,630 Even though with the smallest team in that league we compete and almost pull off a league title every year. It’s incredible. Um, again, channeling my mother, I, I couldn’t even imagine walking on the beam and not falling off and hitting my head, so I don’t know how they do the things they do. 00:27:30,630 It’s incredible, um, Cal first team All-Stars were Renramaiser on the uneven bars and our captains who have been incredible for a number of years now with Juliayle, Evelyn Durie, Alita Car. And I don’t have Amelia’s last name. I’m sorry, it got cut off. Uh, but, um, like again, having gone to those meets and seen you guys compete in, uh, the sectionals was Was incredible. I don’t know how you do what you do. 00:27:49,270 Thank you for an incredible bunch of years. We’re incredibly grateful for you, um, we did have a boys captain on our hockey team, uh, at Rockport. We compete at Rockport, um, and Cooper Miller was our captain. He was a goalie. 00:28:04,370 The team was a little bit undermanned this year and as a goalie, he sometimes saw 50 or 60 shots a game, and even if they lost, You know, the other coaches would be, who is that kid, um, and Cooper was just at a great high school career. He’s also a great golfer. 00:28:19,170 Uh, Boys in a track, the group that just keeps on going, uh, for boys and girls this year. They had an incredible year in the fall, um, Cal open athlete of the meet was Ben Rich, an incredible, incredible performance. 00:28:33,730 I had a friend who was at the meet who was a dad of a kid on another team, said, Who is this kid? like texting me out of nowhere and he’s like, I think he just won like 7 races in one night. I don’t know how he did that. Um, just an incredible. 00:28:47,530 career, uh, Cal first team All-Stars, uh, James Reagan in the 1000 m in Ben Rich again who ran a mile and a 2 mile race in the same day and won them both. I, I don’t know how you don’t go to and take a nap after that, um, it’s just, uh, it’s incredible to watch you run, um, in the, uh, in the captains for that team was senior James 00:29:01,630 Regan, Ben Rich, Martin Baum, and Clark Gidden. Clark Glidden, excuse me, uh, the girls indoor track team also had an incredible year. We have a Senior Georgia Wilson, who is going to compete in college. She’s amazing to watch. 00:29:18,800 If you go to the New Balance center and you sit up top, there’s hundreds of kids running around and you try to look for someone, it’s hard to find them, right? But all of a sudden, there goes Georgia and she just stands out among 100 kids, just a flash of lightning, um, and she was the Cal athlete of the Year. She’s also the soccer player of the year, uh, back in the fall. 00:29:33,500 Other first team All-Stars with also just incredible amazing performances. Charlotte Madden in the 2 Mile, Georgia Wilson. Georgia was also a state divisional champion in the long jump and our incredible captains again who have been successful their entire career, uh, and Or every bit wonderful people as they are athletes. 00:29:51,630 Amira Fleming, Charlotte Maddon, and Georgia Wilson. Thank all you seniors from the track teams. I know you’ll be competing in the in the spring as well, most of you, but it’s, uh, been a really fun ride watching you, so thank you, um, the boys and girls ski teams, boys and girls ski is now 3 00:30:07,730 years old. Um, we didn’t have it for a long, long time and it, it’s incredibly well participated and and there’s a lot of kids in it. Our boys ski teams captains were Cooper, Bosom and Will Totten. Um, we should say we partner with Ipswich, we host them. 00:30:24,170 That’s an incredible relationship, um, and the girls team, Evie’s not here, but we have some, uh, they won the league for the 2nd year in a row. So like Mass for 100 years and then here we come and all of a sudden we have two league titles, some incredible performers on that team, Evie Bernard, who you saw earlier tonight, Avery Nissel, Sophie 00:30:40,070 Happel, and Emma Ryan, um, they also competed in states and did a great job. Um, we had, uh, I’m gonna skip swim for a minute, go down to wrestling. We wrestle at Salem High School, um, and we had, uh, some incredible performers. 00:30:56,100 Again, we don’t have a ton of athletes in these sports sometimes, but the ones we have are super committed and do a ton to get there. Captains were Justin Bauer and Kevin Spoon. Kevin was a division 2 North sectional champion in both Kevin and Justin were NEC All Stars. Um, let me go back to swim now. 00:31:11,630 We have a number of members of the swim community here, parents, coach, and athletes, um, who just had a marvelous year. It was our first year. partnering with Manchester, they’re, you know, one of the people I would highlight to say how well you welcome that there was definitely some kind of stuff 00:31:25,600 at first about how is this gonna work and we’re gonna swim at your pool and how’s everything happening and it wasn’t without, like, you know, one or two things early on, but I got a report from the Manchester athletic director who met with her captains who were incredibly happy, uh, and 00:31:39,600 pleased with the thing. They had some questions about next year and can we do this to make it better, but ultimately, um, it was an incredible, incredible, uh, set of feedback that they gave her. 00:31:55,100 From the, from one of the captain’s parents, same thing, um, and so I wanna certainly recognize all the success we had in the sport of swim this year. Boy’s captain was Colin Conway. The boys team won the Cal Sportsmanship award, which as you know, we take it seriously as anything else, um, and as a team that takes the whole group, uh, so although they were undermanned, they were very 00:32:10,370 competitive this year in a way they weren’t in the past and we’re excited to see, uh, how they do going forward as their numbers continue to grow. Um, the girls team it’s like a novel here with how much success we had. 00:32:22,100 So bear with me as I read through all these, um, the cal swimmer of the year was was Catherine Reed, who had an incredible career, um, coach Angela Sariella was the female coach of the year, um, like, again, a lot of variables this year welcoming a new team, new coach, more, more athletes and, um, we had a lot of successes 00:32:41,870 we’ll announce here in a second. Cal, first team All-Stars in the 200 medley. Where Libby McKinnon, Sydney Hem, Zoe Cerriello, Zaquetta, Sofia Novak. Um I might have one of those wrong. uh, Sofia Novak, and then in the 200 in the 200 free and 100 back. I have these backwards. Sorry. 00:33:08,700 200 relay medley Libby, Sydney, Zoe, and Sophia, Sydney in the 100 breast. And uh. I think Sophia, Zoe. And I’m just, I, I apologize. One of these is written wrong. Uh, but anyway, all those names are first team All-Stars and did incredible jobs in, in, uh, your events, um, if I have the event wrong, I truly apologize. 00:33:31,000 I have a colum missing here, um, but again, it, from going from where we were last year, new coach, new co op, and all the individual and team success, as well as the boy’s sportsmanship award, um, really spoke to how well all you guys did together. 00:33:50,800 The captains of Catherine Reed, Libby McKinnon, Ava Smith, and Sydney Hem, um, we’re incredibly grateful. for you to the seniors. We want to wish you good luck. We know some of you are on to, uh, a lot bigger and better things, and, uh, we can’t wait to hear from you and to all the athletes that are coming back across the board we’re excited to see where you 00:34:05,100 go in the future. I probably exceeded my 15 minutes. I’m sorry, Mr. Tracy. It’s just we did too well. I apologize for that and um thank you for having us. We’re always grateful and um it really is an honor to work for all of you, um, it’s a. 00:34:22,170 It’s a journey to see you go from your freshman year to now and you’re all at different stages and it’s wonderful to see, so congratulations. Thank you. Thank you. all be willing to stand up so we can see all of you and applaud you all the athletes, please stand up. Thank you so much. 00:34:46,900 If you are willing, I’d love it if you guys would come and we could take a picture maybe with the superintendent. Maybe. And You Looks like a big crowd. paparazzi thing, you know. I’m OK OK OK. Good. You’re gonna go ahead? You Why not? How about that? There you generals. The Awesome. Congratulations. Thank you. Good night. Nice job. 00:36:06,900 Thanks Thank you all and thank you for that. That’s always a joy to um get to hear all of the athletes, um, achievements this year. It’s really exciting. Thank you. Um, OK. Oh All right. Next up, um. So every year we um provide a one pager, um. 00:36:46,370 For the annual town meeting, um, we discussed, uh, draft last meeting, um, and I’ll turn it over to. Amy and Eric, I don’t know there was. And it’s done it’s done. Eric, do you want to take this or you want me to you as well you made all the edits so last meeting we reviewed. This draft, well, a different draft. 