I live at 2027 Home Street in Hamilton. 2027 Home Street in Hamilton. Um, I'm here as chair of the Um, I'm here as chair of the Town of Hamilton Board of Town of Hamilton Board of Health. Uh, uh, first I want to Health. Uh, uh, first I want to thank you for giving me my 3 thank you for giving me my 3 minutes. Purpose of my being minutes. Purpose of my being here is to deliver a letter here is to deliver a letter which I have just done, um, at which I have just done, um, at the start of the meeting, uh, the start of the meeting, uh, the letter that conveys the the letter that conveys the results of discussions and results of discussions and votes taken, um, at last week's votes taken, um, at last week's meeting of the joint. Boards of meeting of the joint. Boards of the town of Hamilton and town the town of Hamilton and town of Wenham, board of Boards of of Wenham, board of Boards of Health. Uh, the subject of that Health. Uh, the subject of that letter is The adoption of ash letter is The adoption of ash ray standard 241 for indoor air ray standard 241 for indoor air quality and the proposed new quality and the proposed new elementary school. The elementary school. The discussions and the votes that discussions and the votes that were taken, uh, concerned were taken, uh, concerned indoor air quality, mainly in indoor air quality, mainly in the proposed new, um, the proposed new, um, elementary school project. Uh, elementary school project. Uh, the letter self-explanatory, uh, the letter self-explanatory, uh, we expect no action by the we expect no action by the board tonight or by the board tonight or by the committee or the administration committee or the administration tonight. What we do expect is tonight. What we do expect is that, um, the, the letter will that, um, the, the letter will prompt uh some open public prompt uh some open public dialogue on the subject. And, dialogue on the subject. And, uh, Give you some basis for uh, Give you some basis for consideration of our consideration of our recommendation. We felt that recommendation. We felt that the subject deserved open the subject deserved open public debate because, um, and public debate because, um, and of course directly affects the of course directly affects the health of students, uh, staff, health of students, uh, staff, and faculty that would be using and faculty that would be using the new facility. I do want to the new facility. I do want to point out an important caveat point out an important caveat to this. In the discussions to this. In the discussions that we had and in the votes that we had and in the votes that we took at the joint board that we took at the joint board meeting, we recognized that one meeting, we recognized that one member of the Wenham Board of member of the Wenham Board of Health, that's David Frankel, Health, that's David Frankel, who's here tonight. Uh, sir is who's here tonight. Uh, sir is also on this committee and we also on this committee and we were very concerned about were very concerned about either the fact or the either the fact or the appearance of a conflict of appearance of a conflict of interest in David's role on the interest in David's role on the school committee and his role school committee and his role on the Len Board of Health. So on the Len Board of Health. So we asked David to recuse we asked David to recuse himself from all the himself from all the discussions on this subject and discussions on this subject and to abstain from voting and that to abstain from voting and that is exactly what happened. He is exactly what happened. He did not get involved in the did not get involved in the discussion. He did not vote. So discussion. He did not vote. So when the letter we mentioned when the letter we mentioned there was the unanimous of uh there was the unanimous of uh approval of the vote to make approval of the vote to make this statement to the school this statement to the school committee. It was all three committee. It was all three members of the Hamilton Board members of the Hamilton Board of Health and the two voting of Health and the two voting members of the Wenham Board of members of the Wenham Board of Health, excluding David. Um, 30 Health, excluding David. Um, 30 seconds look forward to. 3 seconds look forward to. 3 minutes. We look forward to uh minutes. We look forward to uh follow-up dialogue with you on follow-up dialogue with you on this. Thank you. Thank you. Oh, this. Thank you. Thank you. Oh, by the way, I had no admin help by the way, I had no admin help this afternoon, so I had to this afternoon, so I had to hand you hard copies tomorrow hand you hard copies tomorrow morning I will email to both of morning I will email to both of you the electronic file copy of you the electronic file copy of that letter. Thank you. OK, uh, that letter. Thank you. OK, uh, Mr. Tracy's still nobody in the Mr. Tracy's still nobody in the Zoom room? OK, and it doesn't Zoom room? OK, and it doesn't appear that there's any further appear that there's any further comment in the room here. Um, comment in the room here. Um, so at 7:05, we will close, uh, so at 7:05, we will close, uh, public comment. OK. Uh, next up, public comment. OK. Uh, next up, um, I am actually gonna read a um, I am actually gonna read a portion of our school committee portion of our school committee protocols. Uh, as elected protocols. Uh, as elected members of the Hamilton Wyndham members of the Hamilton Wyndham Regional School Committee, we, Regional School Committee, we, including the superintendent, including the superintendent, except the high honor and trust except the high honor and trust that has been placed in us to that has been placed in us to ensure that the students of the ensure that the students of the district receive the best district receive the best education possible. To that end, education possible. To that end, we hereby commit to the we hereby commit to the following in the conduct of our following in the conduct of our business. Number 11. A school business. Number 11. A school committee meeting is a business committee meeting is a business meeting that is held in public, meeting that is held in public, not a public meeting. The not a public meeting. The committee will make every committee will make every effort to ensure meetings are effort to ensure meetings are effective and efficient. OK, uh, effective and efficient. OK, uh, next up, Amy is going to read a next up, Amy is going to read a portion of the school committee portion of the school committee mission statement. The Hamilton mission statement. The Hamilton Modern Regional School District Modern Regional School District school committee's mission is school committee's mission is to ensure our schools create to ensure our schools create graduates with a passion for graduates with a passion for lifelong learning, together lifelong learning, together with the critical skills needed with the critical skills needed to maximize their potential. to maximize their potential. The Hamilton Wyndham Regional The Hamilton Wyndham Regional School Committee will lead and School Committee will lead and inspire a district that inspire a district that attracts and retrain retains attracts and retrain retains high quality educators by high quality educators by acknowledging and respecting acknowledging and respecting their expertise and their expertise and professionalism. Thank you. Um professionalism. Thank you. Um Does anyone have any items that Does anyone have any items that they'd like to hold from the they'd like to hold from the consent agenda? No, uh, Jen, consent agenda? No, uh, Jen, would you be willing to make a would you be willing to make a motion? I move that we accept motion? I move that we accept the consent agenda as written. the consent agenda as written. Do we have a second? Seconded Do we have a second? Seconded by Amy Kumburger, um, all those by Amy Kumburger, um, all those in favor. That is unanimous of in favor. That is unanimous of the 4 members present and the the 4 members present and the motion passes. Um, OK. Next up motion passes. Um, OK. Next up is the, uh, meat, meat of the is the, uh, meat, meat of the meeting, which is, um, The town meeting, which is, um, The town meeting flyer, um. I don't know meeting flyer, um. I don't know whether Eric, you want to start whether Eric, you want to start or Amy. Uh, I Yeah, OK, so each or Amy. Uh, I Yeah, OK, so each year we put together a flyer, year we put together a flyer, usually a single page, usually a single page, two-sided, um, to help the two-sided, um, to help the public to understand not only public to understand not only the school department budget, the school department budget, but also any other items that but also any other items that may be on uh the warrant at may be on uh the warrant at their respective town meetings, their respective town meetings, uh, the flyer that is attached. uh, the flyer that is attached. Uh, currently is a first draft Uh, currently is a first draft of um What we found to just be of um What we found to just be like very similar to what we've like very similar to what we've done in the past, um, not, done in the past, um, not, there's not a lot of fanciness there's not a lot of fanciness to it, and, uh, it helps us to to it, and, uh, it helps us to kind of tell the story fairly kind of tell the story fairly easily on the backside is the easily on the backside is the elementary school project by elementary school project by the numbers, um, Some of the the numbers, um, Some of the feedback we have received is it feedback we have received is it was, it's a little bit wordy. was, it's a little bit wordy. This is really a document that This is really a document that is only shared during town is only shared during town meetings, so it's kind of a one meetings, so it's kind of a one stop shot, um, uh, and so Amy stop shot, um, uh, and so Amy and I did a little more and I did a little more brainstorming and uh came up brainstorming and uh came up with uh a secondary version, um, with uh a secondary version, um, that looks a little bit that looks a little bit differently in the front, um, differently in the front, um, and slightly different in the and slightly different in the back. So we'll start with the back. So we'll start with the first one, just maybe get some first one, just maybe get some comments on the first one if comments on the first one if that's OK? Do you wanna? I just that's OK? Do you wanna? I just want, I, I, I don't have, I want, I, I, I don't have, I don't want to talk about this don't want to talk about this yet. I just want to make sure yet. I just want to make sure that because I know I wasn't that because I know I wasn't clear. I wanted to make sure clear. I wanted to make sure that the rest of the committee that the rest of the committee is clear about the timing that, is clear about the timing that, um, that. We, so we have time, um, that. We, so we have time, even though the agenda says even though the agenda says approve the Tammini fire. We approve the Tammini fire. We actually Have time to bring it actually Have time to bring it back. To one our next meeting back. To one our next meeting and we would still have time. I and we would still have time. I just want to make sure because just want to make sure because I had not been clear on that, I had not been clear on that, so I don't know if other people so I don't know if other people were confused on that, so on were confused on that, so on the 20th we have an opportunity the 20th we have an opportunity to see a next like final draft to see a next like final draft approve that one and get it to approve that one and get it to the moderator. And I I must say the moderator. And I I must say I found the first paragraph I found the first paragraph confusing based on What I had confusing based on What I had recalled. Um It it talks about recalled. Um It it talks about getting a 51.28%. um getting a 51.28%. um reimbursement. Um But I guess reimbursement. Um But I guess that the caveat is of that the caveat is of reimbursable costs because reimbursable costs because we're actually only getting we're actually only getting like 38%. Back of the gross like 38%. Back of the gross cost. Is that correct, um, Yes, cost. Is that correct, um, Yes, 51% of the reimbursable costs, 51% of the reimbursable costs, both are correct they're both both are correct they're both correct. So what is, you know, correct. So what is, you know, can you give us a broad can you give us a broad description of what's not description of what's not reimbursable. Sure, things like, reimbursable. Sure, things like, um, Uh, closets, so storage um, Uh, closets, so storage closets, storage units, um, closets, storage units, um, places that exceed the, the places that exceed the, the state's numbers, so the initial state's numbers, so the initial design for 740, uh, student design for 740, uh, student school had 32 classrooms school had 32 classrooms because the state uses 23 because the state uses 23 students, uh, average in a students, uh, average in a classroom. So if you do simple classroom. So if you do simple math, 740 divided by 23 is 32 math, 740 divided by 23 is 32 classrooms. Our plan, uh, tends classrooms. Our plan, uh, tends to Uh, is, is designed to keep to Uh, is, is designed to keep what we currently have. Uh, what we currently have. Uh, average class size at the average class size at the elementary school of 19 and um elementary school of 19 and um kind of forces us to add a few kind of forces us to add a few more classes. So those extra 3 more classes. So those extra 3 classrooms become, become classrooms become, become non-reimbursable. Um, so those non-reimbursable. Um, so those are types of spaces that would are types of spaces that would not be reimbursed. Uh, it's not be reimbursed. Uh, it's based on a total square footage based on a total square footage minus. Things like, uh, minus. Things like, uh, actually, believe it or not, actually, believe it or not, teacher lunchrooms are not teacher lunchrooms are not reimbursable, uh, adult. Uh, reimbursable, uh, adult. Uh, preparation rooms for classes preparation rooms for classes are not reimbursable, so are not reimbursable, so there's a lot of Things that there's a lot of Things that are That you would think would are That you would think would be automatic that are not. So be automatic that are not. So can I, Eric and Eric and, can I can I, Eric and Eric and, can I just interrupt the two of you, just interrupt the two of you, um, I don't, This is actually, um, I don't, This is actually, I, I think this is important. I I, I think this is important. I wondered if we want to sort of wondered if we want to sort of back up and maybe have Amy give back up and maybe have Amy give us an overview of the document us an overview of the document before we get into the. I, I before we get into the. I, I cause I also have I was just cause I also have I was just confused because what always confused because what always stuck in my head was, no, no, stuck in my head was, no, no, no, I think it's super it's. I, no, I think it's super it's. I, I wasn't trying, I, I really I wasn't trying, I, I really just want to make sure Amy gets just want to make sure Amy gets an opportunity to sort of talk an opportunity to sort of talk about the like 3000 ft view about the like 3000 ft view first and then we can talk first and then we can talk about all the details of the. about all the details of the. Sure. Um, Eric, do you have the Sure. Um, Eric, do you have the other version one that has the other version one that has the text on it? Do we want to look text on it? Do we want to look at that one? This one? Yeah, so at that one? This one? Yeah, so the, so the draft that's on the the, so the draft that's on the exhibit, I have updated. Now exhibit, I have updated. Now there's 2 options. The first there's 2 options. The first one is more similar to the one is more similar to the draft that's on the exhibit draft that's on the exhibit with a more in-depth look at with a more in-depth look at the FY 26, uh, other total the FY 26, uh, other total revenue breakdown, so. That revenue breakdown, so. That text on the right is new. Um, text on the right is new. Um, but this is similar to what we but this is similar to what we had last year, which is kind of had last year, which is kind of how the budget is constructed. how the budget is constructed. The assessments, the breakdown The assessments, the breakdown of the assessments, um, with of the assessments, um, with the budget covers. Just kind of the budget covers. Just kind of at a bird's eye view, and then at a bird's eye view, and then just a call to vote at the just a call to vote at the bottom. With an ampersand, so bottom. With an ampersand, so everybody understands they need everybody understands they need to vote out. Both town meeting to vote out. Both town meeting and uh town election and then and uh town election and then the backside of version one has, the backside of version one has, oh, this is version 2, which is oh, this is version 2, which is fine. We can talk about this fine. We can talk about this one. We go back to one right one. We go back to one right here. This is, this is the here. This is, this is the original that was on this one original that was on this one is definitely more of a novel is definitely more of a novel format, meaning it's long, um. format, meaning it's long, um. With a lot of text. Where I With a lot of text. Where I tried to put together a lot of tried to put together a lot of the frequently asked questions the frequently asked questions that we get, and on the left that we get, and on the left side and then on the right is a side and then on the right is a breakdown of the project cost breakdown of the project cost and the responsibility for the and the responsibility for the different parts of the cost, different parts of the cost, and then a chart, 2 charts. Of and then a chart, 2 charts. Of what this means could mean for what this means could mean for my taxes with. An average my taxes with. An average single family home breakdown single family home breakdown just so people can kind of. just so people can kind of. Look at the numbers, um. And Look at the numbers, um. And then at the bottom left, we then at the bottom left, we have a QR code to the have a QR code to the elementary project page. So, elementary project page. So, and I'm sorry, are you Oh well, and I'm sorry, are you Oh well, should I just go through should I just go through because I do want to say a because I do want to say a couple of clarifying things, couple of clarifying things, but go ahead and then 2 is but go ahead and then 2 is identical except the long form, identical except the long form, the first page is identical, the first page is identical, the back, um, there's a nice the back, um, there's a nice image now of the school project image now of the school project rendering and instead of that rendering and instead of that long form text are kind of long form text are kind of bullet points. With the same bullet points. With the same exact content, just kind of exact content, just kind of broken down into Um Organized broken down into Um Organized subheads. OK, so, thank you. I, subheads. OK, so, thank you. I, so I just put for clarity's so I just put for clarity's sake, I just wanna make sure sake, I just wanna make sure everyone understands. I know, I everyone understands. I know, I think the committee understands, think the committee understands, but just if, if anyone else is but just if, if anyone else is watching at home that they watching at home that they understand that this Represents understand that this Represents only the piece of paper that only the piece of paper that people are getting at town people are getting at town meeting. It doesn't represent meeting. It doesn't represent like, in other words, we have like, in other words, we have all kinds of other information all kinds of other information if you use that QR code. That if you use that QR code. That goes into it. So this is, this goes into it. So this is, this isn't getting. You know, isn't getting. You know, distributed anywhere it's, it's distributed anywhere it's, it's really for like you walk into really for like you walk into town meeting and you want to town meeting and you want to have something in your hand have something in your hand that you can read and that you can read and understand. I just want to make understand. I just want to make sure. um, is the committee, uh, sure. um, is the committee, uh, so my thought, and Amy, I will so my thought, and Amy, I will take, but my thought was to take, but my thought was to maybe take it like start with maybe take it like start with this page, page one and maybe this page, page one and maybe have first questions or have first questions or comments about the sort of comments about the sort of visual presentation and then visual presentation and then have questions and comments have questions and comments regarding the actual content regarding the actual content and then maybe do the same and then maybe do the same thing on the 2nd. Sure, that, thing on the 2nd. Sure, that, that will work as a structure, that will work as a structure, um, so the first, the one that um, so the first, the one that this is on the on the agenda this is on the on the agenda and then so everyone's clear and then so everyone's clear that there are two versions. that there are two versions. One is the one that was on the One is the one that was on the agenda, and then the other one, agenda, and then the other one, if you can put the second one if you can put the second one up there cause we don't have up there cause we don't have that one. The revive that one that one. The revive that one because we don't have that one because we don't have that one came out late this afternoon. came out late this afternoon. It's it's fine. That's, I mean, It's it's fine. That's, I mean, that's why we're doing this that's why we're doing this exactly a discussion. So, all exactly a discussion. So, all right, so dive right in. What right, so dive right in. What do people think? Questions, do people think? Questions, comments about just the visual comments about just the visual look of it. I have thoughts, look of it. I have thoughts, but I don't wanna just, I want but I don't wanna just, I want other people to talk. Go ahead, other people to talk. Go ahead, Jen. Is there a way to put a Jen. Is there a way to put a figure there that shows. The figure there that shows. The percent increase in between percent