00:37:08,970 Uh, this is my updated version. Some of the things that I addressed were, um, increasing. The visual of our. Budget increase on the column on the right by using bold and also bolding the reason behind the budget increase. Um, I edited the copy on the left-hand column. 00:37:36,530 Um, just to clear up some confusion about Summer school versus our other efforts. And then on the back, I changed the photo out, um, feedback from the committee was we’d rather see some indoor learning spaces, um, and then addressing The amount of copy. So I had 2 versions last time. One had a really long amount of copy. 00:37:59,000 This, there was a secondary version that was more bulleted, um, but we had a little copy we wanted to pull over from version one. So that box in the bottom left corner is my stab at kind of separating that info just because it’s long form written and not a bullet point. 00:38:19,370 Um, To address a question that I get most frequently asked, um. About why we don’t just repair both Winthroppe and color schools. I believe That is it. Um I, um, well, I, I mean people can ask a question. I just wanted to start off by saying I, I really appreciated that. Just visually on the back there. 00:38:40,630 I appreciated that little box on the bottom because that, I think that was. I was one of the people that was concerned about it, the blending in the way before. So I think this really for me that really solved the Um, issue, so thank you for that. 00:38:59,330 Um, does anyone, um, Basically, in order to bring this to Uh, in a timely manner to the town meeting, we need to approve it this evening. Um, so I think we should start by just, does anyone have any questions or comments about this town? What’s the date of the town meeting that we’re talking? Yeah, so The towns have requirements about any documentation that’s going to be provided and that’s why we 00:39:23,700 discussed it at the last meeting so that we So, uh, um, I do have a comment. The, um, I’m, I think the design’s excellent, so I have no problem with the design. I have a problem with the content, um, um. And, uh, to, um, Jeff Austin’s point, and, uh, many others. 00:39:47,430 Um, I think there’s a strong disputation about. How thoroughly alternatives were examined. Um And uh and therefore to present this as, as a concrete fact. Um, I think kind of understates. That these alternative scenarios were fully costed out. Can you show me where you’re pointing to right in the, in this box here. 00:40:16,700 The price tag is estimated, you know, the, why don’t we just repair the schools. Um And uh And we’d really I don’t really believe that we fully examined all the possible scenarios for repairing the schools. So, so I, I’m really just gonna Push back in that. The But it is 100% fine to have an opinion. 00:40:49,270 That The the school that project that is on the ballot. People Don’t have to vote, yes, they can vote no. um. But it definitely happened. That there were alternatives that were investigated. Yes, some, I, I definitely and it’s not OK to imply that that didn’t occur because it did. 00:41:12,270 I’m not saying that. I’m saying there were many that were not. Um That these, I think, were straw horses, um, that were convenient ways to exclude those possibilities, but there are many other much less costly scenarios that were not examined. 00:41:39,600 Um And the statement is much disputed that no reimbursement from MSBA uh, can be, can be obtained, but that’s conditional on adhering to an aid plan that was very much built around the consolidated school. So it doesn’t acknowledge the ability, hang on to, to alter the a plan to meet it other other scenarios I’m gonna say one more thing and then I’m gonna let other people, so. 00:42:01,970 The You know what? I’m not. Go ahead. You say something. A few things. One being, this is a conversation that we’ve had over and over. Um, to bring it up now is just frankly inappropriate. The information is out there. 00:42:22,500 The statement that is in this document is true whether or not you’re of the opinion that the educational plan was written one way or another, that’s your opinion, but it’s not this statement that is in here is true. This, the purpose of this being on the meeting is to approve it for Town meeting. This language appeared on one of the versions we showed last time. 00:42:46,730 The the version that we discussed last time, the concern was literally that it didn’t have this colorful box around it and start to object to it last time too, by the way. I’m sorry, what? This is not sort of got into objecting to it at the last meeting. I thought the objection last time was over how much. 00:43:08,170 The percentage of the budget or the percentage of the project. That we was getting reimbursed. I feel like we talked about that, but I feel like to talk about this today. 00:43:27,330 After 2 years of this project is just I, I, I will say that the last meeting, David, you actually made a, a really, I do remember the point about the reimbursement cost and making that clear and that was, I think, a helpful conversation because that was something that could have been, could be and was clarified through the conversation to make sure that that information is clear. 00:43:49,730 That’s a very different kind of a feedback that Um, so I’m sorry, it sounded like David had something and Eric has something I just wanted to remind people this only represents what’s on the warrant. So there’s only one article on the warrant for, for this. So that’s all it represents. 00:44:03,630 There’s no other options as to whether or not there’s no other things listed here, so the front is the warrant article for the school budget. The back is the warrant article for the school building project, um, and again, people will have the opportunity to vote yes or no. It’s, it’s, that’s all it represents. 00:44:17,630 It’s just a representation, so people know these are the things from the school side that are on each of the town warrants. Right. And, and And to be clear, the way that the process works is when you do the feasibility study, the idea behind the feasibility study is that you will come forth with a proposal for the citizens to decide whether they would like to pursue or not. 00:44:39,500 There isn’t a mechanism to provide 4 or 5 or 10. fully fleshed out options. That’s not a possibility, so. David, go ahead excuse me, I, I don’t know. 00:44:58,100 I don’t wanna, I, I don’t think this is a proper time to get too deep into the weeds here, but I, I guess my first question is like, David, what’s your understanding of what the E plan actually is. Right, I, I’ve, I’ve read it. No, no, no, not, not what it says, but what it actually is and what it entails and how it came about. 00:45:16,800 Right, because, because there’s this dialogue now going that well, that’s saying that like we’re, we’re getting no reimbursement because of the plan if we just change the plan, right? That’s ignoring what the EP plan actually is. The E plan is not taking into any account what any school is whatsoever. 00:45:35,530 It’s the leadership team, right? The, the, the teachers and everyone getting together and saying, what, what do we see as being the best thing for our students moving forward, right? What do we see? What do we need? Where are the resources? Where do we see education going? Where do we see that we need these kids to be, to, to be learning, right? And where they need to 00:45:47,800 go and what do we need to do to be able to give them those things. Then after creating this plan with nothing on the board. Do we then go and actually investigate how the buildings we have do, would, or could fit those, right? So in, in understudy to then go back and say, well, why don’t you 00:46:09,270 just change the plan and then we can convert, right? That’s moving backwards, right? That’s exactly doing everything wrong. Right? I’m not saying that this school building is right. You could vote however you want. 00:46:31,100 All I’m saying is the, the people that we pay, we trust with our children’s education, got together and came up with this plan that was recognized as being one of the best plans the professionals that do this day in and day out as one of the best egg plants they had ever seen. Right? That we then made our decisions based off of that head plan on what We feel using The professionals that we hired. 00:46:56,000 Right? To meet those plans. Right, to now go back and say, well, we could, there’s cheaper options. There were, but If we had the opportunity, that’s what we’re giving, we’re given this opportunity. To create The Best path forward that we could figure out how to forge for the children in our district. 