increase in between 2024 and 2025. Um, because 2024 and 2025. Um, because those are big numbers if you those are big numbers if you just look at them out of just look at them out of context. It's on the right hand context. It's on the right hand side of this. You don't have side of this. You don't have that one yet. This is what they that one yet. This is what they updated. Can I, can I, can you updated. Can I, can I, can you make it bigger? Oh yeah, there make it bigger? Oh yeah, there we go. Jen, do you mean 25 to we go. Jen, do you mean 25 to 26, just to make sure this 26, just to make sure this budget to the last budget. budget to the last budget. Where's the Where's the percent Where's the Where's the percent increase on Where's the percent increase on Where's the percent increase on Where's the percent increase on Where's the percent increase on see right here 4 increase on see right here 4 4.53. OK So we didn't keep it 4.53. OK So we didn't keep it under the 2.5%. No. No, we under the 2.5%. No. No, we never go with, with using the never go with, with using the excess and efficiency. Was to excess and efficiency. Was to keep it under. The override. It, keep it under. The override. It, it's still, it's still under it's still, it's still under the override because we're only the override because we're only a percentage of the overall a percentage of the overall budget. But our Hamilton and budget. But our Hamilton and when I'm going to put those when I'm going to put those into the overall budget them into the overall budget them because sometimes they do and because sometimes they do and sometimes they don't. Yeah, it sometimes they don't. Yeah, it depends it depends on each depends it depends on each community, so. There, there's community, so. There, there's no override in either community no override in either community OK. Yeah, we're OK. That was OK. Yeah, we're OK. That was the reason just to not have to the reason just to not have to be in an override situation. be in an override situation. Yeah, no. Yep. That's why Yeah, no. Yep. That's why version 2 we added this little version 2 we added this little paragraph to give some clarity paragraph to give some clarity to that. Um, I, I wanted to to that. Um, I, I wanted to just, and then other people just, and then other people said, I just want to say one said, I just want to say one thing I really liked about this, thing I really liked about this, the visual of this this page in the visual of this this page in particular is that, um, For me, particular is that, um, For me, it feels like there's some it feels like there's some consistency year to year, and consistency year to year, and it, I think that. I like that, it, I think that. I like that, like that people are looking at like that people are looking at something that. Kind of looks something that. Kind of looks familiar, um, I don't know if familiar, um, I don't know if you felt like that was true, you felt like that was true, but I felt like it was true. It but I felt like it was true. It felt like it had some felt like it had some familiarity with. Um So You familiarity with. Um So You know, I feel about brand know, I feel about brand consistency. David, did you consistency. David, did you have thoughts about the visual have thoughts about the visual on this before we move on to on this before we move on to the content on this page. Yeah the content on this page. Yeah I think I agree it's it's a bit I think I agree it's it's a bit a bit cluttered that um. The a bit cluttered that um. The The uh the percentage gain. Uh, The uh the percentage gain. Uh, will rise this next so it could will rise this next so it could be. In isolation and then maybe. be. In isolation and then maybe. Um Place the rest of the text Um Place the rest of the text further down somewhere I can't further down somewhere I can't see the whole. Who document see the whole. Who document here, um. It, it's, yeah, it here, um. It, it's, yeah, it was crowded. I mean, it's not was crowded. I mean, it's not your fault. It was just a lot your fault. It was just a lot of stuff. So are you saying you of stuff. So are you saying you Want to pull out the increase Want to pull out the increase as a separate Is there the flip as a separate Is there the flip on the out version of I've got on the out version of I've got must be an old, the old version, must be an old, the old version, the one that's on the agenda the one that's on the agenda you should have a copy of it you should have a copy of it and it's just blank over there and it's just blank over there on the right-hand side. I see on the right-hand side. I see it. I look, you're looking at it. I look, you're looking at it right now. We added it today it right now. We added it today late this afternoon, we added late this afternoon, we added this part of it. To give more this part of it. To give more clarity. So I guess I wanna, I, clarity. So I guess I wanna, I, I'm gonna I heard Jen saying I'm gonna I heard Jen saying and and maybe David, you're and and maybe David, you're saying about to put that 4.53 saying about to put that 4.53 larger and I, I actually, it's larger and I, I actually, it's interesting because to Jen, interesting because to Jen, that was actually my first that was actually my first comment when I first looked at comment when I first looked at this, I said, why don't we have this, I said, why don't we have the percent somewhere. But As I the percent somewhere. But As I look at it, I'm not sure that look at it, I'm not sure that it really, I think as I read it, it really, I think as I read it, I don't know that that's, I do I don't know that that's, I do think it should be on there. I think it should be on there. I don't know that it needs to be. don't know that it needs to be. A bigger only because I think A bigger only because I think what's more important is the what's more important is the why, like, in other words, the why, like, in other words, the increase is driven primarily increase is driven primarily and, and You know It says by and, and You know It says by our negotiated, I mean, I think our negotiated, I mean, I think this is kind of wordy, I guess this is kind of wordy, I guess what I'm saying is I like the what I'm saying is I like the idea of like it's by, you know, idea of like it's by, you know, it's maintaining competitive it's maintaining competitive wages is essential to wages is essential to attracting and retaining top attracting and retaining top talent in our district. I think talent in our district. I think that's really important. So I that's really important. So I do think it's important to tie do think it's important to tie that 4.53 to the. That the that 4.53 to the. That the reason that that's the main reason that that's the main driver. But I don't know that I, driver. But I don't know that I, that we need, this is just me. that we need, this is just me. I don't know that I need that I don't know that I need that 4.53 to be in one of those big 4.53 to be in one of those big bold blocks. What's on the bold blocks. What's on the other side of the flyer is it other side of the flyer is it blank? The other side of the blank? The other side of the fire is and it's on your, in fire is and it's on your, in your agenda is the, um, the your agenda is the, um, the information about the school information about the school building that you were just building that you were just asking about. Oh For some asking about. Oh For some reason I've got When when reason I've got When when whoever printed this out, is whoever printed this out, is yours not printed the modern UN yours not printed the modern UN trip. Oh So I was trying to, trip. Oh So I was trying to, you know, square that can I you know, square that can I email the PDFs commenting on it. email the PDFs commenting on it. Yeah, you were asking about it. Yeah, you were asking about it. Yeah, on the other side of the Yeah, on the other side of the back. You have it in your left back. You have it in your left hand. Go back to page one, is hand. Go back to page one, is it, is that, is it on there? it, is that, is it on there? You were I that's cause I was You were I that's cause I was looking at this. Oh, you, you looking at this. Oh, you, you have the original version. I have the original version. I have my, I'd like to hang onto have my, I'd like to hang onto these too. Oh yeah, but I can I these too. Oh yeah, but I can I but I can I is, this is gonna but I can I is, this is gonna be the other side is what be the other side is what you're saying you right. Do you you're saying you right. Do you want that's one. No, I don't want that's one. No, I don't know, I'm good. Um. OK. So, know, I'm good. Um. OK. So, yeah, and we, and we haven't yeah, and we, and we haven't gotten to that side, so we're gotten to that side, so we're gonna, so. We'll talk about gonna, so. We'll talk about that side, but yeah, so one that side, but yeah, so one side is as we always have, it's side is as we always have, it's about the budget and then the about the budget and then the second side is going to be second side is going to be about the school building about the school building project. What if we move the project. What if we move the paragraph that's in the paragraph that's in the right-hand column. To the right-hand column. To the bottom And then put the please bottom And then put the please vote running down that vote running down that right-hand column. With the right-hand column. With the circles. Just what I'm just circles. Just what I'm just curious why, like what. What curious why, like what. What problem are you trying to solve? problem are you trying to solve? You wanna make it bigger? I You wanna make it bigger? I think you could make it bigger, think you could make it bigger, um, down at the bottom, then um, down at the bottom, then you could over on the side or you could over on the side or maybe bullet point it so that maybe bullet point it so that you're saying the same thing, you're saying the same thing, but in a shortened format. but in a shortened format. Could you bullet point it on Could you bullet point it on the side. What if, so I, I the side. What if, so I, I agree that I think it needs to agree that I think it needs to live with the reasoning. What live with the reasoning. What if it was just bold? I know if it was just bold? I know What what was that paragraph on What what was that paragraph on the right 4.53% increase. We the right 4.53% increase. We could even bold the pieces that could even bold the pieces that Are the reasoning why I like Are the reasoning why I like that. So we're pulling out like. that. So we're pulling out like. I just hate to elevate more I just hate to elevate more things visually because at some things visually because at some point they all just if I'm point they all just if I'm understanding you right, you're understanding you right, you're saying just bold the 4.5 and saying just bold the 4.5 and then maybe bold the maintaining then maybe bold the maintaining competitive wages is essential competitive wages is essential to attracting and retaining top to attracting and retaining top talent in our district another talent in our district another way just to think about it is I, way just to think about it is I, I think you could. Get rid of I think you could. Get rid of this pie chart and just put the this pie chart and just put the percentage in. In the uh in the percentage in. In the uh in the square and that buys you, you square and that buys you, you know, another couple of inches know, another couple of inches of real estate. To, to spread, of real estate. To, to spread, spread out the explanation. spread out the explanation. It's a question people ask a It's a question people ask a town meeting. Yeah, I mean we town meeting. Yeah, I mean we Yeah, I mean we all you have to Yeah, I mean we all you have to do is put the percentage in Oh, do is put the percentage in Oh, I see what you're, oh, I see.... I see what you're, oh, I see..... 00 I mean 4.5% at the top . 00 I mean 4.5% at the top with the main number if it's. with the main number if it's. Oh, like, call it out in the Oh, like, call it out in the big box up top. Trying to buy big box up top. Trying to buy white space. I'm trying to buy white space. I'm trying to buy white space because I feel like white space because I feel like this is really crowded, so. this is really crowded, so. Yeah, like we could put the Yeah, like we could put the percentages in the boxes. Um I percentages in the boxes. Um I think that can work and I can think that can work and I can try a version of it and we can try a version of it and we can just pick one at the next just pick one at the next meeting. I OK But Yeah, I don't, meeting. I OK But Yeah, I don't, I mean, I don't know that we're I mean, I don't know that we're gonna. But I really like the gonna. But I really like the idea of the bolding, the idea of the bolding, the highlighted points. I I, you highlighted points. I I, you know, this is, I'm gonna trust know, this is, I'm gonna trust the creative minds. I kind of the creative minds. I kind of like the little pie chart, but, like the little pie chart, but, but No, I do too, yeah. You but No, I do too, yeah. You know, I'm not sure that's. I know, I'm not sure that's. I will take advice from others. I will take advice from others. I think it's just a nice quick think it's just a nice quick visual if you don't get to visual if you don't get to reading the numbers, but. There reading the numbers, but. There are a lot of circles. And boxes, are a lot of circles. And boxes, so I'm not opposed to it. Did so I'm not opposed to it. Did anyone have any other content anyone have any other content questions on this first page. questions on this first page. On that first page there, if On that first page there, if anybody had any other yeah go anybody had any other yeah go ahead Eric. Taking out on the ahead Eric. Taking out on the left-hand side paragraph under left-hand side paragraph under where it says budget highlights, where it says budget highlights, the last Words for all of our the last Words for all of our students, it Basically, If you students, it Basically, If you read it, you assume that all read it, you assume that all kids have a summer school kids have a summer school experience. So just end it with experience. So just end it with and enhances our summer school and enhances our summer school experience period. Yeah, it's experience period. Yeah, it's not for all students, it's not for all students, it's actually a very specific group actually a very specific group of students, so just so just so of students, so just so just so just so just so we're don't I just so just so we're don't I think that's right. That's, think that's right. That's, yeah. That's easy and it gives yeah. That's easy and it gives you a little bit more white you a little bit more white space. I love white space. space. I love white space. People are afraid of it. OK. People are afraid of it. OK. Right Any other Right. Now. Oh Right Any other Right. Now. Oh yeah, sure. Oh wait, we have a yeah, sure. Oh wait, we have a whole another part. Oh wait. Oh whole another part. Oh wait. Oh wait, don't thank me yet. Um wait, don't thank me yet. Um Yeah, the back, the two Yeah, the back, the two versions, the one that's. On versions, the one that's. On the agenda is the long form the agenda is the long form copy, which I think is really copy, which I think is really long. And then The version 2, long. And then The version 2, which Eric has up on the screen, which Eric has up on the screen, kind of. bullet points the same. kind of. bullet points the same. Content. Yeah. Can you just Content. Yeah. Can you just scroll it so I can read all the scroll it so I can read all the I would change the picture. I I would change the picture. I like the more I would show it a like the more I would show it a close-up picture of the actual close-up picture of the actual learning environment, like with learning environment, like with people in it, you mean like a people in it, you mean like a classroom, yeah, bring it to classroom, yeah, bring it to the point where parents who the point where parents who were at school committee can were at school committee can picture their kids actually picture their kids actually learning. In these really nice learning. In these really nice environments. Um, I like the environments. Um, I like the overview, don't get me wrong, I overview, don't get me wrong, I think it looks great, but I think it looks great, but I don't think it's as don't think it's as personalized a picture as it personalized a picture as it would be if we showed kids in would be if we showed kids in one of the new classrooms. I one of the new classrooms. I like that. Yeah, we have, we do like that. Yeah, we have, we do have some renderings. Yep. Um have some renderings. Yep. Um So, I, I think this visually, So, I, I think this visually, even though there's still a lot even though there's still a lot of text here, I think this of text here, I think this visually looks a lot. Like I visually looks a lot. Like I don't look to be honest, the don't look to be honest, the other one I sort of looked at other one I sort of looked at like, oh my gosh, I have to like, oh my gosh, I have to read this whole thing. Uh, this, read this whole thing. Uh, this, I don't feel that way. I think I don't feel that way. I think the, the bold, it's a little the, the bold, it's a little shorter, it's got the bold. I shorter, it's got the bold. I like, I feel it looks more like, I feel it looks more readable to me. Um, To David's readable to me. Um, To David's Point. Show me on here where it Point. Show me on here where it says the reimbursable amount, says the reimbursable amount, maybe you've edited it to be maybe you've edited it to be different. Noted in the same different. Noted in the same way MSBA contribution on the way MSBA contribution on the yeah but I I actually like I yeah but I I actually like I actually like if it is actually like if it is different. I mean, to David's different. I mean, to David's point, when he asked at the point, when he asked at the beginning about the percentage, beginning about the percentage, I think this is actually a lot I think this is actually a lot clearer. That's how much money clearer. That's how much money they're giving us.. $49 million they're giving us.. $49 million right, that's I, I sort of right, that's I, I sort of think that's just clearer than think that's just clearer than because because when if, when because because when if, when David asked that question at David asked that question at the beginning. And, you know, the beginning. And, you know, he was saying, like it's a he was saying, like it's a genuine question because it genuine question because it both things are true. There both things are true. There it's the 51 reimbursable of the it's the 51 reimbursable of the you know, but it gets confusing. you know, but it gets confusing. I think this isn't confusing.. I think this isn't confusing.. $49 million is $49 million. $49 million is $49 million. It's not confusing. That's how It's not confusing. That's how much it is remember I'll do a much it is remember I'll do a presentation and part of my presentation and part of my presentation is going to be presentation is going to be explaining that piece because explaining that piece because the warrant article the warrant article specifically says 51.28. So specifically says 51.28. So that's the only reason I would that's the only reason I would say in the meeting, you'll see say in the meeting, you'll see 51.28 if you did simple math, 51.28 if you did simple math, you'd realize that it's less you'd realize that it's less than that, and here's why. than that, and here's why. You've answered that question. You've answered that question. Probably 5 times in the past 3 Probably 5 times in the past 3 days too from people um and we days too from people um and we just posted something on the just posted something on the FAQ related to that, so maybe FAQ related to that, so maybe we can use some of that we can use some of that language in my presentation as language in my presentation as well. So, what if we said state well. So, what if we said state reimbursement, MSBA will reimbursement, MSBA will contribute approximately $49 contribute approximately $49 million which is 51.28% of million which is 51.28% of reimbursable costs. Well, I was reimbursable costs. Well, I was not saying that. I was saying I not saying that. I was saying I like it without it. I was, I like it without it. I was, I was saying I think that's what was saying I think that's what I was saying is I think that I was saying is I think that this is a good edit because I this is a good edit because I think it already. On the right think it already. On the right hand side, yeah, yeah, yeah, I hand side, yeah, yeah, yeah, I see. I'm sorry. I just assumed see. I'm sorry. I just assumed you wanted to add things the you wanted to add things the left hand side just explains left hand side just explains that MSBA is paying for part of that MSBA is paying for part of the reimburseable cost, not the the reimburseable cost, not the non-reimburse got it. Sorry, I non-reimburse got it. Sorry, I thought you were, I think that, thought you were, I think that, I think it's good. I think it's I think it's good. I think it's an upgrade from the original. an upgrade from the original. It's what that was what my It's what that was what my comment was. I think that I comment was. I think that I think. Yeah, I think that I was think. Yeah, I think that I was saying that what David was saying that what David was saying about the original, I saying about the original, I think has been. Improved upon think has been. Improved upon here is my opinion. Got it. Um here is my opinion. Got it. Um The only thing is I would be The only thing is I would be Another way of doing this is, Another way of doing this is, is, um, in, in that right-hand is, um, in, in that right-hand column. next to the 49,779, column. next to the 49,779, whatever. put the percentage, whatever. put the percentage, 38%. And the next to the 92. 4 38%. And the next to the 92. 