00:47:17,430 And we did that And then we try to create a plan to create a school, a building environment to actually give them the technology, the flexible spaces, the, uh, educational breakout spaces, right? All of these flexible things that is modern day education. That cannot be. 00:47:44,730 Cannot Be obtained in the current infrastructure we have around, right? And that’s why After all of this insight, all this research was done independently. The conclusion came to be the way it is. To now go back and actually say, oh, if we just change this to fit this. Right? That’s moving backwards. That’s not what we’re here for. 00:48:05,000 We’re here to try and move forward and bring our district going from good to great. Right, from great to greater. This is the option that’s been voted on many, many times that is now on the table, it’s now on the warrant, and this is the information. That just is clearly as we possibly can be. 00:48:26,530 stating The information of where we are right now and what we’re voting on. No, I do understand it. I think my objection was to the, the claimed alternatives, and I think I said specifically last time that, uh, in, in, in interrogating or Engaging with Eric. Uh, on the foundations of where these numbers came from. 00:48:46,370 They were based on rules of thumb, averages, they weren’t based on any bottoms up up they up up they up were up created up up they were created by professional estimating company rules of thumb again, David, because you can’t do an entire feasibility project because that It’s extraordinarily 00:49:09,230 expensive and so you can’t get the same level of detail for all 14 potential plans. That’s why you have some of them are estimates. You, you’re not gonna have the same level of detail for a plan. Right at the beginning stages, then you are at the end that’s why I don’t like it being used. 00:49:27,170 I don’t mind all the rest of it. That’s, that presents what it is. But when you start putting an argument in into it implicit argument, then I think you overstep the mark. Mm That’s my opinion. There’s not an argument. There’s nothing that isn’t factual in that statement. 00:49:50,100 Yeah, but it’s It represents, it gives the appearance that we’ve said we’ve examined everything else, this was the only alternative. And that’s simply, well, that may be true. It isn’t to me. It isn’t to a lot of other people if you are listening to the feedback you’re getting. 00:50:09,630 Well, so I just want to add something to David Palito’s point, you know, I’ve been. Going to events like at Cutler when we had the open house and people in opposition of this project, always preface when they talk about the E plan by saying, I really appreciate our educators and our teachers and what they’ve done, but And they don’t. 00:50:27,600 This was such a huge undertaking for the people on the school building committee and to go back at this time and question everything that they’ve done and all of their expertise. I just find incredibly disrespectful. Sorry, Julia. Did you have something that you wanted to add? Really? Oh, I’m sorry. 00:50:44,530 I thought that you, I agree, I agree with what you just said. OK. Um Alright, is um. Let’s, before we go any further, uh, we maybe should just get a motion on the table so that we have something that we’re sure, uh, I approve the. I move That the Hamilton and Regional School Committee. 00:51:14,500 Um, vote to approve, excuse me, the Town budget flyer, um, as presented in tonight’s. Exhibit Do we have a 22 by Amy Kunberger. Um, thank you. I just think it’s good to be in, within a motion, um. Does anyone else have any um specific comments, questions. Things that they On this. No, I think there’s a lot here. 00:51:40,730 It’s about as clear as you can make a a novel into a flyer. Yeah, it was a lot to put on there. Um, I knew what I was doing when I did, when I volunteered Amy to do it. Um, and I really, I do really appreciate the effort that went. 00:52:02,530 Not only in the initial draft, but in between that there was, it’s a lot to revise and I think. Um Yeah Right. Anybody else have anything else on this? OK, uh, looks like we’re ready to vote. Uh, David Plio David Frankel. Uh, Amy, yes, Julia. Yes. Dana’s a yes, that is. 00:52:35,800 in favor and one oppose and the motion passes. Thank you, Amy. Thank you for reading my chicken scratch. Thanks, Amy. Thank you guys. What facts are draft copies with handwritten stuff thank you for it, right, and that gives you enough time, Eric to get it to, I can’t remember I think it’s Hamilton has a very tight deadline, so they want to buy, um, next week. 00:53:00,800 So I’ll send it to the moderators on Monday. OK. Um Next up, this is just a little bit of housekeeping, Eric, uh, we, we’ve actually been through this already. 00:53:21,730 This looks familiar look familiar to you, um, the initial person who was assigned to send us the ICC then the initial compliance certification. This is for the high school roof we were accepted in that program. We voted this back in December and, um, the form was incomplete, so that. 00:53:39,730 I didn’t want to just have to resign a form without bringing it back to the committee to say, we have to form, uh, has been the biggest thing is the project numbers has been added on it, which uh was missing off the original, um, but it comes from the state. 00:53:53,170 They sent us one, we put it on the agenda, voted it, and then I’m just gonna jump in and just make it clear that But what we didn’t forget to put the, it doesn’t compromise. I was about to harass, it doesn’t compromise. I was about to harass you, it doesn’t compromise. I was about to harass, it doesn’t compromise. I was about to harass you. 00:54:04,330 When we signed it and sent it back, they said, oh, we forgot to put the product number on there, there’s, um, A little bit different language on there, but they’re all, they’re all very similar to what was in the, the last document and, um, they’re just looking for us to resign a clean document, but I wanted to bring it back to the committee so that Um, people could see it. 00:54:18,900 It’s, it’s to, it’s, we’re not even in feasibility yet. This is just literally one of the 3 check boxes that has to be done before they have their board meeting. OK. High school roof. Um, David, would you be willing to make a motion? Sure, um. Excuse me. I move that the Hamilton and Regional School Committee. Uh, approve. 00:54:44,270 improving? Are we having you sign or authorizing us to sign. All right, there we go. All right, so, uh, I moved the Hamilton Regional School Committee authorized, uh, Superintendent Tracy and uh any other available party or necessary party to sign the MSBA initial compliance cer certification approval as presented in tonight’s. agenda. 00:55:09,370 We have a 2nd second by Amy. Um, anybody have any other questions or comments on that? Yeah, do, do we have any estimate of, of, uh, An updated estimate of the cost of the roof and the likely subsidy levels. We won’t until we get into feasibility. 00:55:28,070 So this is just the first stage is to say that. You know, we’re interested to get involved, to give us 3 things that we need to send to them first. They have a board meeting, they’ll invite us into feasibility and we also have to figure out how to fund feasibility. 00:55:44,100 For that project, so we’re working with, um, the MSBA to try to figure out. What average Projects of this size are around the state right now and that’s how you figure. The, um, the amount you need for feasibility and, and, um, schematic design. 00:56:00,800 So it’s very similar to the building process, although very much truncated because they, you don’t have to interview an OPM, you don’t have to interview a designer, they assign them to you, and then they take it from there. So does this become a creature of the school building committee, or does it stay strictly with the school committee. 00:56:16,170 This project, I, I would recommend just doing a a school building committee again only so you have somebody managing all the different meetings that are gonna happen. We’re looking at other options too. There are, there are some new options out there for. 00:56:31,630 I don’t know the exact name of it, but it’s a liquid poured liquid roof that’s now available that has a 25 year lifespan, that’s a little bit cheaper than replacing. So we’re just, we’re just trying to figure out that it is kind of cool, but it, it’s, uh, we’re just trying to figure out different options, so we’re trying to figure out. 00:56:46,630 What’s the best direction to go for the longest lifespan for that roof. Other questions? OK, uh, looks like we’re ready to vote, uh, Julia. Yes, David Polito. David Franco, Amy, yes, uh, Dana’s yes, and the motion passes. Um, unanimously of the 5 members who are present. Um, thank you, and we’ll get that signed today. Yep. 00:57:21,370 Um, OK, um, at our most recent meeting, um, David Smith. From the Hamilton Board of Health, um, brought forth a letter, um. There were Recommendation from the Board of Health and um Member, uh, school committee member asked that we put it on this evening’s agenda as an exhibit, and so I did so. Um Not really sure, um. 00:57:52,970 What we’re looking for on this. It’s a recommendation, um, I, I will say I before I, I will say, um, That I, David Smith, I, I should give you a little. 