4 86688, um. Whatever the 86688, um. Whatever the reciprocal of that is, what is reciprocal of that is, what is it? 62%, can you talk into your it? 62%, can you talk into your mic because I can't hear you. mic because I can't hear you. Yeah, um, I would put, put the Yeah, um, I would put, put the percentage that that represents percentage that that represents just next to the, next to it. just next to the, next to it. Either in brackets or whatever, Either in brackets or whatever, but it's I'm I'm, yeah, I was, but it's I'm I'm, yeah, I was, I'm gonna say Amy's thing. Tell I'm gonna say Amy's thing. Tell me more. Like I'm not quite me more. Like I'm not quite sure. Tell me more about why sure. Tell me more about why you feel like the percentage, you feel like the percentage, like how does that Because I'm like how does that Because I'm not feeling that, but I want to not feeling that, but I want to hear like how does that help? hear like how does that help? Well, it's, it's just, I mean. Well, it's, it's just, I mean. Uh, I hope most of the people Uh, I hope most of the people reading this are mathematically reading this are mathematically gifted enough to be able to do gifted enough to be able to do that calculation in their head. that calculation in their head. But um But it does matter But um But it does matter because a lot of the rhetoric because a lot of the rhetoric early on. With this project was early on. With this project was that it was gonna be more like that it was gonna be more like 47%. And there's a, a whole Not 47%. And there's a, a whole Not very clearly explained. very clearly explained. Additional expense that's not Additional expense that's not reimbursable. And uh so I I reimbursable. And uh so I I don't think you really, or do don't think you really, or do you, when you edited this, you, when you edited this, because I'm not sure I've got because I'm not sure I've got the latest version. It's up the latest version. It's up there, yeah, none of us have it. there, yeah, none of us have it. It's up there. Yeah, so I think It's up there. Yeah, so I think the question will come up is the question will come up is what changed, what? What the what changed, what? What the the expectation of what would the expectation of what would be reimbursable. Seems to have be reimbursable. Seems to have changed and I think you're changed and I think you're right that that will be a right that that will be a question. I think you're question. I think you're absolutely right, and I also absolutely right, and I also just want to say, While it is, just want to say, While it is, I do understand that it is I do understand that it is confusing and that I do think confusing and that I do think that someone from the public that someone from the public may be confused about that. I may be confused about that. I do want to say it's been that do want to say it's been that the Superintendent has been the Superintendent has been explicit all along about explicit all along about explaining when they went explaining when they went through those percentages every through those percentages every single time saying it's of Of single time saying it's of Of the approved, you know, the approved, you know, reimbursable costs, and we reimbursable costs, and we talked on and on and on about talked on and on and on about those numbers being variable. I those numbers being variable. I know David Palito mentioned it know David Palito mentioned it many times in this meeting. many times in this meeting. That does not mean that it That does not mean that it won't come up as a question won't come up as a question because I think it will come up because I think it will come up with a question, but. Just to with a question, but. Just to be clear, it's not that be clear, it's not that something. Changed, it's that something. Changed, it's that like it's always been a certain like it's always been a certain percentage of the reimbursable percentage of the reimbursable costs and that they always were costs and that they always were going to be costs that were not going to be costs that were not reimbursable and it will be in reimbursable and it will be in my presentation I'll break it my presentation I'll break it down in my presentation. This down in my presentation. This is, this is, you know, if you. is, this is, you know, if you. 51.28% is what's in the Warrent 51.28% is what's in the Warrent article. So I'll explain the article. So I'll explain the difference in my presentation. difference in my presentation. That's part of the initial That's part of the initial presentation on this. At town presentation on this. At town meetings. Can you scroll down meetings. Can you scroll down to the bottom of that, so. So, to the bottom of that, so. So, I I'm wondering about. Because I I'm wondering about. Because you're the two questions on the you're the two questions on the bottom are about questions that bottom are about questions that we commonly get from members of we commonly get from members of the public, like wouldn't it, the public, like wouldn't it, what shouldn't we just repair what shouldn't we just repair it instead, right? I must admit it instead, right? I must admit I have a problem with the cost I have a problem with the cost of repair. Um, of the of repair. Um, of the individual schools. Because as individual schools. Because as far as I could understand from far as I could understand from the dialogue I've had with Eric. the dialogue I've had with Eric. That we, that no, no specific That we, that no, no specific costings were done. It was that costings were done. It was that those estimates based on rules, those estimates based on rules, rules of thumb. Not a bottoms rules of thumb. Not a bottoms up assessment that would say up assessment that would say take. new facilities managers. take. new facilities managers. Growing checklist. And, and, Growing checklist. And, and, and some other kinds of, of and some other kinds of, of very specific individual items. very specific individual items. Saying, you know, if we did Saying, you know, if we did these things. We The school these things. We The school would be capable of doing blah, would be capable of doing blah, blah, blah blah blah blah. I blah, blah blah blah blah. I don't think I at least I've not don't think I at least I've not seen that exercise done or or seen that exercise done or or query on this always come back query on this always come back with this, this is the amount with this, this is the amount per square foot that that MSBA per square foot that that MSBA says is the rule or the says is the rule or the architects, I don't know who. architects, I don't know who. Uh, is the rule of thumb for Uh, is the rule of thumb for bringing these schools up to bringing these schools up to code, but that's not defining. code, but that's not defining. What the specifics are that What the specifics are that that would be specific to us. that would be specific to us. So, well, I'll let Eric speak So, well, I'll let Eric speak to. I mean, you have to to. I mean, you have to remember that when we went remember that when we went through a long time ago when we through a long time ago when we went through the process and went through the process and coming up with all those coming up with all those different options, you know, different options, you know, that's all part of feasibility. that's all part of feasibility. It's in order to get a a detail, It's in order to get a a detail, you would have to do a you would have to do a feasibility study. If In other feasibility study. If In other words, to get the level of words, to get the level of detail that we have right now. detail that we have right now. If you were gonna do a repair. If you were gonna do a repair. In other words, it costs money In other words, it costs money to get that level. I don't, to get that level. I don't, Eric, you can speak to that. Eric, you can speak to that. I'm. Right, if you go back all I'm. Right, if you go back all the way to the beginning, all the way to the beginning, all the, all the way back to the the, all the way back to the beginning of feasibility. beginning of feasibility. Feasibility we had, we had Feasibility we had, we had there be any feasibility, 14 there be any feasibility, 14 options on the table, of which options on the table, of which those were estimated from ADA those were estimated from ADA compliance and code, uh, code compliance and code, uh, code compliance all the way through compliance all the way through to building. Different types of to building. Different types of options, additions, additions options, additions, additions and renovations, uh, new and renovations, uh, new buildings for a single school buildings for a single school that and combined buildings that and combined buildings across, uh, different sites. across, uh, different sites. Each of those options was Each of those options was weighed out at the school weighed out at the school building committee, um. building committee, um. Including the repair option for Including the repair option for both the Winthrop and the both the Winthrop and the Cutler. Uh, Cutler's probably Cutler. Uh, Cutler's probably had the most in-depth because had the most in-depth because that's the the target school, that's the the target school, if you will, where people have if you will, where people have gone through and looked for, um, gone through and looked for, um, they've done soil testing on they've done soil testing on the outside. They've done the outside. They've done testing on the inside, so testing on the inside, so that's, that's probably the, that's, that's probably the, the cleanest, but yeah, the the cleanest, but yeah, the number is $774 per square foot, number is $774 per square foot, um, of buildings, that's what um, of buildings, that's what we're getting from. Um, our OPM. we're getting from. Um, our OPM. based on the, their based on the, their conversations with both the conversations with both the MSBA and other OPMs that are MSBA and other OPMs that are currently doing projects around currently doing projects around the state. So, my question was the state. So, my question was actually going to be a little actually going to be a little bit different, so I, I started bit different, so I, I started and then I don't know if that, and then I don't know if that, did you feel like you got your did you feel like you got your question answered? I'm not question answered? I'm not happy with it, but I understand happy with it, but I understand where he's coming from. So my where he's coming from. So my question was actually a little, question was actually a little, it was gonna be a little bit it was gonna be a little bit different and this is kind of different and this is kind of to the everyone. I, so when I'm to the everyone. I, so when I'm looking at this, I'm trying, looking at this, I'm trying, you know, we're so immersed in you know, we're so immersed in this and we've been listening this and we've been listening and talking and answering and talking and answering questions for such a long time, questions for such a long time, and this is a common question and this is a common question that comes up a lot about that comes up a lot about couldn't we just repair instead? couldn't we just repair instead? But I'm thinking about this if, But I'm thinking about this if, if a person, this is genuinely if a person, this is genuinely a question for the committee. a question for the committee. If you were Walking into town If you were Walking into town meeting and you really didn't meeting and you really didn't have hardly any information have hardly any information about this. I'm wondering if about this. I'm wondering if you got to this and thought a you got to this and thought a cost of repairs, if it's cost of repairs, if it's confusing, are you thinking confusing, are you thinking that like We're repairing that like We're repairing something in other words, I, I something in other words, I, I I don't like, I don't know. I, I don't like, I don't know. I, I'm curious about whether it's I'm curious about whether it's super clear that we're saying super clear that we're saying like repairs were investigated like repairs were investigated and then not pers like, yeah, I and then not pers like, yeah, I just don't know. I, I'm all, just don't know. I, I'm all, I'm tempted and I'm, I'm, I'm I'm tempted and I'm, I'm, I'm open minded on this, but I'm open minded on this, but I'm tempted to say maybe we don't tempted to say maybe we don't need these two paragraphs on need these two paragraphs on here because I think we do, or here because I think we do, or change it from cost of repairs change it from cost of repairs to cost of bringing the schools to cost of bringing the schools up to code. The, the verbiage up to code. The, the verbiage used on our documents are ADA used on our documents are ADA compliance and code upgrades. compliance and code upgrades. That's what we've used all That's what we've used all along. No, no, no, I, I could along. No, no, no, I, I could use that instead of the word use that instead of the word repair. I guess what I'm trying repair. I guess what I'm trying to say. I'm not, and I'm, I'm to say. I'm not, and I'm, I'm not advocating that we have. not advocating that we have. I'm just trying to say. Would a I'm just trying to say. Would a person who hasn't been person who hasn't been following this. Would they following this. Would they understand that this thing that understand that this thing that says cost of repairs. is not says cost of repairs. is not what we're doing. This is an what we're doing. This is an alternative that people are alternative that people are talking about, but it isn't talking about, but it isn't something that's being something that's being presented to them. It's not an presented to them. It's not an option, so I want, I, I'm option, so I want, I, I'm concerned that like someone concerned that like someone might not. Are you following might not. Are you following what I'm saying like that, like what I'm saying like that, like they might think what if we they might think what if we phrase it as why not and I just phrase it as why not and I just don't, I don't know, I don't don't, I don't know, I don't know that I wanna get down that know that I wanna get down that road because that's kind of road because that's kind of like they're misleading. I, I like they're misleading. I, I thought maybe you were saying thought maybe you were saying it was misleading to take them it was misleading to take them off. What's misleading about off. What's misleading about them. I think the The, the them. I think the The, the feedback I've had is that feedback I've had is that there's This flies in the face there's This flies in the face of the belief of an awful lot of the belief of an awful lot of people. That It, it's of people. That It, it's possible, um, from a financial possible, um, from a financial point of view for a lot less point of view for a lot less dollars to have sufficient dollars to have sufficient improvements, not to some improvements, not to some Unspecified code. Um, and, and, Unspecified code. Um, and, and, and, uh, undocumented detailed and, uh, undocumented detailed plan that we don't have any plan that we don't have any alternative documented it uh alternative documented it uh alternative plans. What we have alternative plans. What we have is a rule of thumb based is a rule of thumb based statement that, The individual statement that, The individual bringing up to code without bringing up to code without specifying the codes. would specifying the codes. would cost a fortune, whereas a lot cost a fortune, whereas a lot of people don't believe it. of people don't believe it. They believe that if you put a They believe that if you put a new roof on and upgrade the new roof on and upgrade the HVAC systems and, and do some HVAC systems and, and do some basic repairs, it would be a basic repairs, it would be a lot less. Now, that, you know, lot less. Now, that, you know, that's obviously disputable, that's obviously disputable, but we have got to my knowledge, but we have got to my knowledge, we haven't gone through that we haven't gone through that exercise, and that's going to exercise, and that's going to be at the root cause of an be at the root cause of an awful lot of people not wanting awful lot of people not wanting to vote for this. So the to vote for this. So the problem that's with. Just doing problem that's with. Just doing spot repairs is once you start spot repairs is once you start bringing a building up to code, bringing a building up to code, everything has to come up to everything has to come up to code. You can't just pull the code. You can't just pull the HVAC system up to code. HVAC system up to code. Everything in the entire Everything in the entire building, as soon as you start building, as soon as you start bringing one thing up to code, bringing one thing up to code, everything has everything has everything has everything has to everything has to go to everything has to go everything has to go like it's everything has to go like it's a requirement everything has to a requirement everything has to go like it's a requirement go like it's a requirement everything has to go like it's everything has to go like it's a requirement everything has to a requirement everything has to go like it's a requirement the go like it's a requirement the building codes, right, when you building codes, right, when you like when you build a building, like when you build a building, it, you, you meet the current it, you, you meet the current building codes, but as time building codes, but as time goes on, building codes change goes on, building codes change and evolve, but you're not and evolve, but you're not required to continually update required to continually update your building to meet the new your building to meet the new building codes, but if you put building codes, but if you put a certain amount of money into a certain amount of money into the building. I don't remember the building. I don't remember what the triggering amount is. what the triggering amount is. If you put a certain amount of If you put a certain amount of money into a building as a money into a building as a repair, and then it triggers repair, and then it triggers the requirement that you meet the requirement that you meet all the building codes now and all the building codes now and so. how What is the trigger? so. how What is the trigger? It's a percentage of the value It's a percentage of the value of the building. So once you of the building. So once you hit repairs of a percentage of hit repairs of a percentage of the value of the building, you the value of the building, you automatically trigger ADA automatically trigger ADA compliance. Um, things that compliance. Um, things that need to be done. So, I just need to be done. So, I just want to I think this is want to I think this is important to hear, but I also important to hear, but I also want to remind us that what want to remind us that what we're really talking about is we're really talking about is the, the, the, the, the, the the, the, the, the, the, the document I have some ideas document I have some ideas about how to solve these about how to solve these problems. So I just, for one problems. So I just, for one thing, I just want to say, I thing, I just want to say, I got these figures from The got these figures from The school building website with school building website with the chart of all the different the chart of all the different versions, and these were the versions, and these were the base repair numbers just to be. base repair numbers just to be. clear. I wrote in version one, clear. I wrote in version one, the final paragraph. We are the final paragraph. We are frequently asked why don't we frequently asked why don't we just repair both the Winthrop just repair both the Winthrop and Cutler schools. I agree. and Cutler schools. I agree. This is the number one question This is the number one question and that I get because I think and that I get because I think when people are talking about, when people are talking about, um, improving and building, um, improving and building, they're thinking of it the same they're thinking of it the same way they would improve their way they would improve their home and so, and that makes home and so, and that makes sense, you know, that's what sense, you know, that's what people's experiences are, but I people's experiences are, but I think that just giving a little think that just giving a little bit of background info about bit of background info about what the requirements are what the requirements are through the state. Might be through the state. Might be important. So my idea to solve important. So my idea to solve this is the end of this rather this is the end of this rather than be more of a bullet point, than be more of a bullet point, maybe we, I can. Funky at this maybe we, I can. Funky at this paragraph a little bit, but paragraph a little bit, but maybe we replace it with a maybe we replace it with a paragraph to address that issue, paragraph to address that issue, cause I do think that is the cause I do think that is the number one. question. Um. So I number one. question. Um. So I don't know if you, if we want don't know if you, if we want to read that last paragraph to to read that last paragraph to decide, or you want me to take decide, or you want me to take a stab at some verbiage on the a stab at some verbiage on the FAQ site related to that FAQ site related to that question. You answered it many question. You answered it many times. You could probably look times. You could probably look at, I, I think that's a good at, I, I think that's a good idea. I think I, I. I'm gonna idea. I think I, I. I'm gonna leave it up to you to leave it up to you to troubleshoot that. I mean, my, troubleshoot that. I mean, my, my feedback is that I actually my feedback is that I actually really like the way that the really like the way that the one that's up on the screen is one that's up on the screen is formatted with like each thing formatted with like each thing having a bowl point. I don't having a bowl point. I don't know if there's any way of know if there's any way of fitting it into that format fitting it into that format because I do really like the because I do really like the way that that is um because way that that is um because someone could scroll down and someone could scroll down and be like, I'm interested in be like, I'm interested in teacher support and so like, teacher support and so like, you know, um, so, um, But I, I you know, um, so, um, But I, I think that does meet. The think that does meet. The concerns both ways, like that concerns both ways, like that people are saying that that's a people are saying that that's a very common question and very common question and concern, and, and, and I, and concern, and, and, and I, and I'm