00:58:08,370 David Smith did call me the day of before he came to our meeting and said that he had this letter of recommendation. Um, I Said to him that I thought that the letter ought to be delivered to the district and the, um, School building committee, um, Rather than to us, um, and he said that he would prefer to deliver it to us so that he did. um I think he did it to both. 00:58:32,800 I don’t know, um, but my intention is that we certainly might. Feeling is, and I’ve spoken to Eric is that it certainly should be passed on to the school building committee, um, Because This is sort of out of our purview at this moment, um, but I’m happy to discuss it. 00:58:54,100 It was requested, I think Trent actually asked me to put it on, but you might also have David. I’m not sure. So I don’t know if you have something that An action that you’re looking for or something that you want to discuss other than bringing it to the school building committee, which I would. Say that we will do. 00:59:10,730 No, um, the action I think would be to charge. The superintendent to To charge his um facilities. Director Um, to do what, what the um Boards of Health requested. Which is pretty clear. Oh, that wouldn’t be the facility director about the are you talking about in the other schools? You’re talking about in the other schools. 00:59:37,970 I think this was directed towards the new, new, the new, new schools if you read the paragraph, it says, therefore you strongly recommend the school committee and the school building. Committee explicitly commit. To incorporating ashtray 241 into the school, uh final design and construction. 01:00:01,000 Additionally, We urge the Hamilton Wynn Regional School District to engage qualified HVAC vendors to assess all 5 district schools and develop budgetary proposals for retrofitting. These buildings to meet or exceed our 241 standards, we request that these budgetary estimates be presented to the school committee, school building Committee, town select boards, and FINOs by May 30, 2025. So it’s pretty specific. 01:00:26,500 Well, so the recommendation of a standard is. Something the Board of Health. Did Um I mean, I guess you can make a motion if you want to. I mean, you know. Budgetary estimates to retrofit HVACs in all of the schools by May 30th seems. Not realistic. Not realistic to me and astronomically expensive. 01:01:01,170 Well, yeah, maybe that’s the point that um you’re about to suck up if, if this large project happens, you suck up so much oxygen financially speaking, you won’t be able to do anything else. And that’s, that’s a problem. Do you have a, I think emotion is good. Well, the motion would be. 01:01:21,500 That the school committee. Um, charges the superintendent to. To instruct charge the facilities director. To To do exactly what this um this letter lays out without spelling it out word for word. Do we have a second?? 0 2nd. I have a few questions. OK, let me try to restate it. 01:01:43,370 So let me understand your Let me make sure I get it right. Your motion is that the school committee directs the superintendent. To Direct The director of facilities. To comply with the 2nd to last paragraph of this document. Yeah, basically. 01:02:17,170 And to your point, if, if he comes back and says, oh, this is like impossible. Of course we will listen to that. Um So I have more specific questions might be helpful. First is a statement. I think the timeline is a little premature given we don’t know what’s going to happen at town meeting with the new building. Um Another also the questions I have are costs. 01:02:42,100 So beyond just the cost of getting this estimate, I would like to know what the cost of getting these estimates would be, um, before I agree. To direct The superintendent Um As such. I also have questions about, um, Massachusetts You know, follows international. Code Um, they don’t have any sort of ashtray. 01:03:10,900 Exemption beyond what’s on the ICC, um, so I have questions about like what the cost differential would be between the ICC and the. Ashtra 241. Um, but overall, I just feel like it’s too early to ask this sort of thing, especially for the new school building where we’re not in design phase, you know. 01:03:30,730 We don’t know, you know, we more questions than answers yet for this. Uh, well, just the members of the, the superintendent gave me an estimate. that he got from his specialist, which was 3 to $5 a square foot. Uh, there’s 127,000 square feet, you can work it out. 01:03:49,800 To to just give an estimate or is that just for the new building that’s that’s that’s for, and I, I guess maybe, and this is I, I. I, I appreciative that your motion was about this so that I understand it because I, I will say in my understanding from David Smith, both in my brief conversation ahead of the 01:04:05,800 meeting and then the meeting when he, when he presented my Understanding was that his focus and his interest and and that may be a misunderstanding on my part was about. The new building. 01:04:29,900 About ensuring that it wanting it to meet this ashtray 241 standard, which is a higher standard and a different standard than is that was my understanding, and it sounds like this motion is a little bit different. 01:04:53,900 This is about the 2nd to last paragraph talking about Trying to bring all of the schools up to this higher it’s weird because the The memo itself seems all one direction except for this one paragraphs paragraph seems to be, I think the timing of it was probably driven somewhat by feeling some urgency that we didn’t go ahead and get approval for a building that’s gonna last 40 or 50 years that That doesn’t meet Um, The current most current ashtray standard. 01:05:14,330 Right, but you’ve decided that you want to meet this standard. That’s not the standard that the state has decided on. You’ve picked a different standard than the state has decided on. 01:05:36,630 You can say that you don’t agree with the state, that’s fine, but I’m just clarifying Made it clear that there’s extra bonuses to schools that go over and beyond their minimum standard. Their minimum standard is 62.1, which is decades old, and, and has significant drawbacks to it. That’s why they, that’s why Ash developed 241. I can say I’m pretty sure that if that if meeting the standard would be at a cost savings. 01:06:01,270 Then there’s not gonna be an issue following this, this recommendation. I don’t think that that’s what we’re anticipating, that this is going to be a cost savings. This is going to be expensive. Well, there’s there’s, I have another that’s why they asked to get estimates for a start, so you’re making a judgment with absolutely no knowledge of the cost. 01:06:21,170 No, no, no, I’m saying that if we were to get again, if we, I’m focusing on the new building. If we were to provide this Uh, which we should. This came from the Board of Health. Um, which my understanding is that you didn’t participate in any conversation about this at the Board of Health. 01:06:38,730 Is that correct? That’s what he said here. And I, I recuse myself from any vote. Yeah, that’s not what he said. You said you didn’t participate in any of the discussions. I’m feeling like that’s not. 01:06:59,900 accurate and it’s not really relevant, um, OK, well what I want to say is this, is that this came from the board of health. We’re going to give it to the school building committee. Not a recommendation. As they are doing their work. That’s very different. 01:07:24,070 Then what you’re talking about now, so let’s talk about The part that you’re talking about now is about retrofitting the other schools would be. The cost and the impact and by the way, vendors don’t charge for doing. Um Budgetary estimates they, they live for it. So there’s more than just the installation too, so the whole standard isn’t available. 01:07:44,800 You have to pay for it, which It was expensive and I didn’t want to pay for it, but there is a summary. geared towards schools, um, and from what my understanding is part of it incorporates. UV light. With the, um, which again, like I would love for our schools to have zero germs. That would be amazing as a parent. However, I’m concerned about the upkeep as well. 01:08:07,800 So like not just installation, but over years of replacing UV lights, things like that. So I just get the line? I don’t think the UV light’s any part of 241 that I’ve read. Oh, so I was only able to see a summary, so I don’t know maybe the whoever wrote. 01:08:27,530 It’s primarily around, uh, At, at peak risk times, upping the filtration and ventilation rates. To set per per um occupant levels in order to, restrict the transmission of disease, for one thing. OK, so I guess. OK, so I do wanna repeat the motion. repeat the motion. Can repeat the motion. 01:08:53,630 I say something? I, I do want to, I’m gonna try to repeat the motions, um, Julia, are you OK if I do that I say something? Can I say something? Are we discussing or are we, is this question, no, no, we’re discussing. I’m just gonna repeat the motion because Trent entered the room and he wasn’t here before. 