open to if you all think I'm open to if you all think that I'm not right in having that I'm not right in having that concern about it saying that concern about it saying cost of repairs. I mean, could cost of repairs. I mean, could be a little confusing I think be a little confusing I think you know, again, not just, but you know, again, not just, but I just we're so in it, but not I just we're so in it, but not everyone is and so I can see everyone is and so I can see someone reading that and be someone reading that and be like, wait a minute, cost of like, wait a minute, cost of repairs, 45 million, but over repairs, 45 million, but over here you're saying it's 142 here you're saying it's 142 million, like I don't million, like I don't understand like because you understand like because you know, so I just want to think know, so I just want to think um. Is the year one, what, what um. Is the year one, what, what is the year of the year one? Is is the year of the year one? Is that 2028? When The first, it that 2028? When The first, it would be either 28 or 29. The, would be either 28 or 29. The, the first year that you'd see the first year that you'd see it on your tax bill. Is that it on your tax bill. Is that the question? That's a great, the question? That's a great, that's a good question that I that's a good question that I haven't actually heard a lot of haven't actually heard a lot of people asking that question. people asking that question. That's an important point. We That's an important point. We can We can We can We can can We can We can We can yesterday. charts that went out yesterday. charts that went out yesterday have the actual, I yesterday have the actual, I think I started them at 2028. think I started them at 2028. It really is a conversation we It really is a conversation we have with the towns when they, have with the towns when they, when they start. The the when they start. The the funding. Um, wouldn't you have funding. Um, wouldn't you have to bulk of it, there will to bulk of it, there will probably be a small interest probably be a small interest payment in 27. OK, because when payment in 27. OK, because when OK. I'm gonna just take your OK. I'm gonna just take your word for that. It doesn't word for that. It doesn't matter, the interest rate's matter, the interest rate's gonna be. We want to put the gonna be. We want to put the year under year one, just to year under year one, just to give people a little bit of a give people a little bit of a landmark. Is it 28 or that's landmark. Is it 28 or that's the problem with it is that you the problem with it is that you don't wanna so but is that don't wanna so but is that something that you're gonna something that you're gonna address in your In your remarks. address in your In your remarks. Yes, because as that's come up Yes, because as that's come up in both FICO meetings. Um The in both FICO meetings. Um The accuracy of the figures over accuracy of the figures over time. Can't be like perfected time. Can't be like perfected because the shift changes. So because the shift changes. So the assessments, including for the assessments, including for debt, are based on the annual debt, are based on the annual shift percentage rates. So shift percentage rates. So we're currently using this we're currently using this year's shift. In the percentage year's shift. In the percentage to figure out this bond because to figure out this bond because we have no idea what the shift we have no idea what the shift will be in 2028 or 29. It's, it, will be in 2028 or 29. It's, it, it moves around as we all know. it moves around as we all know. I mean, it's slightly different. I mean, it's slightly different. It's not dramatically different, It's not dramatically different, but, um, that's been the but, um, that's been the concern all along of the concern all along of the Fincoms to say, you know, we, Fincoms to say, you know, we, we understand people want to we understand people want to see 20 years, but it's not very see 20 years, but it's not very accurate after. After year one accurate after. After year one and even year one is really and even year one is really dependent on what the shift is, dependent on what the shift is, of the, uh, at the time of the of the, uh, at the time of the assessment. I'm, I would rather assessment. I'm, I would rather not. put a year on there if not. put a year on there if there's any chance that the there's any chance that the year is gonna be 27 instead of year is gonna be 27 instead of 28. I don't think that, I think 28. I don't think that, I think that, I, I think it's, you know, that, I, I think it's, you know, it's important information, and it's important information, and I think, um. You know, it's I think, um. You know, it's good to have people understand good to have people understand that. I think the shift is the that. I think the shift is the same thing that like this is same thing that like this is year one, this, this year one, this, this information is much more information is much more accurate in year one than it is accurate in year one than it is in year 20, but it's You know, in year 20, but it's You know, because the shift can change because the shift can change over 20 years, but Uh I mean, over 20 years, but Uh I mean, the total is, is accurate. The the total is, is accurate. The total between the two towns is total between the two towns is accurate. It's just a matter of accurate. It's just a matter of like, is it gonna get shifted a like, is it gonna get shifted a little bit. One way or the little bit. One way or the other between the two towns, I other between the two towns, I mean, that could happen. Yeah, mean, that could happen. Yeah, it moves back and forth, so the it moves back and forth, so the more, more gonna be interested more, more gonna be interested in is when, when do I need to in is when, when do I need to start? Pay more taxes. I plan start? Pay more taxes. I plan to stay in town because that's to stay in town because that's too much, or do I, so I think too much, or do I, so I think that I, I agree. I think that's that I, I agree. I think that's really important and so I really important and so I wouldn't want, I wouldn't just wouldn't want, I wouldn't just me, I would, even though we me, I would, even though we anticipate that the year is anticipate that the year is 2028. If it I wouldn't want to 2028. If it I wouldn't want to put that on there if there's a put that on there if there's a chance that it could be 2027 chance that it could be 2027 because I, I would want that to because I, I would want that to be. clear that this is one of be. clear that this is one of the many factors that are very the many factors that are very potentially variable and it potentially variable and it depends on, you know, you could depends on, you know, you could put in that this could start in put in that this could start in as early as 27 or as late as 20. as early as 27 or as late as 20. Yeah. that. I do too. I just Yeah. that. I do too. I just don't, I think it's like don't, I think it's like there's there's so much there's there's so much information that needs to be information that needs to be provided. We are just deciding provided. We are just deciding which goes on this document which goes on this document versus what gets presented in versus what gets presented in the. Presentation, um. Just the. Presentation, um. Just because This is kind of one because This is kind of one shot, just people see it but shot, just people see it but some people see this for the some people see this for the first time, believe it or not, first time, believe it or not, put it out everywhere. And that, put it out everywhere. And that, and that is definitely true. I and that is definitely true. I mean, I, I, you know. Wait Like mean, I, I, you know. Wait Like I said 1000 times, we're so I said 1000 times, we're so immersed in it, but there's immersed in it, but there's absolutely other things at town absolutely other things at town meeting that, you know, I fully meeting that, you know, I fully admit there'll be something admit there'll be something else a town meeting that'll be else a town meeting that'll be for me, it'll be the first time for me, it'll be the first time I'm looking at it. I mean, that I'm looking at it. I mean, that not everybody can't be up on not everybody can't be up on every single thing. So Um Did every single thing. So Um Did you Oh I I have one more thing. you Oh I I have one more thing. Um, should we change estimates Um, should we change estimates as of to March instead of as of to March instead of February at the bottom of the February at the bottom of the chart. What Uh, no, because chart. What Uh, no, because they can't, they made those in they can't, they made those in February February in the in the February February in the in the board voted February 26th. Got board voted February 26th. Got it on that those actual numbers, it on that those actual numbers, the MSBA board. Right, those the MSBA board. Right, those are the, and, but, and also I are the, and, but, and also I think both Fincoms did their think both Fincoms did their work in February. We've tried work in February. We've tried to all use the same exact debt to all use the same exact debt chart that Vinny had received chart that Vinny had received from our um Sounds good. Our from our um Sounds good. Our bond agent. Um So we'll tweak bond agent. Um So we'll tweak it and bring it back, or yeah, it and bring it back, or yeah, and and then I will say, unlike and and then I will say, unlike tonight's meeting, I will say tonight's meeting, I will say next time. We really do need to next time. We really do need to be in a place where we can. You be in a place where we can. You know, either approve and get it know, either approve and get it out or make a suggestion that's out or make a suggestion that's easily fixable because we won't easily fixable because we won't have time to see it again. Do have time to see it again. Do you have a question though. you have a question though. Last meeting we talked a little Last meeting we talked a little about using this to get about using this to get information out. Whether information out. Whether through like a mailer or through like a mailer or handouts. Is that something? We handouts. Is that something? We want to do? Do we feel like want to do? Do we feel like what we're, we've gotten out what we're, we've gotten out already is enough. Just cause already is enough. Just cause we talked about it last time, I we talked about it last time, I feel like, yeah. It's feel like, yeah. It's addressable. I mean, I, I don't addressable. I mean, I, I don't know. What do you think, Eric? know. What do you think, Eric? I mean, I, I feel like that I mean, I, I feel like that I've seen a bunch of things I've seen a bunch of things that have been getting pushed that have been getting pushed out. That have a lot of this out. That have a lot of this information. That doesn't have information. That doesn't have to be so crammed into one page, to be so crammed into one page, you know, like it's hard to you know, like it's hard to make it all on one page. I make it all on one page. I don't know. I don't think don't know. I don't think there's anything bad about there's anything bad about