01:09:09,370 I’m going to repeat the motion and then um and then I do and I take full responsibility. I, I myself got a little bit. Outside the motions and we’re supposed to call each other out on that, so somebody should have yelled at me there. 01:09:23,170 Um, so I think we need to stay within the motion and so Trent, um, and Julia, I don’t know if you can hear me, but so, and please make sure that I get it right. Um, we are looking at the Board of Health recommendation document and David Frankel made a motion, which Amy Kumberer seconded, and the motion was looking at the 2nd to last paragraph in 01:09:43,100 that document. And the motion was to ask that the school committee direct the superintendent to direct the director of facilities to, um, comply with the entirety of the 2nd to last paragraph. Um Did I get that right? Yes, you’re right. 01:10:08,970 Um, so, uh, Julia, I’m sorry, did you have a question, comment. So the motion is that we would Is the motion that we would recommend? No, the motion is that we the motion is that we would incorporate these standards. What? The motion is that we would incorporate the ashtray 241, no, no. 01:10:35,630 The motion is specifically about the 2nd to last paragraph, which does, so it is that we would direct the superintendent to um comply with that, which would require assessment of all 5 district schools developed budgetary protocols for retrofitting the buildings to meet or exceed the ash ray 241 standards and And it would, it says, we request the budgetary estimates be presented to the school committee, school building 01:10:59,370 committees, town select boards, and FINOs by May 30th. Oh, that’s the motion that we do all of those things that’s on the table right now. OK, well, first of all, that’s completely not something I think that we could do, um, just, I’m speaking as me myself. 01:11:22,070 Um, secondly, I think that we are allowed to take recommendations into account and not necessarily make a motion and vote on them, the second we get the recommendation. Um, so to me, I mean, I, I think that it doesn’t mean the recommendation is invalid. It just means that it’s the recommendation, it’s, it’s happening right now. 01:11:46,100 I don’t think necessarily we need to vote 100%. On it right now. And that, that is just me. I also don’t see how we could do the budgetary estimate by May 30th, considering everything we have going on with the town meetings and also considering that the budget Is, has passed, so would this be like a 01:12:09,000 secondary budget? Those are my questions, like, would this be a secondary budget where we have to revise the budget that we’ve already passed. Right, I don’t know. Right, so that’s a good, so that’s a good question. 01:12:26,330 Would you be looking for this because the the FY 26 budget is already been. Exactly. And do we have to revise it and then we have to present or a revised budget to the town meeting to the school committee. When the, when anything happened as a result of finding out what it costs. 01:12:49,270 It depends on what we find out rather than um I imagine she was looking for you that made the motion. Would you be interested or would you be saying you’re hoping to do this in FY 26 or are you, this is, I don’t think this. paragraph implies when When the actual um, Implementation took place. It’s merely trying to get us actual information on which to make decisions. 01:13:12,000 So, yeah, just, if I may, in terms of we have to vote on a budget at town meeting. I don’t think she can hear you. Um, so, so Julia, what, what, what David is saying is that the motion doesn’t actually and doesn’t actually say that this would need to be carried out in a specific timeline. 01:13:32,270 What he’s saying is that the estimate for cost would be would be presented. We would be presented by May 30th. That’s, that’s what he said, correct? OK, got it, got it, got it. Um First, sorry, I’m late. It’s been a long day. Thank you for letting us know. 01:13:52,100 Um, second is, um, we do have a new Capital finance subcommittee. Um And in terms of time frame, and the scope of this, it seems like having estimates. Uh, at the time of the next capital finance, or the first, I guess, capital finance subcommittee. 01:14:16,900 I’m saying, I’m getting the committee wrong, right, because we have like the task force that we just formed and that’s the one I’m trying to. What’s that called? The advisory. OK. Do we have a, a name for the um for the minutes, cause I don’t recall exactly what uh I’m on it. I know that, right, it’s the, the capital advisory. 01:14:35,800 process in the capital advisory about where you’re connecting with the towns and the the capital project. Yeah, the processes that we start, we kick off in April. This is the one turn talk because he just got, you’re on that group now. I’m on that group now. 01:14:51,970 So in April we kick off the new, um, capital process that was voted last year. That is April is the, you know, April through, um, the beginning of next school year is when we’re gathering that information, the subcommittee, uh, would meet. That subcommittee would determine priorities of projects and then send that to the Capital finance subcommittee to determine. 01:15:12,600 What makes sense financially and then that would ultimately come back into the budget process in November. Which is, which is a little tricky with this deadline because the. The budget process for us, as you know, starts late October, early November. 01:15:27,700 Um, which is why we designed it the way we did so that everything could feed into. To to the next budget cycle. OK, so the, the sub subcommittee when is The projected meeting of that. 01:15:55,100 It will happen I think it’s in, I think it’s in late May, early June, the first one, the first one there’ll the be That would be in the fall in the fall as we approach the budget process because you it would have to go back to the, to the Capital Finance Committee in time to make the recommendation for the budget process. So probably August, September, and then October, make the recommendation as we begin the budget process. 01:16:15,800 So granted that we wouldn’t be able to act on New financial information from this motion between now and town meeting, cause there’s no time. Um, would a reasonable amount of time be By August 15th, such that we would get in front of that. Capital finance beating. I mean, there’s a lot going on here. I mean, it, it, it’s kind of Unprecedented for another. body to really give us the sort of Mandate and and. 01:16:44,530 And, you know, report by date, excuse me. Um You know, we, we haven’t even discussed as a Committee, whether this is something we even want to. You know, To move towards that this is a priority of, of this committee. 01:17:08,230 Um, You know, and it’s May 30th date is just completely unreasonable given town meeting and we could have 3 completely. You know, completely different looking we have no idea what’s gonna happen at town meeting. I mean, is that we have you know, so all the subcommittees are going to get. 01:17:28,870 Um, you know, reassigned within the next few weeks and, you know, could be a different set of people sitting here at the table. I, I don’t think though that like the, the wording of this, and I know I’m late, and I’m tired. I’m sorry. 01:17:48,100 The wording of this really directs like the 5 schools, right? Um, uh, what school, right? If you look at it, it’s all about the new school and then all of a sudden it throws in the 5 school. Like talking to the SBC. 01:18:06,000 About, you know, what it would really take, what addition, because I, I know there are the ashtray 241 standard is something that we have discussed as, as a, you know, possible, uh, upgrade there, right? So that’s sort of easy that that could work into the plan pretty easily, but then to go in, you know, say that we’re gonna retrofit the entire district to the standard that we’re not required to meet by the state on the recommendation of another. 01:18:27,070 and given another You know, given this sort of date to report by to all town boards, right? It’s very unrealistic and again, you know, I can’t think of another word besides unprecedented. But I mean, can we, can we admit that environmental, um, factors Likely play an important part in students’ learning experience. 01:18:49,500 And we can, but I mean I think it would be more, it would be more of a priority if we had these sort of sick clusters going throughout our community that we were suddenly panicking about, um. 01:19:08,730 You know, I, I’m not saying that I’m against looking into this, however, just sort of being Told that like now, you know, put aside everything else that we’re doing. You know that we’ve been discussing for the, you know, better part of a year now and and as we look forward to what our, as, as we look forward to what, you know, our next Set of goals are gonna be 01:19:20,630 as a committee. I have no problem. In, in, in, you know, discussing this is, is, you know, looking into, uh, moving there, um, excuse me, moving into this being something that we want to pursue. 01:19:43,000 Um, however, I don’t see it as the priority to the point where we have to be interrupting everything that we’re doing, have Curtis stop what you’re doing, even though we’ve stopped him, you know, for the past 6 months to go and, you know, we go to go look at a new You know, most important set of standards or whatever that he now needs to go and 01:19:57,530 find. Excuse me, um, you know, it’s our job to sort of make sure that as a district where we’re giving Guidance and direction to You know, make it as easy as possible for administration and our teachers and, and to to continuously be, you know, telling them to stop what they’re doing and adding 01:20:21,370 things onto their plate and then giving them the short timelines to meet, um, is not in the best interest of success for our district. I, I agree, but I think that your whole argument is around the timeline. 01:20:36,230 And that’s where I’m like, if, if it’s a given that, and I think that there’s so much on the agenda that it’s best to Come to a conclusion for the that’s just my personal opinion at some point in time. I know I’m late, um. If we can, if, if, if we, if we can give that, um. 01:20:52,800 You know, environmental health is important, and equity for our students is important, it’s, you know, one of the guiding principles that we try to, you know, enact, um, and we have 5 schools, and nobody is ever investigated this. 01:21:13,700 Like it’s, it’s a matter of time frame, right? I agree with you that saying that this should be like the number one important thing right now is, um, Not I think the the best path forward. But could we give it a time frame? And that’s just, because I think that if we do, then we can have it happen when things when it’s not pressing against things happening right now. 01:21:34,470 And if we don’t, then we’re likely saying it’s never going to happen. And I think that we just have to make that decision. Yeah, no, I think you made a really good point there. I, I’d like, I would like to see it. I’d like to start. 01:21:45,170 You know, for us to start thinking about how do we roll these into You know, um. I don’t want to use the word Mandy, but how do we roll these into You know, our discussions with Eric and um, you know, Vinny and, you know, everyone else as this is part of the things that we want you 01:22:02,700 to start looking forward to forward moving um. You know, as part of your plan. Are you coming up with, you know, uh an assessment for. Um, and overall assessment of the buildings, um, over the summer, right? If so, Can we add this to that list, right? When, when does it make the most sense that’s an 01:22:23,630 excellent approach to it, right? When we don’t have students in the buildings when it’s not interrupting, you know, teaching, when we could have plenty of time to schedule people to come in and do free, um, And that could potentially get in front of a fall cap sub. Capital subcommittee. Um, so yeah, go ahead. 01:22:49,100 I just I wanted to look up the things so we had the right dates, the, the CIP calendar is April through August is really reviewing any projects that end up getting submitted in April, uh, September the, the subcommittee, uh, would hold meetings to review the priorities and then prioritize them and then they 01:23:05,000 would send that to the Capital Finance Subcommittee in October, um, to review it in preparation for the budget process. The other thing I would say is I would suggest Maybe talking too legal about this. Because of the binding nature of the The notification, we operate as our own municipality. 01:23:27,630 The towns don’t have the ability to bind in the school department just as we don’t have the ability to bind in the towns. That’s my only suggestion, I think if, if we decide to pursue it as the recommendation and I think it should be on the CIP calendar that we have developed for the reason so that it meets the 01:23:42,170 budget, I just want to say, Eric, I’m, I’m certainly comfortable with running it by legal, but I, I will say I feel like David Smith was very clear. I feel like David Frankel has been clear, and I feel like the letter is clear that this is a recommendation and a request. 01:23:56,430 I don’t Correct. That’s what I’m saying. That’s what I’m saying, um, at least that’s my understanding, and I believe that the motion includes the whole paragraph so the deadline is a problem, right. So, and I do want to focus back on the motion, um. 01:24:15,070 Anybody else have any? I do have something I want to say on the motion. Does anyone else have anything to say on the motion before us uh actually all right. Because I, I have been listening to the meeting. I’m on my way home from Newburyport. I also read the summary that you read. That talked about ultraviolet light. 01:24:35,370 And I have a couple of concerns about that. First of all, I don’t think the system would work as well without the UV light. That’s what’s killing the viruses and most of the bacteria, but My concern, mostly because I couldn’t get past the paywall is where is the UV light in that system. 01:24:55,100 I mean, is there a danger that we’re potentially exposing children to ultraviolet light. So I’m gonna just That’s pause and say, um, I think that while that’s a Important question. I think it’s outside of the motion, um, because the motion is really about. 01:25:28,900 Do we want to get Cost estimates for retrofitting to meet this standard. If we were to get those cost estimates and it turned out that we were able to answer the questions about how They work It doesn’t say we would actually have to, in other words, if there were safety concerns or or cost concerns, which I’m guessing there will be, um, then those 01:25:49,170 would be later. I mean, is that your understanding this paragraph does not say that about discovery. OK. So, um, OK, go ahead. I was just gonna say I’m I’m in support of moving the timeline. I like the idea of the capital finance super subcommittee reviewing more. 01:26:08,800 I would also be interested in a recommendation from the school building committee, given that there’s people on that committee. who have more of an expertise, um. I don’t know if that’s an amendment from the amendment motion is kind of in the rest of the, the, the rest of the letter addresses that they’re recommending to the school building committee. 01:26:26,470 Talking about Um, and, I mean, I will just say to that part, I mean, my feeling is that We will pass this letter on to the school building committee. As is appropriate for us to do. I mean, we don’t know what whether the project is going to pass or not. So in other words. 01:26:47,430 It if the project passes, then the school building committee, this is one of many, many recommendations that they will receive. I actually inquired with Eric. I said, well, how would it work, for example, if the fire department has a new recommendation that they and he actually shared with me that that’s actually already occurred that. 01:27:11,800 Other departments have, you know, new regulations, new things that come up and they bring those directly to the school building committee and then those just like this, it’s a recommendation being made that it gets. 01:27:28,870 You know, Cos it out and decisions get made about this costs a certain amount of money and because if the project were to pass, you know, there’s a cap, you can’t go over that cap, so then you have to make decisions about if we choose to do this, what other things are we going to take away? And that is true of all of those things like in other words, if suddenly you need, 01:27:43,270 you know, 12 more fire hydrants. It’s the same conversation. I made that up to anyone who knows anything about firefighting, that’s not a real thing. Um, but, you know, then. It’s the same conversation like, OK, that’s gonna cost 10 amount. 01:28:00,600 How do we take something out? I mean, so I think But as I said, there’s um, The my understanding of MSBA is that they specifically incentivizing going beyond the, the basic standards for indoor air quality. And, uh, and it’s like 1% of the total value of the project, so you do the math. It’s significant. 01:28:20,800 So, I, I don’t think that I don’t, I guess I only speak for myself, but I, I genuinely don’t think that if If it turns out that it is less expensive to build the building with a higher standard for air quality. I don’t think anyone is going to be opposed to that.. I think the. 01:28:42,100 concern is, is More about I’m, I think I’ve said it already. This is gonna get passed on. We’ll see how much it costs. We’ll see how it gets in the new building I’m asking for, but the motion before us is not about the new building, it’s about the existing buildings. 