putting this out. I just think putting this out. I just think we can put it out. I mean, we can put it out. I mean, sometimes we'll give it out at sometimes we'll give it out at the senior centers like we'll the senior centers like we'll leave copies of the senior leave copies of the senior centers just so they have them centers just so they have them in advance. So in that case, do. in advance. So in that case, do. Like We want to make these Like We want to make these edits. So in that case. We are edits. So in that case. We are we waiting until the 20th to we waiting until the 20th to approve it and Hand them out? approve it and Hand them out? Yeah, March 20th, we, we need Yeah, March 20th, we, we need to Approve them. We could to Approve them. We could approve it if they're still approve it if they're still minor tweaks, we could approve minor tweaks, we could approve it pending that with the it pending that with the changes and then on the 20, uh, changes and then on the 20, uh, Third is when I've been asked Third is when I've been asked to get the Uh, final document to get the Uh, final document to the moderators. OK, that's to the moderators. OK, that's good. They have to be approved good. They have to be approved by the moderators. That's like by the moderators. That's like 2 weeks where people can have 2 weeks where people can have it in hand before a town it in hand before a town meeting, OK, and again, it's meeting, OK, and again, it's not the only, the only source not the only, the only source right in other words, I, I felt right in other words, I, I felt like that some of the stuff like that some of the stuff that got pushed out. This week, that got pushed out. This week, there was some good information there was some good information that, you know, Um Including that, you know, Um Including some tax information, um. Yeah, some tax information, um. Yeah, we put out tax charts that we put out tax charts that people can actually look at the people can actually look at the approximate value of their approximate value of their house for the whole 20 years, house for the whole 20 years, um. And I will uh take this um. And I will uh take this second one that we cleaned up second one that we cleaned up this afternoon and make sure this afternoon and make sure it's on as an exhibit on this it's on as an exhibit on this agenda. So everybody has it if agenda. So everybody has it if you want to take a look at it you want to take a look at it and let Amy know of thoughts and let Amy know of thoughts that may come up later ahead of that may come up later ahead of time, yeah. Hi. Anybody else time, yeah. Hi. Anybody else have anything else? I don't have anything else? I don't think so. Amy, you think you think so. Amy, you think you have the information you need, have the information you need, I do. Thank you. OK. in case I I do. Thank you. OK. in case I drop these in a puddle. All drop these in a puddle. All right, moving on, uh, I don't right, moving on, uh, I don't think we have anything on think we have anything on finance and operations, do we? finance and operations, do we? Alright. Capital finance. Our Alright. Capital finance. Our next meeting is in March and I next meeting is in March and I just had the date. Um. March 17, just had the date. Um. March 17, 2025. OK, that's coming right 2025. OK, that's coming right up next week maybe or maybe not. up next week maybe or maybe not. OK, great, thank you. Uh Posy OK, great, thank you. Uh Posy We have a meeting. On the 12th We have a meeting. On the 12th at 7, Jen Janell will send that at 7, Jen Janell will send that out. We just confirmed it today. out. We just confirmed it today. Excellent. All right, Zoom at 7 Excellent. All right, Zoom at 7 p.m. OK, uh, negotiations has p.m. OK, uh, negotiations has nothing to report. We've not nothing to report. We've not met. Um, you also, um, can I met. Um, you also, um, can I just have like verbal just have like verbal confirmation that you've all confirmation that you've all actually looked at the actually looked at the Secretary report that David Secretary report that David sent out. Yes David, did you sent out. Yes David, did you take a look at that? David, uh, take a look at that? David, uh, Polito and we talked about it Polito and we talked about it at the last meeting. David at the last meeting. David Plito sent it out via email. Plito sent it out via email. It's a spreadsheet. Um, and it It's a spreadsheet. Um, and it would be really good if would be really good if everyone could confirm that everyone could confirm that they actually looked at it and they actually looked at it and took a stab at trying to find took a stab at trying to find any of the missing minutes that any of the missing minutes that you may or may not have. If you you may or may not have. If you have missing minute, if you have missing minute, if you have some, please fill in the have some, please fill in the chart to say that you have it, chart to say that you have it, but then also send them along but then also send them along to David, um. Or let David know to David, um. Or let David know I guess he's gonna give us I guess he's gonna give us information about how he wants information about how he wants to receive them, correct email to receive them, correct email from him at all, so I could from him at all, so I could send it out again, that'd be send it out again, that'd be great. Um Um It was sent out on great. Um Um It was sent out on the twenty-seventh. of January, the twenty-seventh. of January, was it? No, February and then was it? No, February and then he resent after last meeting he resent after last meeting too. Um, oh, OK, that was, yeah, too. Um, oh, OK, that was, yeah, he, so he sent it out, then he he, so he sent it out, then he resent it, um, and, um. There resent it, um, and, um. There are sort of a smattering of are sort of a smattering of minutes that people might have, minutes that people might have, and then there are definitely and then there are definitely executive session minutes that executive session minutes that would be really good to make would be really good to make sure we have. I marked a couple sure we have. I marked a couple of the ones from Capital of the ones from Capital Finance back in 2017. That was Finance back in 2017. That was before my time. No, there's before my time. No, there's some there's there before some there's there before everybody's time. They, they everybody's time. They, they went back in time before we went back in time before we were all any of us were here, were all any of us were here, but um, But yeah, and, and but um, But yeah, and, and please do look like I, I looked please do look like I, I looked at all of them and I was like, at all of them and I was like, as an example, I think I found as an example, I think I found one for unknown reasons like one for unknown reasons like Amy wrote it, but I have it in Amy wrote it, but I have it in my files, so like. Great, you my files, so like. Great, you know, like I didn't think I was know, like I didn't think I was responsible for it and I wasn't, responsible for it and I wasn't, but I have it, so please take a but I have it, so please take a note, take a moment, um, all note, take a moment, um, all right. Uh, Eric, do you have a right. Uh, Eric, do you have a superintendent's report? Two superintendent's report? Two quick things here. I have um. quick things here. I have um. CPAC in turn uses that CPAC. CPAC in turn uses that money to pay for things like money to pay for things like this presenter that we'll be this presenter that we'll be bringing in. No, no, David Smith dropped off. No, no, no, no, no. You mean because he no, no, no. You mean because he handed it to us. You can't go handed it to us. You can't go on this agenda because the, the on this agenda because the, the right, that's what I'm no, we right, that's what I'm no, we couldn't put it on this agenda couldn't put it on this agenda because that would appear to because that would appear to future people like that we had future people like that we had it ahead of time, which we it ahead of time, which we didn't, so we wouldn't do that, didn't, so we wouldn't do that, I think actually it should be I think actually it should be on both agendas, the school on both agendas, the school building, so it's deliberately building, so it's deliberately directed, I gather to both. OK. directed, I gather to both. OK. Um, I will We can talk and Um, I will We can talk and we'll look at that and I we'll look at that and I haven't read the letter. I, so haven't read the letter. Requests for a future agenda Requests for a future agenda and the second one will be, um, and the second one will be, um, in addition to our Aquarian in addition to our Aquarian fingerprinting policy. Um, but fingerprinting policy. Um, but I have to get, I have to get I have to get, I have to get more information from the more information from the department of uh Child Services department of uh Child Services because they, they have a A new because they, they have a A new way to check into. Um, way to check into. Um, individuals who have been individuals who have been involved in child abuse and involved in child abuse and That's been kind of found that That's been kind of found that yes, there was an abuse yes, there was an abuse situation, it's been pursued by situation, it's been pursued by DCF, so there's there's a new DCF, so there's there's a new way to look up kind of another way to look up kind of another enhancement to Um, protecting enhancement to Um, protecting our kids, so I'm getting that our kids, so I'm getting that information again from um I'm information again from um I'm actually getting it from actually getting it from another superintendent who was another superintendent who was able to put together an able to put together an addition to their policy. just addition to their policy. just want to run it by our, our want to run it by our, our legal first and then, um. See legal first and then, um. See if the policy committee can if the policy committee can talk, discuss that, and I think talk, discuss that, and I think we'll, you and I can talk about we'll, you and I can talk about whether I think, you know, whether I think, you know, probably makes sense to put it probably makes sense to put it on this. Our agenda so that we on this. Our agenda so that we can discuss putting it, sending can discuss putting it, sending it to us. We'll talk about it to us. We'll talk about where that yeah I just wasn't where that yeah I just wasn't sure how you want to do that. sure how you want to do that. Will that be done at the Will that be done at the individual school level. So individual school level. So interesting question. It will interesting question. It will be done at school level once be done at school level once the school committee approves the school committee approves the student handbook. So it the student handbook. So it becomes so interesting de facto, becomes so interesting de facto, it becomes packed part of the it becomes packed part of the school handbook that gets school handbook that gets approved by the school approved by the school committee, so you'll, you'll committee, so you'll, you'll see it before that because I see it before that because I think we'll have Brian.