01:29:01,870 It actually, it’s both because of the way that it was worded, right? And that’s what I’m looking at now because the, the, the, it was meant to cover, I think, right, but they’re, but they were two different things here within this paragraph because you’re explicitly committing to incorporate the ashtray 241 standards into the new school public construction, while urging. The um. 01:29:27,470 Urging the district to look into vendors. For the remaining 5 schools or for the 5 schools throughout the district. Um, to develop budgetary proposals, right? So there’s a two very different things. Um You know, where one, you’re basically, we, we’d be mandating the SPC to include the ashtray 241 standards under this. OK. 01:29:54,070 So I’m gonna just We have, I mean, we have a motion on the table. Do we feel like people are ready to vote on the motion that’s on the table. Say it again. I’m sorry. I’m gonna try. Um I’m gonna try to make sure that I understood what David Polito just said. 01:30:17,170 Yeah, OK. OK. The motion on the table, well, OK. Right, I will repeat it, but I do, I think. I will repeat it, but I do understand what you just said. OK. The motion on the table. Is that the school committee would direct The superintendent to direct the director of facilities. 01:30:48,000 To comply with the entirety of the 2nd to last paragraph of the recommendation by the Board of Health. Correct, David. OK. Thank you. I guess with the possible exception of the uh, The date I think was, was um. 01:31:14,170 point Well, and, I mean, in other words, and so we’ve got had lots of points, like, in other words, I, I’ll just say I just heard David’s point that it does, in fact, that paragraph says, we strongly recommend the school committee and school building video explicitly commit. 01:31:33,970 To incorporating, so that’s a little unclear like if they’re strongly recommending, but they’re saying we explicitly commit that those are two kinds of different things recommend, you know, my understanding from the presentation by David Smith, my conversation with David Smith and the gist of this letter in general is that it is a recommendation. That’s correct. But David Polio is correct that it does say explicitly commit in this paragraph. 01:31:53,070 Maybe the way to word it is, is to contract down to the language that That we simply assigned to get the budgetary estimates, and I do understand and people maybe are gonna make other Suggestions, but I’m, I’m at the point I will take the will of the committee. 01:32:15,230 I feel like we could vote on this motion something to say, we can continue forward. That makes sense. It’s getting really. Yes, let’s vote. OK. So I just repeated it. Everybody knows what the motion is. OK, um, Jen, no. friend. Uh, Amy David. Uh, Frankel, yes David Polito. Jane is a no Um. Oh Julia. 01:32:48,630 No, OK, and so that was um one in favor, 5 oppose opposed. That, sorry, 6 of pose, um, and the motion fails. I’d like to make a motion. Go ahead. I move that the school committee direct the superintendent to direct the director of facilities. 01:33:14,000 To assess all district schools and develop budgetary proposals for retrofitting these buildings to meet ashray 241 by September 1, 2025. Do we have a second? Second, Sung by John Carr. May I make a friendly amendment? But assuming that this does not cost the school district anything assuming it’s free. I accept, assuming the, uh, you, you’re talking about the the estimate estimate as long as we don’t pay for them, there’s no harm in doing them. 01:33:40,100 We don’t have a budget for it, so yeah we don’t have a budget for it, so OK, so let me try to, um. state. Um, the friendly friendly amendment threw me on my restating. Hold on. Um, uh, the motion was to direct the superintendent, to direct the director of facilities to Um Develop budgetary proposals for retrofitting all 5. 01:34:13,100 Buildings to meet Ash all district buildings so that we get around how many buildings district buildings to meet or exceed Ash 241 standards, um, and present those estimates by September 1st. Oh 2025. 2025 with The caveat that There’s no cost. There are no costs to creating those estimates. 01:34:36,530 Is that correct? Discussion. I, I think that if we move to the All schools it’s better because then. Cause I was gonna say we left out the new school plan and that, but I think it’s covered now. Yeah, I like all schools, that’s good. 01:35:01,900 And you know, if the building doesn’t pass, this is definitely something we want to address, so. I like it. OK? Other discussion? Um, I We’ll say Um While in theory, I I’m not, I’m not opposed, of course, to. I guess I’m not really comfortable with having just I guess I don’t really like having a deadline. I don’t, um. 01:35:37,370 I might be more open, but I am reading the room, so. I might be more open to something. That was more like. You know Getting information from the district about I guess I’m just, I’m not comfortable with the deadline. I’m not, but that’s OK. 01:35:59,900 We’re we’re a really good point where if you don’t put a deadline on sort of fall off the face of the earth and I do think it’s the right time that if there was something that was feasible that we could then roll into next year’s budget cycle. I just, I feel uncomfortable with reading it and making a deadline all in one night. 01:36:15,500 I feel like that. I’m a little uncomfortable, but I’m reading the room, so that’s OK. I mean, just use the CIP calendar, you’re gonna, you’re gonna, you’re gonna have your estimates by August so that they go to the CIP committee in September. For prioritization and then in September, they send them to the Capital Finance Subcommittee. 01:36:34,000 Developing the budget process. So if you use, you’re, you’re right there. I mean, you’re, you wanted it September 1, but the The meeting actually occurs in September, so. 01:36:52,600 If you follow that process, we already have it established for that reason and then really it’s just saying, The committee saying to me to make sure that the director has these estimates, well, this, this. This estimate involved in the CIP calendar, which kicks off in April 4, 5 months. So does it feel like we’re jamming it in? Anywhere in the summertime because. They need access to buildings. One of my questions is being presented to the school committee or to the advisory committee within. 01:37:15,330 The capital subcommittee. Um, but you mean to the school committee, we circumventing the new procedure that we Trying to implement with yeah, we don’t, I mean, in other words, that’s a good point. 01:37:35,870 I don’t actually know what, I mean, that’s a good point and that like this was written by the Board of Health and That’s not up to them to decide which. Well, I think if we’re using that sort of September 1. date as a um You know, sort of to, to try and make it into that subcommittee meeting. 01:37:53,600 I, I think that’s sort of where we want to aim it to go right to Have the to be able to have them to have the information. Right, to make the recommendation to to make a recommendation to then make the recommendation. Right, no, no, no, right, right. 01:38:11,900 I, I don’t know that I’m actually not sure that in your Motion that Trent really qualified whether it goes to, uh, uh, you know, I, I guess to me there’s no reason it can’t go directly to the thin. 01:38:31,070 To Is that your question? So Eric Tracy to to be distributed as you look I, well, and, and I don’t want to believe her just that I’m, because I can see that I’m I can see it. I, I mean, I just wanna. Arrogant sounds like. You’re feeling like this is doable. I’ll do whatever the kid wants me to do. I mean, I, I think it’s think it’s I think it’s as close to the process that we have. 01:38:53,800 You know, I might be off for a couple of weeks because the, the committee might not meet until September 3rd, but I think that either way, the process. Forces us to get whatever projects we put forward in April, but I think the sort of tying into that process is exactly what. 01:39:13,630 I feel in reading that and sort of hearing everything that that that’s what the Board of Health is asking us to do. And I think we’re, we’re You know, sort of making them happy in, in, in adding that. To our agenda. Time frame. Um Anyone else? OK. Looks like we’re ready to vote. Uh, David Palito? David Franco Amy, yes. Yes. Yes, Julia. 01:39:48,900 No, is a no. Um, all right, and that is, I’m sorry,,,,,,, 12345 in favor and 2 opposed, and the motion passes. OK. Um Next up, I don’t I think we have anything from you, Vanie? Is that correct? OK? Um. Uh, capital finance. 01:40:27,270 Yeah Um, so capital finance didn’t meet this week due to, um, various illnesses and kids not being where they’re supposed to be, where they’re supposed to be. So we moved our capital finance meaning to, um, next Tuesday, the 25th. Uh, what time, OK, that’s what I’ve down. Thank you for it. So, Tuesday the 25th at 3. OK. Thank you. 01:40:53,900 Um Policy. We have a couple of policies here. Yeah, I don’t know who wants to speak about these. Um, I know, Vinnie, do you wanna explain? Yep, I can speak about uh over a little over a year ago, uh, new mass general law was updated to increase thresholds. 01:41:17,000 On our purchasing requirements, uh, they updated the threshold for invitations for bids from 50,000 to 100,000. And anything, um, Under 50,000 and I’m sorry, anything under 100,000 would require uh the solicitation of 3 quotes. So this threshold is being updated to match, uh, the new match general law. OK. Thank you. Um, and policy has reviewed these. 01:41:45,000 Do you want to tell us anything about them? Or you feel like that’s I feel like that kind of explains everything has reviewed. See these. OK. Um And what uh what are just uh who is the chair? Did you guys vote? I am the chair of the excellent, um. And what are you looking for us. 01:42:11,370 Cuz it’s the first reading, you want us to. Just the first two notes. You have any notes by the committee. And then we’ll put it in for a 2nd reading next time. Anybody have any thoughts? Oh Um, Vinnie, I will just say you answered. 01:42:37,000 I had already inquired with the superintendent, but that was my question was this is just an update of the law, and we’re just, that’s all we’re doing here is meeting it up specifically for school districts and regional school districts to help with the administrative. um burden of Procuring. Um, right, thank you, policy. Do you have anything else? We have an upcoming meeting on April 9th. 01:43:04,870 Um, I do have that. All right, uh, negotiations. Nothing, nothing. I’m sorry. I was helping you out there uh negotiations. I was quiet. And the secretary’s report, um, I know we’ve been doing some sort of work behind the scenes but I haven’t even had a chance to look at it I will say I did I did go on and 01:43:29,870 look at the list of, um, outstanding minutes. I did see that. No, I have a couple too. Would you, yeah, no, no, no, I, I’m saying I did. I’m actually only just noticing that I did see that. 01:43:48,070 There were some members of the committee that had definitely logged on and checked things off, but not all members of the committee. So I hope people have taken their time to actually check in and also, um, Julia and Jen, you both have the same initials, so JC is not helpful on your initial on on your initial. I somebody put JC in there. 01:44:11,000 That could have been even more religious. That’s right, it could be. Yeah, so I don’t, I don’t remember, but I just was like, huh, well, so one of them has that, um. I mean, you know, and David can just start putting D. D. 01:44:26,270 Uh, but yeah, so there has been, uh, movement on that. I’ll, I’ll, I’ll just I, I promise I before our next meeting, I will go in and clean that up. OK Um Thank you for that. 01:44:38,870 And I do think, yeah, maybe at the next meeting we can go through the chart because I know that will have been a little progress at least, so thank you, um, all right. Eric Uh, a couple of quick things. I got the opportunity to experience the elementary jump rope assembly, which was fascinating, um. Still not sure how the gentleman that did the tricks did some of them, but, uh, it was fun for the kids to. 01:44:59,000 Um, see and learn about jumping rope and learning about some of the things like teamwork when you’re doing team rope jumping and he was, he had a really good message across each of the 3 elementary schools, so that was fun for the kids. MCAS is coming up over the next few weeks. 01:45:15,070 We’ll be dealing with MCAS, uh, ELA in high school, middle school first starting next week and then it’ll shift into the elementary schools in the first week in April. 01:45:34,730 So each of the schools has posted on the district calendar when their days are, so people want to check that out and then the um field project is back up and running. We were shut down on one section of the field project from November 15th to March 15th. 01:45:52,900 So they have uh restarted work, um, and there’s so far right on schedule, they should be done, uh, at some point in July and then we’ll do a punch list with them and hopefully be able to open up and be ready in the fall. for Q. No. Right? um. I don’t really have a chairs report, which You know, I could make something up, but I don’t have anything. Um, does anyone have topics for future meetings? Before that, um, since Tra missed the discussion of the brochure. 01:46:20,730 I, I don’t know whether he has the appetite or the energy to weigh in on. Um, the point that I was making. Um Which was about the with all due respect, it’s already been voted on, but it could be voted on again. No, no. What, when, when’s our next meeting, April 3rd? April 3rd. 01:46:44,170 Yes, our next meeting. Is that what you’re asking? Yeah. Um, next meeting is April 3rd. Um I just wanted to hear his futures? Um we could do about it. On April 3rd anyway. Because it’s gotta go, everything’s gonna be in. 01:47:02,900 At the end of the week and it’s going to print. Right, that has to be approved by the, uh. Moderators. It goes to them Monday. OK. Well, and I, I will just say to the entire committee, um, I always encourage you all. Review the the. 01:47:26,370 Agenda ahead of time and if you have questions or concerns, it’s always a good idea to direct those ahead of the meaning to the superintendent. People have opportunity. Oh I think I think I have had Well Sorry, I’m suddenly very tired, um. The Like kind of the town. I can just guess things that you could be talking about. 01:47:56,270 A regional agreement that oh yes, so we have, um, we met, we did meet, um, We haven’t really, well it was a It’s it’s suddenly got 9 o’clock in here. Well, it’s a good, well, we had a good discussion. 01:48:21,870 We, we were really, um, We’ve got some clarity with, um, the towns that what we really need from both towns is written documentation of what it is that they want in the regional agreement. And so, They need to act. 01:48:43,800 The next step is that both towns actually need to bring How, how is this being taken care of is that the I thought the lawyers are gonna sit before the lawyers, in other words, the school committee has submitted a redlined version of what. We want and we sat with the two towns and they sort of made verbal suggestions of what they wanted, and now they’re clear that actually what they’re gonna need it is in order for the two lawyers to sit down, they actually need to. 01:49:00,070 Write and they have, they have the town manager and then a representative of the select board of each town. Um So Um So yes, the idea is that once we have those. The Language of all three entities that the lawyers can hopefully sit down and hash out the language into legal language. 01:49:25,070 Um, they’re not, you know, we’re not expecting them. They can put it in whatever kind of language, so does that answer your question? Uh, yeah, because in, in sort of just telling David that that had to be in by a certain date and I was like, oh, it’s cause of all the stuff is from the regional 01:49:38,970 agreement,, right, well, actually, well, yes, although that also has to be it because the town yeah is there any hint that either town wants to pull out of the agreement or modify it with incorporating other towns or anything like that. Not that I have heard, no. OK. Just curious. Um So Um, stuff like that usually stems from. 01:50:01,730 Our branch Mm-hmm Yeah, no, so there’s You know, so, yeah, we will see. I, I think we, we do have another meeting scheduled. I don’t know when it is. It’s in. 01:50:24,630 I just was wondering where we were, yeah, in April Yeah, and, and, and the hope will be that at that meeting of all three entities will be able to say, these are the things we actually want and then they can bring it to the lawyers. Um OK, um, topics for future meetings? Others. The high school start times are scheduled at some point in time, right? I’m Oh yeah that is a good topic. 01:50:50,370 When, when do we plan to revisit that topic? The high school start times. So we’re gonna Go backwards, we’re going to put out a survey now in spring. So that we can Gathering new information, we had done it in 2 years ago, I think. 01:51:05,730 So we put a new survey out in the spring, see where people are at then. We’re probably gonna need a. A subcommittee to, to go through it all and figure out what. Where people are at for Some of the little obscurities. 01:51:21,270 There’s a lot of obscurities that, that have to be figured out like bussing and things if the new building passes, right, that throws not throws everything off, but because it’s gonna change the bus, right, right. Actually should help us to isn’t there also the whole synchronization of sports with the surrounding other schools. Is that, is it your plan to? feel that out to see whether it’s the subcommittee would be. 01:51:51,170 I see, OK, yeah, we’ve already actually the North Shore superintendent’s roundtable has talked about that a little bit, some districts are interested in. Exploring it and others are not, so it’s a matter of trying to get everybody on the same page. My school starts at 7. 15. It’s obscene. Middle of the night. Um, OK. 01:52:14,070 Anybody have anything else? No Not for now. I move that we adjourn. All right, Julia. Yes. Yes, Trent. Yes. Amy, yes, yes, yes. Thank
